SECNAV Names Ship After Harriet Tubman

Secretary of the Navy (SECNAV) Carlos Del Toro today named a U.S. Navy ship after American abolitionist and social activist Harriet Tubman, Sept. 17. Australia Gifts Newbuild Patrol Boat to Vanuatu

The Australian Department of Defense has handed over a newly built patrol boat to the Republic of Vanuatu. The vessel, the RVS Takuare, was gifted by the Australian Government to the South Pacific Ocean nation at a certificate signing ceremony held at the Australian Marine Complex, in Henderson, Western Australia.The vessel is the 12th Guardian-class Patrol Boat (GCPB) built by Austal Australia and the first to be delivered to Vanuatu under the Pacific Patrol Boat Replacement Project (SEA3036-1)…

Seaway Closing to Cost $250Mln per Week

Closing the St. Lawrence Seaway in December to accommodate higher water outflow at the Moses-Saunders dam would cost the Canadian and U.S. economies $250 million/per week — impacting farmers’ grain exports, manufacturing plant operations and disrupting deliveries of fuel, construction materials and road salt for winter safety to cites throughout the region.The Chamber of Marine Commerce is issuing today’s comments to provide a wider context of the economic repercussions related to calls to increase the water outflow at Moses-Saunders dam to levels that would be unsafe for navigation and halt shipping on the St. Lawrence Seaway during December.Increasing outflows above the safe navigation limit to the highest levels possible would lower Lake Ontario levels less than 4 centimeters a week.

Water Outflow on Seaway Now Above 10,400 CMS

The Chamber of Marine Commerce supports the International Lake Ontario-St. Lawrence River Board’s decision Friday to continue flow rates from the Moses-Saunders dam at 10,400 cubic meters per second (CMS).Maintaining the 10,400 CMS outflow still results in a significant cost to the economy, with an estimated $2.3 million to $3 million in business revenues lost for every day it’s in place due to delays for all ship transits through the Seaway.The Chamber’s ship operators are following…

IMO Edges Towards Decarbonisation Objective

The UN's shipping body has settled on the main elements of an interim strategy aiming to decarbonise the sector, said a press release from Seas at Risk. Over 170 countries meeting at the International Maritime Organisation in London had some substantive discussion on objectives and ways to decarbonise shipping resulting in a 7-step outline that now needs to be developed into an interim plan due in 2018. One proposal calling for the shipping sector to adopt climate targets in line with the Paris Agreement and decarbonise by the second half of the century gained overwhelming expressions of support but failed to reach a consensus. Company to Pay $9.5 Mln for Actions Leading to US Gulf Explosion

Wood Group PSN Inc., a Nevada corporation headquartered in Houston, was ordered to pay $9.5 million in two separate cases involving its conduct in the Gulf of Mexico. Specifically, Wood Group PSN was ordered to pay $7 million for falsely reporting over several years that personnel had performed safety inspections on offshore facilities in the Gulf of Mexico in the Western District of Louisiana, and $1.8 million for negligently discharging oil into the Gulf of Mexico in violation of the Clean Water Act after an explosion on an offshore facility in the Eastern District of Louisiana, announced Acting Assistant Attorney General Jeff Wood of the Justice Department’s Environment and Natural Resources Division, U.S. Attorney for the Western District of Louisiana Stephanie A. Pacific Nations Take a Stand on Shipping Emissions

On Earth Day, Pacific leaders queued among 175 countries to sign the Paris Agreement in New York. Earlier that day in London, the International Maritime Organization (IMO), the United Nations Framework Convention on Climate Change (UNFCCC)’s sister UN specialized agency, met to discuss shipping’s “fair share” in reducing greenhouse gases in a far less publicized and not nearly as successful climate change debate. Pacific and European nations have been pressing the IMO since before Paris to join the “coalition of higher ambition”.

Moody’s: US ports industry outlook remains stable for 2016

“We expect US container volume to grow 3% to 4% in 2016,” says Moody’s Analyst Moses Kopmar. Moody’s Macroeconomic Board expects the US economy will grow 2% to 3% in in 2015 and 2016, and US container volume typically tracks closely with economic growth. Additionally, shipping costs are near their lowest levels in recent years, a result of both overcapacity in the container market and low fuel costs. “Overcapacity in the container market continues to depress freight rates, as supply growth outpaces demand growth,” Kopmar says. Despite expectations of container volume growth, several factors temper Moody’s outlook. Among them is a significant build-up of business inventories beginning in late 2014 and increasing further in 2015, which boosted container volume growth this year.

No Cruise Ship Tendering In Cayman Islands

Moses Kirkconnell, the Cayman Islands’ minister of tourism said that future off-shore tendering of cruise ships is out of the question in lieu of building a $150 million cruise pier and terminal in the Cayman Islands. Given that in 2014 approximately 82% of Cayman’s cruise business came from Carnival and Royal Caribbean Cruise Line , he asked them about their future plans and was told that tendering is not something they are willing to consider. Great Lakes Shipyard to Build Two Tugs for NYPA

The Great Lakes Shipyard in Cleveland, Ohio, has been contracted by New York Power Authority (NYPA) to build and deliver two new tugboats for the Niagara Power Plant’s winter operations in Buffalo, N.Y. The new tugs will augment and replace aging vessels that are used for the installation, removal and maintenance of the Lake Erie-Niagara River Ice Boom and various associated marine construction projects. The new tugs will be specially reinforced with heavy stems and shell reinforcement for operations in seasonal ice.

DP World Receives 1st Scheduled Vessel at New Terminal

DP World has yesterday welcomed the first scheduled vessel to call at its new Container Terminal 3 in Jebel Ali, Dubai, as it gears up to serve customers at the state-of-the-art facility. Island States Battle Rising Seas, Seek UN Relief

"Frightening" prospect of rising seas - U.N.; Islands say overlooked, fault inaction over climate. Small island states facing a "frightening" rise in sea levels will seek investments in everything fron solar energy to fisheries to boost their economies at a U.N. summit next week. Leaders will meet in Samoa in the Pacific from Sept. 1-4 to drum up partnerships with companies, development banks and donors on projects that bring in dollars and jobs while protecting oceans and environments, organisers said. Many islands from the Indian Ocean to the Caribbean are suffering erosion and coastal flooding from storm surges as global warming raises sea levels by melting ice from the Himalayas to Greenland.

Tug Sinks Off of New York

According to the U.S. Coast Guard, a 26-foot tugboat lost control of the barge it was towing off Atlantic Beach, N.Y., Monday evening. The 125-foot deck barge known as Weeks Barge 236 was refloated Thursday evening at approximately 6:15 p.m. after having been grounded and stuck on shore near Atlantic Beach, N.Y., the U.S. Coast Guard reported. St. Lawrence Seaway's 50th Anniversary, New Book

The culmination of a century-long dream to link the Great Lakes interior industrial hubs to the Atlantic Ocean, the St. Lawrence Seaway and Power Project stands as one of the largest public works initiatives of the 20th century. Between 1954-1959, the billion-dollar St. Lawrence Seaway and Power Project was the largest waterway and hydro dam project ever jointly built by two nations. It comprised seven locks, the widening of various canals, the taming of rapids, and the erection of the 3,216-foot long, 195.5-foot high Robert Moses-Robert H. Saunders Power Dam. Through the decades the Seaway has seen the transport of 2.5 billion tons of cargo (equivalent to 87 million truckloads) valued in excess of $375 billion. It also produces hydroelectric power for both countries.
