The Australian Department of Defense has handed over a newly built patrol boat to the Republic of Vanuatu. The UN's shipping body has settled on the main elements of an interim strategy aiming to decarbonise the sector, said a press release from Seas at Risk. Over 170 countries meeting at the International Maritime Organisation in London had some substantive discussion on objectives and ways to decarbonise shipping resulting in a 7-step outline that now needs to be developed into an interim plan due in 2018. One proposal calling for the shipping sector to adopt climate targets in line with the Paris Agreement and decarbonise by the second half of the century gained overwhelming expressions of support but failed to reach a consensus. On Earth Day, Pacific leaders queued among 175 countries to sign the Paris Agreement in New York. Earlier that day in London, the International Maritime Organization (IMO), the United Nations Framework Convention on Climate Change (UNFCCC)’s sister UN specialized agency, met to discuss shipping’s “fair share” in reducing greenhouse gases in a far less publicized and not nearly as successful climate change debate. Pacific and European nations have been pressing the IMO since before Paris to join the “coalition of higher ambition”.

“We expect US container volume to grow 3% to 4% in 2016,” says Moody’s Analyst Moses Kopmar. Moody’s Macroeconomic Board expects the US economy will grow 2% to 3% in in 2015 and 2016, and US container volume typically tracks closely with economic growth. Additionally, shipping costs are near their lowest levels in recent years, a result of both overcapacity in the container market and low fuel costs. “Overcapacity in the container market continues to depress freight rates, as supply growth outpaces demand growth,” Kopmar says. Despite expectations of container volume growth, several factors temper Moody’s outlook. Among them is a significant build-up of business inventories beginning in late 2014 and increasing further in 2015, which boosted container volume growth this year.

Moses Kirkconnell, the Cayman Islands’ minister of tourism said that future off-shore tendering of cruise ships is out of the question in lieu of building a $150 million cruise pier and terminal in the Cayman Islands. Given that in 2014 approximately 82% of Cayman’s cruise business came from Carnival and Royal Caribbean Cruise Line , he asked them about their future plans and was told that tendering is not something they are willing to consider. The Great Lakes Shipyard in Cleveland, Ohio, has been contracted by New York Power Authority (NYPA) to build and deliver two new tugboats for the Niagara Power Plant’s winter operations in Buffalo, N.Y. The new tugs will augment and replace aging vessels that are used for the installation, removal and maintenance of the Lake Erie-Niagara River Ice Boom and various associated marine construction projects. The new tugs will be specially reinforced with heavy stems and shell reinforcement for operations in seasonal ice.

Small island states facing a "frightening" rise in sea levels will seek investments in everything fron solar energy to fisheries to boost their economies at a U.N. summit next week. Leaders will meet in Samoa in the Pacific from Sept. 1-4 to drum up partnerships with companies, development banks and donors on projects that bring in dollars and jobs while protecting oceans and environments, organisers said. According to the U.S. Coast Guard, a 26-foot tugboat lost control of the barge it was towing off Atlantic Beach, N.Y., Monday evening. Coast Guard and state officials are responding to mitigate any hazards to the waterways and beaches nearby. The 125-foot deck barge known as Weeks Barge 236 was refloated Thursday evening at approximately 6:15 p.m. after having been grounded and stuck on shore near Atlantic Beach, N.Y., the U.S. Coast Guard reported. The barge, which was being used to sand blast and paint the Robert Moses Causeway Bridge, went ashore after, according to crew members onboard the tug, a large wave separated the tow line between it and the 26-foot tugboat that was towing it on Monday night.
