BSEE: Report on Subsea Bolting Technology Released

In an effort to address a recurring problem with faulty connectors in critical safety equipment, the Bureau of Safety and Environmental Enforcement (BSEE) commissioned a National Academy of Engineering study on the matter in September 2016. After 18 months of study, the report entitled “High-Performance Bolting Technology for Offshore Oil and Natural Gas Operations” was published Friday. BSEE sponsored this study to leverage the resources of the National Materials and Manufacturing Board of the National Academies of Sciences, Engineering and Medicine with BSEE’s Emerging Technologies program as we work to mitigate risk of critical offshore connector equipment failures.

US Well Control Regulations Proposed

U.S. In response to the findings of investigations into the Deepwater Horizon tragedy, and following a thorough evaluation of recommendations from industry groups, equipment manufacturers, federal agencies, academia and environmental organizations, Secretary of the Interior Sally Jewell announced proposed regulations to better protect human lives and the environment from oil spills. The measures include more stringent design requirements and operational procedures for critical well control equipment used in offshore oil and gas operations.

Winners of WFSA Ferry Design Contest Announced

Today the results of the World Ferry Safety Association international student design competition for a Safe Affordable Ferry were announced. The goal of the design competition is to elicit new approaches for ferry design in the developing world as well as to encourage designers to enter this arena, for which there is a need and an emerging market. Industry Expert: Offshore Drilling Criticisms Off Base

Engineering professor and petroleum industry veteran Michael J. Economides expressed concern over comments made by President Obama's national oil spill commission co-chair, William K. Reilly, advocating a complete safety overhaul of America's oil and gas industry. "It would be absurd for the administration or the oil and gas industry to satisfy demands of a political activist with an ideological bias against traditional fuel and whose only knowledge of how an offshore rig works comes from studying BP's ill-fated Macondo well blowout," Dr. Economides said. "U.S. "Policies coming from the White House wrongly assume BP was operating inside industry norms," Dr. Economides said. As of September 2010, the administration's drilling ban alone had eliminated 20,000 jobs in the Gulf region.

Frances Beinecke is currently the President of the Natural Resources Defense Council (NRDC), a non-profit corporation that works to advance environmental policy in the United States and across the world. Glosten, Naval Architect, 1918 to 2010

Lawrence Robert “Larry” Glosten, founder of The Glosten Associates, a Seattle naval architecture firm, died February 22, 2010 in his home on Bainbridge Island, Wash. He was 91. Glosten graduated from Webb Institute of Naval Architecture and Marine Engineering in 1940. He subsequently served as a Ship Repair Officer and dockmaster at the Pearl Harbor Naval Shipyard during the early months of World War II. His naval duty included assignment to the Bureau of Ships Preliminary Design Division and, later, to the Bikini Atoll atomic weapon tests.

National Academies: Marine Debris to Worsen

Current measures to prevent and reduce marine debris are inadequate, and the problem will likely worsen, says a new congressionally mandated report from the National Research Council. The and the international maritime community should adopt a goal of "zero discharge" of waste into the marine environment, and a system to assess the effectiveness of existing and future marine debris prevention and reduction actions should be implemented. In addition, better leadership, coordination, and integration of mandates and resources are needed, as responsibilities for preventing and mitigating marine debris are scattered across federal organizations and management regimes.

Widening Scope of Waterway Study

The U.S. Army Corps of Engineers has "made good progress" in broadening a study of possible navigation improvements on the Upper Mississippi River-Illinois Waterway system to give greater consideration to ecological restoration, says a new report from the National Academies' National Research Council. However, because of flaws in the models used in the study to predict demand for barge transportation, the economic justification for expanding locks on the rivers has not yet been demonstrated, the report says. And little attention has been paid to inexpensive, nonstructural navigation improvements that could ease current barge traffic. "The Corps should be commended for expanding the scope of its study, but changes are still needed to make the study fully credible," said John J.

Winter Wins Senate Approval for Navy Secretary

A corporate vice president at Northrop Grumman Corp. was confirmed by the Senate yesterday to be the new secretary of the Navy, according to a Washington Technology report. Donald C. Winter most recently served as president of Northrop Grumman’s Mission Systems sector. He also formerly worked as president and CEO of TRW Systems, said the report. In the early 1980s, Winter worked with the Defense Advanced Research Projects Agency as program manager for space acquisition. Winter earned his bachelor's degree in physics from the University of Rochester and a master's and doctorate in physics from the University of Michigan. Wehausen, Leader in Marine Hydrodynamics, Dies

John V. Wehausen, professor emeritus of engineering science at the University of California, Berkeley, and one of the world's leading researchers in hydrodynamics, has died at the age of 92. Wehausen died of congestive heart failure on Oct. 6 at the Kaiser Oakland Medical Center. "Many of us in the marine academic field consider John Wehausen to be a pioneer in marine hydrodynamics," said Ronald Yeung, a UC Berkeley professor of mechanical engineering who chaired the campus's former Department of Naval Architecture and Offshore Engineering and considered Wehausen a mentor. "His background as an applied mathematician allowed him to set the framework for mathematical analysis of important ocean- and ship-related problems.
