Singapore Extends MFM Use

Following the successful completion of test-bedding the use of mass flow metering (MFM) system for delivery of distillates , the Maritime and Port Authority of Singapore (MPA) will extend the mandatory use of MFM to all bunker tankers delivering distillates1 in the Port of Singapore from 1 July 2019. Assistant Chief Executive (Operations) of MPA, Capt M Segar said this at the International Bunker Industry Association (IBIA) Asia Gala Dinner held last night (26 April 2018). The use of the MFM system will enhance transparency in the bunkering process, improve operational efficiency and increase the productivity of the bunkering industry.

Singapore Adopts Standard for Bunker Mass Flow Metering

The world’s first National Technical Reference for Bunker Mass Flow Metering (TR48 : 2015) was launched in support of the Maritime and Port Authority of Singapore (MPA)’s and industry’s initiative to use the mass flow metering (MFM) system for marine fuel oil deliveries in Singapore with effect from January 1, 2017. MPA said the TR sets out clear requirements for measurement and system integrity that provides a fair basis for custody transfer between the bunker supplier and bunker buyer in Singapore. Bunkering in Singapore has grown tremendously since standardized bunker delivery procedures were adopted in the early 1990s. MPA has reported record bunker sales volume of 45.16 million metric tons in 2015, making Singapore the world's largest bunkering port.

ExxonMobil Introduces MFMS in Hong Kong

ExxonMobil announced it has introduced the first independently accredited mass flow metering system (MFMS) in Hong Kong, following introduction of the system in Singapore. The fuel delivery system can help save vessel operators up to an estimated three hours and $5,000  per refuelling while also providing increased transparency and efficiency to the bunkering process, according to ExxonMobil. Singapore Initiatives to Enhance Bunker Quality

Singapore bunkering conference informed by Minister of Transport of recent measures taken to improve bunkering in the port. Minister for Transport, Mr Lui Tuck Yew, presided over the opening ceremony of the 17th Singapore International Bunkering Conference and Exhibition (SIBCON) and during the opening announced the introduction of an information sheet on licensed bunker suppliers and an industry guide for the use of mass flow metering system. Minister Lui said that MPA will publish an information sheet on licensed bunker suppliers in the Port of Singapore in its efforts to allow shipowners to make more informed decisions in appointing bunker suppliers.
