At the legislative hearing on the use of dispersants in the BP oil spill, Lisa P. Jackson, Administrator of the U.S. Chairman Mikulski, Ranking Member Shelby and Members of the Subcommittee, thank you for the opportunity to testify on the role of the U.S. Environmental Protection Agency (EPA) in the Deepwater Horizon BP oil spill response. My testimony today will provide you with an overview of EPA’s role and activities in the affected Gulf Coast region following the April 20, 2010 Deepwater Horizon mobile offshore drilling unit explosion and resulting oil spill as well as a summary of our primary environmental activities, including dispersant use, waste management, and beach cleanup.

The National Incident Commander for the BP oil spill, Admiral Thad Allen, approved the implementation of a section of Louisiana’s barrier island project proposal that could help stop oil from coming ashore and where work could be completed the fastest—as an integrated part of the federal response to the BP oil spill. This step will save Louisiana the cost of construction for this section by integrating it with the federal government’s ongoing oil spill response—thus paving the road for payment by BP, as a responsible party, or the federal Oil Spill Liability Trust Fund.

As BP, the National Response Team, and an army of volunteers respond to the Deepwater Horizon incident in the Gulf of Mexico, NOIA member companies are lending their resources in an unprecedented cooperative effort to stop the flow of oil and prevent further damage to the environment. These resources include land-based and offshore facilities, aircraft, marine vessels, remotely operated vehicles (ROVs), a containment dome, subsea tooling, subsea video, dispersant, personnel, and technical expertise on suction systems, blowout preventers, dispersant injection, well construction, containment options, subsea wells, environmental science, emergency response, spill assistance, well intervention, and drilling and well competence.

The National Response Team (NRT), an organization of 16 federal departments and agencies responsible for coordinating emergency preparedness and response to oil and hazardous substance pollution incidents was quickly activated and a coordinated group of federal partners-including the United States Coast Guard, Departments of Homeland Security, Commerce, Interior and the Environmental Protection Agency-immediately began directing and overseeing BP's response. Coastal protection and booming operations under the direction of the Unified Command Mobile are ongoing, actively deploying as rapidly as possible as part of the strategic plan across Mississippi, Alabama and the Florida panhandle, Unified Command Mobile said.

Dave Westerholm, former chief of the U.S. Coast Guard's Office of Response, has been named the new director of the NOAA Office of Response and Restoration, responsible for overseeing NOAA's efforts to prepare for and respond to environmental hazards caused by marine debris and the release of oil and chemicals into the nation's ocean and coastal waters.
