Paris MoU Annual Report 2018 Published

“Consistent Compliance” : The Paris MoU has published its 2018 Annual Report on July 1, 2019, which can be found on the website. This report contains the details of the activities of the Paris MoU during 2018. In 2018 there were 24 Refusal of Access Orders (referred to as “bannings”) issued. This shows a decrease from 32 in 2017. Refusal of access (banning) has been used 77 times since 2016.The detention percentage decreased to 3.15% (from 3.87%) and the number of detainable deficiencies also decreased to 3,171 (from 3,883 in 2017).

C-MAP Appointed Admiralty Distributor

C-MAP has been appointed by the United Kingdom Hydrographic Office (UKHO) as an official ADMIRALTY Digital Distributor and SENC Service Provider. Following this appointment, C-MAP, will now supply ADMIRALTY Vector Chart Service (AVCS), C-MAP ADMIRALTY ENC Service (CAES), ADMIRALTY Digital Publications (ADP) and Electronic Nautical Publications (e-NPs) through its global network of offices and distributors. AVCS - the world’s leading ENC Service - will be provided by C-MAP in both traditional S-63 format and in the time and cost efficient DNV certified SENC data compression format. Named C-MAP ADMIRALTY ENC Service (CAES), the new service is complementary to other C-MAP services including Weather, Piracy and Professional+ (Pro+) chart data.

Inspectors Get Tough on ECDIS

ECDIS ACAT (Annual Competency Assurance Training): the Inspectors training in ECDIS has without doubt increased safety at sea as it highlights that not all is well, regardless of certificates held. Few are aware that the world is halfway through an international project to train around 1,000 inspectors and PSC officers in ECDIS. Without doubt, it has already dramatically increased the safety of navigation at sea by providing inspecting officers with all the relevant questions that need to be asked for all the 38 manufacturers, regardless of what certificates the officers hold.

Paris MoU Reports Decrease in 'Bans'

Paris MoU reports that 2015 shows a large decrease in the refusal of access (“bans”) within the region: 11 bans compared to 20 in 2014. The detention percentage has remained stable at 3.33 percent. The number of deficiencies has decreased 10 percent related to 2014. The number of inspections carried out was 17,858, slightly less than 2014 (18,430). Over a three-year period of time, most cases of refusal of access involve ships which have been banned for multiple detentions (45). Five ships have been banned a second time. A significant number (12) were banned for failing to call at an indicated repair yard. The remaining three cases involved ships which “jumped the detention”, by sailing without authorization.

ECDIS: The Quiet Revolution in Maritime Navigation

Driven by the SOLAS-mandated transition to ECDIS, the adoption of digital navigation is the most visible sign of how navigational practices are being transformed. Additional tools are also playing an important role in supporting bridge teams and delivering accurate navigational information to the bridge. We are now halfway through the transition period under the timetable set out in the amendments to the SOLAS Convention adopted in 2009, requiring the mandatory carriage of ECDIS for ships engaged on international voyages.

UKHO Launches New ADMIRALTY Digital Radio Signals

ADMIRALTY List of Radio Signals, a comprehensive source of information on all aspects of maritime radio communication, is now available in digital format to make it easier to search and update than paper publications. Together with ADRS 2, which provides positional and timekeeping references to help ensure ships are in the right place at the right time, and ADRS 6, which provides maritime radio communications information for 3,600 locations worldwide, all six volumes of ADRS now form part of ADP as computer-based applications of the UKHO’s paper-based nautical reference guides.

Lloyd's Register Extends Heightened Attention Surveys

Lloyd’s Register (LR) has a longstanding ‘heightened attention’ initiative where surveyors attending on board LR classed ships give increased attention to areas where the most common PSC deficiencies are identified. LR announced it has decided to continue this heightened attention initiative for a further year. LR’s analysis of PSC detentions shows that ships less than five years old are now more likely to be inspected and detained than before – therefore, the initiative will now apply to ships of all ages. fire safety, fire detection, firefighting equipment and appliances (e.g. cleanliness of accommodation/galley. Ensuring the above items are suitably maintained and remain in a fit and effective condition reduces the potential for a ship being detained by PSC authorities, LR said.

Faulty Charts Lead to Port Detentions

A recent analysis of Australian port state control (PSC) deficiencies revealed several detentions due to incorrect use of charts. The Australian Maritime Safety Agency (AMSA) has reported a noticeable increase in the use of unofficial charts. Such instances include use of scanned and printed charts by ships to navigate through environmentally critical areas such as the Great Barrier Reef. AMSA continues to remind masters and operators of ships coming to Australia that carriage of appropriate navigational charts is critical to safe operation and protection of the marine environment. This issue affects is applicable to all shipowners and operators, not just those trading to Australia.

Regs4ships Launch Australian Digital Product

Regs4ships announced the launch of its 18th flag to Digital Maritime Regulations (DMR) product. From February 18, 2014 Regs4ships will be able to offer an Australian regulations product that contains all relevant flag state documentation along with digital copies of SOLAS, MARPOL and STCW, ILO Conventions and EU legislation. This new product will enable customers to have access to Australian Maritime Acts, Legislative Instruments, Marine Orders, Marine Notices, Forms, Guidance Notices and Fact Sheets (for more information please refer to the product specification). Customers will also have the option to subscribe to additional IMO and International Regulatory Guidance, Codes and Conventions including the IMDG Code.

Lloyd's Register Alert: Heightened Attention to Specific Survey Items

The Russian Federation Confirms Flag State Approval for Admiralty Digital Publications

Over 75% of the world's vessels over 2,000 gross tonnes now permitted to carry digital nautical publications. The United Kingdom Hydrographic Office (UKHO) can confirm that vessels flying the flag of the Russian Federation are now able to use ADP to meet carriage requirements for nautical publications. The Russian Federation is the world's eighth largest flag state, as measured by the number of vessels, and this decision allows the 2,322 vessels flagged by the Russian Federation…

Shipowners’ Club Publishes Two New Guidance Booklets

The club’s publications highlight best practice, good seamanship and sensible practical operational procedures in order to help reduce the incidence of property and vessel damage by raising operating standards. The new booklets with their simple, concise and clear text and diagrams are an essential tool for small vessel operators trading in coastal waters and harbors and are designed to complement the usual statutory safe navigation rules documentation. U.K. Coastguard Holds Three Foreign Ships

The Maritime and Coastguard Agency (MCA) announced today that three foreign flagged ships were under detention in U.K. ports during July 2013 after failing Port State Control (PSC) inspection. Latest monthly figures show that although there were no new detentions of foreign flagged vessels in U.K. ports during July 2013, three vessels remained under detention from previous months. They remained under detention at the end of July. The overall rate of detentions compared with inspections carried out over the last 12 months was 3% - a slight decrease from June’s 12 month rate. Two of the detained vessels were registered with a flag state listed on the Paris MOU white list. The other was unregistered. Although there were no new detentions in July, several carried over from previous months.

MCA Detains Five Vessels in June

The Maritime and Coastguard Agency (MCA) announced today that five foreign flagged ships were under detention in U.K. ports during June 2013 after failing a Port State Control (PSC) inspection. Latest monthly figures show that there were two new detentions of foreign flagged vessels in U.K. ports during June 2013 and three vessels remained under detention from previous months. The overall rate of detentions compared with inspections carried out over the last twelve months was 3.18% this is a slight decrease from May’s twelve month rate. Three of the detained vessels were registered with a flag state listed on the Paris MOU white list, one was registered with a flag state on the grey list and one was unregistered.

Arctic Voyage Planning Guide Published

The Arctic Voyage Planning Guide (AVPG), published by Fisheries & Oceans Canada, is a strategic planning tool for vessels navigating the Canadian Arctic. The government publishers begin by explaining that the guide, a compilation of data and services relevant to mariners, is not intended to replace official carriage information or products provided from Canadian sources. In case of disparity, the information contained in official publications will prevail. The mariners remain responsible for navigational decisions and safety of their ships. The information provided in this guide should be used together with all other relevant information, as required by law, standards and good seamanship practices.

UK Detains 10 Ships in February

The Maritime & Coastguard Agency (MCA) announced that 10 foreign ships were under detention in UK ports during February2004 after failing Port State Control safety inspection. Latest monthly figures show that 4 foreign ships were detained in UK ports during February 2004 along with 6 other ships still under detention from previous months. The overall rate of detentions compared with inspections carried out over the last 12 months is 6.0% which is a decrease of 0.4% on the detention rate to January. Three of the four vessels detained during the month were targeted by the Paris MOU for priority inspection.

nv-charts Now Available for Cuba

Newport, Rhode Island – Nv-Charts, a global supplier of charting products for mariners and cruising sailors, has now extended its coverage and produced new chart regions for Chesapeake Bay, just in time for the 2012 cruising and boating season. The coverage is divided into two regions, North and South. The North region includes Delaware Bay and the Chesapeake-Delaware canal, coverage from Cape May, N.J., to the Potomac River; and the Southern region continues down to Norfolk and the surrounding environs.
