DON Recognizes Acquisition Excellence

The Department of the Navy recognized more than 50 acquisition professionals for exceptional efforts in the acquisition field during a Pentagon ceremony Nov. 17. Hosted by Assistant Secretary of the Navy (Research, Development and Acquisition) Sean Stackley, the 2016 Acquisition Excellence Awards celebrated individuals and teams for upholding key tenets of acquisition including competition, affordability, technical expertise, innovative techniques and professional acumen. AMSEC Wins Two US Navy Contracts

Huntington Ingalls Industries (HII) announced today that its AMSEC LLC subsidiary has been awarded two contracts in support of the United States Navy. Naval Sea Systems Command in Washington, D.C., awarded a contract to AMSEC for technical and logistical support services, as well as material kitting services, for U.S. Navy LCC 19-class Amphibious Command ships. Material kitting services involve the pre-packaging of materials required to complete a specific task. Amphibious Command ships provide command and control for fleet commanders. A total of three indefinite-delivery/indefinite-quantity contracts were awarded for these services with a combined maximum dollar amount of $96.8 million. AMSEC LLC was also awarded the initial delivery order valued at $1.2 million.

Mississippi Hosts Fourth Annual National SeaPerch Challenge

108 teams of 451 students from 19 states, the Commonwealth of Puerto Rico, as well as a team from New Zealand  competed in the Fourth National SeaPerch Challenge

The University of Southern Mississippi in Hattiesburg, MS, and the Mississippi Regional SeaPerch Committee in mid-May hosted the Fourth National SeaPerch Challenge on the campus of Southern Miss. It was here that 108 teams of 451 middle and high school students – students from 19 states, the Commonwealth of Puerto Rico, and for a first time ever, and international team from New Zealand – convened at the University’s Payne Center and Johnson Natatorium for a weekend of competition and fun.

MARAD Study: Renewable Diesel Reduces Emissions, No Harm to Performance

MARAD study shows renewable diesel fuel reduces emissions without impacting engine performance. The Maritime Administration (MARAD) has recently completed tests of renewable biofuel technology onboard the training ship State of Michigan. The project was part of a MARAD initiative to conduct “at sea” tests of advanced renewable fuels and assess its impact on the ship’s engine. The tests compared operational, vibration and air emission differences between regular ultralow sulfur diesel (ULSD) fuel and a 76/33 blend of ULSD and Amyris Renewable Diesel (ARD) fuel, which is derived from sugar.

New Navy Contract

Kollmorgen Corp., (d.b.a. Kollmorgen Electro Optical, a Danaher Company), Northampton, Mass. is being awarded a $7,591,258 indefinite delivery, indefinite quantity cost plus fixed fee contract for engineering services in support of reusable shipping containers, Special Support & Test Equipment (SS&TE), and the repair, overhaul, and restoration of the Type 2,8,14,15,18, and 22 periscope systems, Improved Non-Penetrating Periscopes (INPP), Naval Electronic Surveillance System Infrared Exploitation(NESSIE) and NESSIE GEN II Submarine Systems, along with new technology periscope imaging systems used on Los Angeles, Seawolf, and NSSN class submarines. Work will be performed in Northampton, Mass., and is expected to be completed by December 2013.

New Navy Contracts

L-3 Services, Inc., Unidyne Division, Norfolk, Va., is being awarded a $46,670,682 indefinite delivery, indefinite quantity, cost plus fixed fee contract for engineering services to operate and maintain the Technology Center for Cables and Connectors (TC3) facility located at the Naval Undersea Warfare Center Division (NUWC), Newport. Efforts will include: TC3 facilities maintenance and operation, parts procurement and logistic services, fabrication services, research and development services, test and evaluation services, reliability maintainability availability services, programmatic support, and in-service engineering activity services in support of sensors and sonar systems.

Cooperative Research and Development Agreement Signed

"Non-Toxic Methods for Corrosion Resistance and Biofouling Prevention," in order to continue work on the development of non-chromate coatings. For several years, a NUWCDIVNPT/URI team has been researching the development of a non-toxic, anti-fouling coating for application below the waterline on U.S. Navy surface ships, submarines, and support equipment. The effort was initiated after DoD mandated the elimination of hexavalent chromium in corrosion conversion coatings. The NUWC/URI research team's work was recently acknowledged at the URI's Annual Recognition Luncheon for Outstanding Research, Outreach and Intellectual Property for work in the area of material coatings research. Keyport Services Wins $54.7M Contract

Keyport Services, Poulsbo, Wash., is being awarded a $54,708,180 cost-plus-award-fee service contract for professional, engineering and business management services to directly support the Naval Undersea Warfare Center Division, Keyport's mission. This contract contains four one-year options that, if all options are exercised, will bring the total cumulative approximate value of the contract to $301,729,075. Work will be performed in Keyport, Wash. (60 percent); Oahu, Kauai, and Pearl Harbor, Hawaii (17 percent); Norfolk, Chesapeake, Yorktown and Arlington, Va., and Washington D.C. (15 percent); San Diego, Calif. (6 percent); and Hawthorne, Nev. (2 percent); and is expected to be completed by March 2005. Contract funds will not expire at the end of the current fiscal year.

Northrop Grumman Installs Simulator System

Electronic Support Measures (ESM) Target Generator System (TGS) at the U.S. Navy's Atlantic Undersea Test and Evaluation Center (AUTEC) on Andros Island in the Bahamas. The system generates simulated radar threat emissions and can emulate any known friendly or enemy radar system. Developed as part of AUTEC's Improvement and Modernization Program, the ESM TGS can emulate up to 64 threat radar modes dynamically. The system is also completely reprogrammable, a key distinguishing feature. "The ESM TGS system represents a major enhancement to the Navy range's ESM test and evaluation capability, particularly for advanced receivers located on ships, helicopters, aircraft and submarines," said Dr. Edward Eberl, president of Amherst Systems.

Defense Department Presents Engineering Awards

Under Secretary of Defense for Acquisition, Technology, and Logistics Kenneth Krieg presented the annual Department of Defense Value Engineering Achievement Awards during a ceremony June 15 at the Pentagon.
