Expansion of Virginia’s Foreign-Trade Zone (FTZ 20) into northeast North Carolina was approved by the US Department of Commerce and the decision provides another means of attracting cargo to The Port of Virginia, the port’s CEO says. “This is an incentive that can be used to attract business to the port and investment and jobs to locations within the FTZ,” said John F. Reinhart, CEO an executive director of the Virginia Port Authority (VPA). “The benefits of the FTZ can be significant and this decision opens the door in northeast North Carolina to those benefits. Companies operating in Foreign-Trade Zones can defer, reduce or eliminate US Customs duties on imported products.

L-3 KEO announced  it has been awarded a multi-million dollar contract option from the Naval Sea Systems Command (NAVSEA) for nine MK 20 Electro-Optical Sensor Systems (EOSSs). L-3 KEO will build and test the systems, as well as perform engineering services activities, over the course of the next two years in its Northampton, Mass. facility. Governor Bob McDonnell announced today that the Bay Coast Railroad Car Barge will resume service next week as a result of a partnership between the Commonwealth, area localities, and the Bay Coast Railroad. The barge, which was removed from service last year, provides connecting service between the Virginia’s Eastern Shore and Norfolk/Virginia Beach. Last year, the Bay Coast Railroad suspended service on the barge when it identified $1 million in structural deficiencies critical to the barges safety. In order to restore service, the Commonwealth of Virginia provided a grant through the Shortline Railway Preservation Fund, which included $700,000 in state funds and a $300,000 match provided by Accomack and Northampton counties, as well as Bay Coast Railroad.

Building America’s Canals, an interactive exhibition revealing the construction and operation of the nation’s human-built waterways, opens January 30, 2010, at Mystic Seaport. Organized by the National Canal Museum of Easton, PA, Building America’s Canals blends history and science through hands-on activities and encourages visitors of all ages to step into the roles of lock tender, canal engineer, crane operator and canalboat captain. Divided into four sections relating to key canal structures – locks, masonry arches, cranes and aqueducts – each area will feature accompanying interpretive panels with photographs, diagrams and text detailing the historical context for America’s canals.

The UMM provides for development and acquisition of a non-hull penetrating mast that serves as a lifting mechanism for five sensor configurations (the Photonics Mast, the Multi-Function Mast, the Integrated Electronic Mast, the High Data Rate Mast and the Photonics Mast Variant) on Virginia Class and SSGN Class submarines.Each sensor is mounted on a Universal Modular Mast. Kollmorgen Corp., Electro-Optical Division, Northampton, Mass., was awarded on June 9, 2006, a $17.2m fixed-price incentive and firm-fixed price modification under previously awarded contract to exercise an option for production of seven integrated submarine imaging systems (ISIS), including associated on-board repair parts and installation-checkout spares for the SSN 688 class submarine; and one ISIS SSGN class production system, including associated on-board repair parts and installation and check-out spares. The integrated submarine imaging system will provide mission critical, all weather, visual and electronic search, digital image management, indication, warning, and platform architecture interface capabilities for SSN 688, SSN 21, and SSGN class submarines.

Kollmorgen Corp., Electro-Optical Division, Northampton, Mass., is being awarded a $13,455,515 cost-plus-fixed-fee, firm-fixed-price modification to previously awarded contract (N00024-03-C-6200) for engineering services and production of the Universal Modular Mast (UMM) System for installation on Virginia and SSGN class submarines. The UMM is a non-hull penetrating mast that raises and lowers sensors. Work will be performed in Northampton, Mass. (30%), and Bologna, Italy (70%), and is expected to be completed in December 2004. Contract funds will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity (N00024-03-C-6200).
