A U.S. appeals court on Tuesday ordered that a postponed federal auction of drilling rights in the Gulf of Mexico be held within 37 days, a setback for environmentalists seeking expanded protections for the endangered Rice's whale.According to court papers, the New Orleans-based U.S. Court of Appeals for the 5th Circuit dismissed an effort by four green groups to block an expansion of the sale ordered by a lower court judge in September.The judges said the groups lacked standing to challenge the September decision.

Dutch shipbuilder Damen has launched two, 81-metre road ferries for the Canadian ferry operator BC Ferries at its Galati shipyard in Romania.Damen Shipyards Group, which operates 36 shipbuilding and repair yards, said that the ferries were launched “within a few weeks” and they are now undergoing outfitting before the units enter service in 2020.Once operational they will be capable of carrying up to 300 passengers and crew, and 47 vehicles, it added.The ferries have been built to Damen’s Road Ferry 8117E3 design and the order was secured following an extensive, multi-phased, international tender process. A U.S. Navy ship fired warning shots when an Iranian vessel in the Gulf came within 150 yards (137 meters) on Tuesday in the first such incident since President Donald Trump took office in January, U.S. officials said. The last major incident was earlier in January, though there have been instances when a U.S. vessel fired a flare as well as an event in March when a U.S. Navy ship was forced to change course after multiple fast-attack vessels from the Islamic Revolutionary Guard came too close. Tropical Storm Nate killed at least 22 people in Central America on Thursday as it pummeled the region with heavy rain while heading toward Mexico's Caribbean resorts and the U.S. Gulf Coast, where it could strike as a hurricane this weekend. In Nicaragua, at least 11 people died, seven others were reported missing and thousands had to evacuate homes because of flooding, said the country's vice president Rosario Murillo.
