The repositioning of empty containers costs the liner industry an estimated $15-20billion every year according to Boston Consulting Group (BCG), as containers sit idle at a depot or are repositioned to a different loading point while empty. The Centre for International Law (CIL) at the National University of Singapore (NUS) and the Maritime and Port Authority of Singapore (MPA) will be setting up a joint research programme to build up institutional expertise in ocean governance and to spearhead thought leadership in areas critical to bolster Singapore’s global maritime knowledge hub status. CIL received a three-year research grant of S$1.56 million from the Singapore Maritime Institute (SMI) supported by MPA to establish the CIL-MPA Oceans Governance Research Programme. The dynamic and complex challenges facing the shipping industry brought about by stricter regulations, climate change, growing number of vessels and new technologies require maritime leaders to challenge conventional modes of thinking.

Ocean Mineral Singapore Pte Ltd (OMS) has entered into a 15-year exploration contract for polymetallic nodules at a site within the Clarion-Clipperton Fracture Zone of the Pacific Ocean with the International Seabed Authority (ISA). Sponsored by the Singapore Government, OMS is the first Singaporean company to be awarded an exploration contract for polymetallic nodules. The Nigerian Shipowners’ Association (NISA), and the Turkish Shipowners’ Association (TUSA) have entered into a working relationship for the development of the Nigerian Maritime industry in the area of shipbuilding, repair and sharing of latest shipping technology. Keppel Corporation (Keppel) and the National University of Singapore (NUS) announced the founding of the Keppel-NUS Corporate Laboratory, in collaboration with the National Research Foundation (NRF), Prime Minister's Office, Singapore. The laboratory, which will be based at the NUS Faculty of Engineering, will be established with an investment amount of S$75 million. The launch of the Keppel-NUS Corporate Laboratory was graced by Deputy Prime Minister of Singapore, Teo Chee Hean, who is also Chairman of NRF. The Keppel-NUS Corporate Laboratory is the second laboratory to be established under the NRF's Corp Lab at University scheme, which is established to support Singapore's autonomous universities in their conduct of industry-relevant research with companies as partners.

Challenges for the next decade in port and maritime research and development (R&D) and technology will be the focus of the 2nd International Conference on Port and Maritime R&D and Technology (ICPMRDT), to be held from 10-12 September 2003 at the Pan Pacific Hotel, Singapore. Five main sessions, which would be based on the theme "Port and Maritime R&D and Technology", will be featured at the 3-day conference. They are Port Development, Management and Operations; Coastal/Hydraulics Engineering; Marine Environment; Innovative Ship Designs and Operations; and Navigation and Maritime Training. These are key areas that offer great commercial potential for the maritime R&D and technology sector.

Keppel Corporation Limited (Keppel) and the National University of Singapore (NUS) have jointly appointed eminent Norwegian marine structures expert Professor Torgeir Moan to the first Keppel Chair as a visiting professor. Renowned in the offshore and marine industry, Professor Moan has extensive network amongst oil majors, regulators, classification societies, drilling contractors and shipyards around the world. He has recently set up a Centre of Excellence in Ships & Ocean Structures (CESOS) in the Norwegian University of Science & Technology (NTNU). The Centre has won a NOK130 million fund from the Research Council of Norway to conduct fundamental research over 10 years. Keppel, NUS and CESOS will form a strategic alliance for joint R&D into offshore structure technologies.
