Ocean Shipping Reform Act of 2022: Long Term Fixes, But What’s in It for the Short Term?

The Ocean Shipping Reform Act of 2022 (the Act) was signed by President Biden on Thursday, June 16, 2022. The long term fixes, which require Federal Maritime Commission rule-making, establishes additional requirements requiring the FMC to issue rules related to certain fee assessments, prohibited practices, and establishment of a shipping registry, and prohibited conduct for ocean carriers. It further authorizes the FMC under certain circumstances to issue an emergency order requiring common carriers to share information directly with shippers and rail and motor carriers.

Connection Compass of 100 Liner Services

The new Connection Compass showed more than 100 liner services connect Hamburg with most of the more than 1,000 seaports worldwide.  "All scheduled, rail and inland waterway services to and from Hamburg," is given in the new  Connection Compass, said a press note from the port of Hamburg. IMB to Tackle Bills of Lading Fraud

NYSHEX Adds New Members in its Council

The New York Shipping Exchange (NYSHEX), the container shipping industry’s solution for digital and enforceable freight contracting,  has announces the appointment of new members to its board of directors and launch of the governing NYSHEX Member Council. FMC Collects $338,000 In Penalty Payments

Federal Maritime Commission Chairman Mario Cordero announced that the Commission has completed compromise agreements recovering a total of $338,000 in civil penalties. The agreements were reached with one vessel-operating common carrier and six ocean transportation intermediaries (both non-vessel-operating common carriers and ocean freight forwarders). The agreed-to penalties resulted from investigations conducted by the Commission’s Area Representatives in Houston, Seattle, South Florida, and New York, and by Washington D.C. headquarters staff.

Carriers have Withdrawn Extremely Low Spot Market Freight Rates - Drewry

Drewry’s Global Freight Rate Index, a weighted average of spot container freight rates across all major routes except intra-Asia, swung back in July by 13% to reach $1,403 per 40ft box. The global spot rate index had dropped to an all-time low of $1,113 per 40ft container in April. Drewry is in a unique position to track these trends through its Container Freight Rate Insight online platform, via which a constant panel of over 30 forwarders and NVOCCs report rates on a continuous basis. Among the North-South trades, dismally low rates on the Asia-West Africa and Asia-South Africa routes are registering signs of reversal, with the start of the peak season. Rates from Shanghai to Lagos increased by 11% between May and July.

Europe Cargo Handles 9 Tugs

Europe Cargo, the Belgian member of the FPS Group of independent forwarders and NVOCCs, has undertaken the port agency and stevedoring for nine Damen Stan tug boats, being shipped from Shanghai to Gorinchem, Netherlands. The brand new vessels – five Type 1606, each weighing 86 metric tons, and four Type 1205, each weighing 55 metric tons - were loaded on deck and in the hold of MS Clipper Marlene (a multi-purpose vessel owned by Clipper of Denmark) secured to custom-built transport cradles. NVOCCs Form US-South-Africa Partnership

CaroTrans, a global non-vessel operating common carrier (NVOCC) and ocean freight consolidator, has entered a partnership with Thrutainers International, an established NVOCC in South Africa. This cooperation creates a U.S.- Sub-Saharan Africa import/export LCL service network in this important trade lane. In 2016, Sub-Saharan Africa is forecasted to have a 3.5 percent GDP increase over 2015, the U.S. a 2.3 percent increase in GDP (Economist Intelligence Unit).
