Nearly Half of Interlake Fleet Fit with Scrubbers

The M/V Mesabi Miner has sailed from Fincantieri Bay Shipbuilding Company in Sturgeon Bay, Wis., becoming Interlake Steamship Company’s fourth self-unloading bulk carrier to be outfitted with exhaust gas scrubbers. Interlake became the first U.S.-flag fleet to test freshwater scrubbers on the Great Lakes in April 2015 after pioneering the emission-reduction technology on its M/V Hon. James L. Oberstar. In 2016, the company outfitted its first thousand foot vessel, the M/V James R. Barker, and its 826-foot M/V Lee A. Tregurtha in its second phase of exhaust gas scrubber implementation.

The 2007 Act: Highways to Waterways

The Energy Independence and Security Act of 2007 (the 2007 Act) authorized a Short Sea Transportation (SST) Program. As passed by the House, the legislation would have authorized $2 billion for the Maritime Administration (MARAD) Title XI Program and have extended the Capital Construction Fund Program (CCF or Program) to shipyards and operators building and operating vessels in SST services nationwide. Maritime Reporter & Engineering News recently spoke with Mark Barker, president of The Interlake Steamship Company, who has sent its fourth vessel — its second 1,000-footer — to be outfitted with exhaust gas scrubbers. After seriously pursuing the possibility of converting its ships to run on liquefied natural gas (LNG) several years ago, U.S. based Great Lakes shipper The Interlake Steamship Company found that the region’s LNG infrastructure was simply not present to support such conversions.

As vessel owners struggle over the best and most efficient means to meet stringent new emission regulations, the Interlake Steamship Company has proven phase one of emissions-reduction technology on Great Lakes;  and two additional ships are to be outfitted with exhaust gas scrubbers in 2016. Following the implementation of exhaust gas scrubbers on its self-unloading bulk carrier M/V Hon. James L. Oberstar, the Interlake Steamship Company said it plans to expand its emission-reduction efforts to one-third of its fleet by installing similar scrubber systems on the M/V Lee A.

Cutting Emissions: Interlake Installs Marine Scrubbers

As shipping companies struggle to find their preferred solutions for meeting strict new emission mandates, Ohio-based Interlake Steamship has found a good partner in DuPont Marine Scrubbers. Interlake awarded DuPont Sustainable Solutions, through its subsidiary Belco Technologies Corporation (BELCO), an additional contract to supply DuPont Marine Scrubber systems for two more vessels. The M/V James R. Barker, the first 1,000-ft.class vessel to be built entirely on the Great Lakes back in 1976, and the Lee A.

Following the implementation of exhaust gas scrubbers on its self-unloading bulk carrier M/V Hon. James L. Oberstar, the Interlake Steamship Company has announced its plans to expand its emission-reduction efforts to one-third of its fleet by installing similar scrubber systems on the M/V Lee A. Tregurtha and M/V James R. Barker early next year. In April 2015, Interlake became the first U.S.-flag fleet to test freshwater scrubbers on the Great Lakes when the system became operational on the 806-foot Oberstar.

Interlake Steamship Nears Final Stage of $100m Fleet Upgrade

The Interlake Steamship Company announced that it will repower its last steamship, the S.S. Herbert C. Jackson, with a highly automated diesel propulsion system in the final phase of a 10-year, $100 million modernization effort to create the most efficient, reliable and environmentally friendly fleet on the Great Lakes. The six-month diesel conversion, which is slated to begin in mid-December, is the fifth major overhaul to Interlake’s fleet and its fourth steam-to-diesel conversion since 2006.

AAPA Remembers 'Tireless' Congressman James Oberstar

Following the recent passing of former Cong. James Oberstar, American Association of Port Authorities (AAPA) President and CEO Kurt Nagle described the past chair of the U.S. “In 2003, AAPA honored Cong. Oberstar with its prestigious ‘Port Person of the Year’ award for his many contributions to advancing America’s freight transportation system, including authoring or co-authoring six Water Resources Development Acts from 1986 to 2000, and various Coast Guard and Coastal Zone Management reauthorizations and amendments,” said Mr. Nagle. In March 2010, Cong. Oberstar returned to the AAPA stage as a keynote speaker to share his views about the importance of authorizing new surface transportation legislation.

Christening of MV Hon. James L. Oberstar

On Tuesday, May 24, 2011, the Interlake Steamship Company vessel M/V Hon. James L. Oberstar will be christened at Duluth, Minn. Mr. Oberstar and his wife Jean, the Sponsor of the ship, will be on hand for the christening. Due to Homeland Security regulations, only invited guests will be allowed access to the vessel for tours beginning at 9 am, followed by a press conference at 9:30 am and the christening ceremony at 10:30 am. The general public wishing to view the ceremony can get a birdseye view from the Canal Park side of the blue pedestrian bridge.

Ship Rechristened to Honor Former Congressman Oberstar

In his 47-year Congressional career, former Congressman Jim Oberstar has received many honors. But few are as big – literally – as the announcement that The Interlake Steamship Company will rename and rechristen one of its massive ships the MV Hon. James L. Oberstar this spring. The vessel will sail from layup in March as the MV Hon. James L. Oberstar, and will be rechristened in a ceremony at Duluth later this spring. The ship stretches longer than two-and-a-half football fields – 805 ft to be exact – with a beam of 75 ft and a current carrying capacity of 31,000 gross tons.

AWO Hails New Deadlines for Towing Vessel Inspection Regs

The American Waterways Operators (AWO), the national trade association for the tugboat, towboat and barge industry, hails the enactment of provisions in the Coast Guard Authorization Act of 2010 (P.L. 111-281) that bring the industry one step closer to a historic towing vessel inspection regulation to improve safety in the towing industry. Section 701 of the Act requires the U.S. Department of Homeland Security (DHS) “to issue a notice of proposed rulemaking regarding inspection requirements for towing vessels” no more than 90 days from the date of enactment, a provision strongly advocated by AWO. The law requires that a final rule be issued no more than one year after the enactment date.

WRDA Passage to End Lakes Dredging Crisis

The end of the dredging crisis on the Great Lakes moved a giant step closer today when a key House committee approved legislation requiring the federal government to spend all the tax dollars it collects for dredging on dredging rather than use nearly half to balance the budget - at least on paper. Section 2007 of H.R. 5892, the Water Resources Development Act of 2010, mandates that all tax revenues annually deposited in the Harbor Maintenance Trust Fund (HMTF) be used to dredge the nation’s deep-draft ports and waterways. Because the government does not spend all the tax dollars it raises for dredging, the HMTF currently has a surplus of more than $5b.

GLMRI Awarded $750,000 Clean Diesel Grant

The Great Lakes Maritime Research Institute (GLMRI) has been awarded a $750,000 U.S. Environmental Protection Agency (EPA) Region 5 Midwest Clean Diesel Initiative Grant to help reduce air emissions from a 1,000-ft Great Lakes ore carrier. Dr. Richard Stewart, GLMRI co-director, said the grant enables Key Lakes I, Inc., a Great Lakes vessel operator to repower the M/V Edwin H. Gott during the year-long project. The main engine installation will take place at Bay Shipbuilding in Sturgeon Bay, Wisconsin, concurrent with the vessel’s winter layup and drydocking. GLMRI and Key Lakes I, Inc., are partners in the project that will significantly reduce the air emissions for the M/V Edwin H.

Oberstar Proposes New Fees

The House Committee on Transportation and Infrastructure released the statement of Representative James Oberstar (D-MN) before the Subcommittee on Select Revenue Measures of the House Committee on Ways and Means. In his statement, Representative Oberstar, who chairs the Committee on Transportation and Infrastructure, proposes various financing options for the Highway Trust Fund. Among the options is a proposal to raise the excise tax by $1 per barrel on crude oil and refined gasoline and diesel. Also proposed is a fee of $10 on every twenty-foot equivalent unit (TEU) container moving through a US port. There is also a proposal for a freight waybill tax (sales tax) of 0.1% on freight shipping costs. The excise tax proposal would raise an estimated $24 billion over six years.

House Hearing on Asian Carp, Great Lakes

The Subcommittee on Water Resources and Environment of the House Committee on Transportation and Infrastructure conducted a hearing on Asian carp and the Great Lakes. In his statement, Representative James Oberstar (D-MN) discussed the threat posed by the Asian carp to the Great Lakes ecosystem. Cameron Davis, Senior Advisor, Environmental Protection Agency (EPA), testified concerning EPA’s role in the process and the draft Asian Carp Control Strategy Framework. Hearing on FY11 budget: USCG, MARAD, FMC

The Subcommittee on Coast Guard and Maritime Transportation of the House Committee on Transportation and Infrastructure conducted a hearing on the FY 2011 Budget for the Coast Guard, the Maritime Administration, and the Federal Maritime Commission. The Subcommittee noted that budget request for FY 2011 represented a 0.4% decrease for the Coast Guard; a 3% decrease for MARAD; and a 5.8% increase for the FMC. Committee Chair James Oberstar (D - MN) expressed great concern regarding the projected decrease in the Coast Guard’s operational capabilities mandated by the proposed budget and the fact that the budget would provide no monies for either the Assistance to Small Shipyards program or the Title XI Loan Guarantee program.
