Horizon Lines plans to convert the power plants on two of its steam turbine cargo vessels to modern diesel engines capable of burning conventional liquid fuels or liquefied natural gas (LNG). "We are viewing this as the first step in a repowering initiative for Horizon Lines vessels serving in the Hawaii and Puerto Rico trade lanes," said Sam Woodward, President and Chief Executive Officer. "The two initial steam vessels targeted for the planned repowering are structurally viable for the conversion from steam-powered to dual diesel/LNG engines.

Horizon Lines, Inc. has announced that William A. Hamlin has been named Executive Vice President and Chief Operating Officer. Maersk Line, Limited (MLL) purchased and is currently reflagging eight newer and larger containerships to upgrade the ocean transportation services provided to its U.S. military, government and commercial customers. MLL’s investment of approximately half a billion dollars in eight vessels will improve the quality of service to the Middle East and Mediterranean Sea from the U.S. East Coast. Horizon Lines, Inc. (NYSE: HRZ), an American domestic ocean shipping company, has received recognition from the Chamber of Shipping of America (CSA) and the United States Coast Guard (USCG) for its record of safety and stewardship. CSA presented Horizon Lines with the Jones F. Devlin Awards for safety at the Chamber's recent Annual Ship Safety Awards luncheon, which recognizes the men and women responsible for safe ship operations. Self-propelled merchant vessels that have operated for two full years or more without a crewmember losing a full turn at watch because of an occupational injury are eligible for the award. The awards were presented to the Horizon Challenger (4 years), Horizon Eagle (2 years), Horizon Hunter (2 years), and Horizon Spirit (2 years).

The Federal Maritime Commission announced four compromise agreements in which an ocean carrier and intermediaries agreed to pay a total of $625,000 in civil penalties for alleged violations of the Shipping Act of 1984. The agreements were reached with a vessel-operating common carrier (VOCC) and three ocean transportation intermediaries (OTIs). The agreed penalties resulted from investigations conducted by the Commission's Area Representatives in Los Angeles, Seattle, South Florida, and Washington, D.C. Staff attorneys with the Bureau of Enforcement negotiated the compromise agreements. Matson Navigation Company, Inc. announced today that it will raise its rates for the company's Hawaii service by $125 per westbound container and $60 per eastbound container, effective January 11, 2004. The increase will be filed with the Surface Transportation Board. Crowley Maritime Corporation's liner services group partnered with the American Red Cross last week to donate ocean transportation services for five container loads of disaster supplies to the United States Virgin Islands (USVI) of St. Thomas, St. John and St. Croix. As three islands that have certainly seen their share of Atlantic hurricanes, they were earmarked by the Red Cross to receive disaster relief items ahead of any storms or other natural disasters that might come their way. These items which included comfort kits, blankets, lanterns, batteries, cots and food and beverage cambros were shipped in five containers donated by Maersk Line as part of their ongoing global project for disaster relief with the organization.

The following are remards by the Honorable Harold J. Creel, Jr., Federal Maritime Commisioner, as prepared for presentation at the International Transportation Management Conference in Houston. It is an honor and a pleasure to be addressing this distinguished conference. As Barry indicated in his opening remarks, this panel will be addressing the following hot topics in ocean transportation: globalization; deregulation; terrorism; new security requirements; antitrust immunity; and NVOCC confidential contracts. I would like to focus my remarks, from a government regulator's perspective, on the latter two topics. I will, of course, attempt to answer any questions you may have on anything that comes up.
