USCG Guidance on Maritime Security Program Released
Guidance Regarding Inspection and Certification of Vessels Under the Maritime Security Program; A Notice by the Coast Guard on 02/28/2013. Dates: NVIC 01-13 is effective as of February 28, 2013. Action: Notice of availability. The Coast Guard announces the availability of Navigation and Vessel Inspection Circular (NVIC) 01-13, “Inspection and Certification of Vessels Under the Maritime Security Program (MSP).” The MSP serves as a means for establishing a fleet of commercially viable and militarily useful vessels to meet national defense as well as other security requirements. NVIC 01-13 sets forth the Coast Guard's policies and procedures regarding the inspection and certification of vessels under the MSP.

Acting Deputy Maritime Administrator Keynote Address
James E. Caponiti, Acting Deputy Maritime Administrator, U.S. Department of Transportation, will deliver a keynote opening address at the 6th Annual North America's Marine Highways Conference, taking place April 1 and 2 at the Hyatt Regency Jacksonville Riverfront, Jacksonville, Florida. "Are We There Yet?" is the theme of the event, produced by The Journal of Commerce Conferences (www.joc.com/conferences). Caponiti's speech will begin at 9 a.m. on April 1. James Caponiti began his Federal career in 1973 at the Cost of Living Council. He joined the Maritime Administration in 1974 -- when it was under the Department of Commerce -- as an Economist in the Office of Subsidy Administration.
Applications Requested for MSP Operating Agreement
The Maritime Administration issued a notice in the Federal Register requesting applications for one eligible vessel to fill one MSP Operating Agreement. The text of the notice appears in the Federal Register, Vol. 73, No. 192, Pages 57406-57407, dated October 2, 2008. The notice is accessible at http://edocket.access.gpo.gov/2008/E8-23189.htm. The Federal Register notice requests applications by November 3, 2008. Applicants who wish to apply for the available MSP Operating Agreement must complete an application package, which can be obtained from Peter E. MarAd Appoints new Associate Administrator for National Security
The Maritime Administration (MarAd) has appointed Kevin M. Tokarski its new Associate Administrator for National Security. In his new role as associate administrator, Tokarski will provide leadership and oversight to the Office of Emergency Preparedness, the Office of Sealift Support, the Office of Ship Disposal, and the Office of Ship Operations and its three divisions: Atlantic Operations, Gulf Operations and Pacific Operations. During his more than 20 years of service at the Maritime Administration, Tokarski has excelled at a variety of assignments spanning different aspects of ship operations, from mobilization to sealift, to readiness and security, and marine transportation and domestic emergency response.
Barberesi Retires from MarAd After 28 Years
Raymond Barberesi, most recently Director of the Office of Ports and Domestic Shipping at the U.S. Department of Transportation’s Maritime Administration (MarAd), retired effective June 26, 2004 after 28 years of Federal service. As a member of the Federal Government’s Senior Executive Service, Barberesi lead major MarAd and Departmental programs including the Marine Transportation System (MTS) initiative, having served as Executive Director of the MTS National Advisory Council for the past three years (www.mtsnac.org). Recognized as the leader of the MTS program at MarAd, Barberesi was instrumental in influencing the comprehensive maritime industry program proposals being advanced at the Department of Transportation under the now familiar title of SEA-21.
