Divorce Costs Could Sour Scotland's North Sea Hopes

Scottish nationalists are betting $2.5 trillion of hydrocarbons trapped miles beneath the North Sea could bankroll an independent Scotland, but winning control of the European Union's largest oil reserves would be no blank cheque. Scotland says the bulk of Britain's North Sea oil and gas reserves are in its waters, while London says any division would be subject to negotiations should Scots vote to end their 307-year-old union with England in a referendum on Sept. 18. Oil is the punch in Scottish First Minister Alex Salmond's pitch for independence: he accuses London of squandering the North Sea's mineral wealth and says Scotland would be one of the world's richest countries if it took control of its own destiny.

Sen. Breaux Seeks More Oil, Gas Revenue for Louisiana

Employees of Shell Exploration & Production who evacuated from New Orleans before Hurricane Katrina will come back to the city soon, according to a BizNewOrleans report. Former Louisiana Senator John B. Breaux has attempted to step up pressure on Congress to give Louisiana a larger share of oil and gas revenues from offshore production activity as a means of funding the recovery from the hurricane and flood. Breaux has proposed creating the Louisiana Oil Producing and Energy Cooperative with the idea of building an informal coalition that can help support revenue sharing for Louisiana in the nation's capital. Norway Snuggles Up to Other Oil Producers

Norway, shocked by a collapse in oil prices last year to below $10 per barrel, has lifted contacts with other crude producing countries to unprecedented levels, Deputy Oil Minister Erling Grimstad said. He said close contacts with producer nations, including members of OPEC, would continue even though prices have more than doubled to above $23 per barrel. But Norway has no plans for formal participation in OPEC. "Norway, after the price collapse in 1998, intensified contact with OPEC and other oil producing countries...During that period we have had closer cooperation and contact than we have had at previous times," Grimstad said. "We will continue to have close cooperation with oil producing countries...we see this as in our best interests.
