US Forecaster sees El Nino Likely into N. Hemisphere Spring

A U.S. government weather forecaster on Thursday warned that much-watched El Nino conditions are likely to last another nine months, potentially roiling global crops and commodities prices. The National Weather Service's Climate Prediction Center projected a more than 90 percent chance that El Nino would continue through this winter and an 80 percent likelihood it would last into the Northern Hemisphere's early spring. Global forecasters have been heightening calls for a stronger and longer El Nino. Last month, the CPC extended its forecast, saying El Nino was likely to last through the winter. Across the contiguous United States, the effects of El Nino are likely to remain minimal through the summer and increase into the late fall and winter, the CPC said on Thursday.

U.S. Forecaster Sees Potential for Weak El Nino Conditions

The U.S. weather forecaster on Thursday projected a 50 percent to 60 percent chance of El Nino conditions during over the next two months, compared with the 65-percent chance it predicted for the Northern Hemisphere winter in December. The Climate Prediction Center, part of the National Weather Service, said in a monthly report that the agency remained on El Nino watch, but said it expects a "weak event," should El Nino emerge. That was a slightly reduced forecast from the CPC's outlook last month.

NAMEPA Conference, Long Beach: Feb. 23

The historic cruise liner Queen Mary, berthed in Long Beach, will be the site of a marine environment protection conference on February 23rd exploring issues and changes occurring on the West Coast and impacting shipping throughout the world. Hosted by NAMEPA (North American Marine Environment Protection Association), the event will feature presentations on greening the waste stream, marine mammals, emissions, and oil spill response. The conference, entitled “The Winds of Change on the West Coast” is part of NAMEPA’s Environmental Intelligence in Shipping Series, and will be held aboard the Queen Mary, 1126 Queens Highway in Long Beach, beginning at 0800hrs on February 23rd with coffee and registration. Panamanian Dredging Kickoff

Manning the controls of a large cutter suction dredge, Panamanian President Martín Torrijos kicked off the Pacific sea entrance dredging work for the waterway’s expansion on Nov. 17. He was accompanied by First Vice-President and Minister of Foreign Affairs Samuel Lewis Navarro, Panama Canal Authority (ACP) Board Chair and Minister of Canal Affairs Dani Kuzniecky and ACP Administrator/CEO Alberto Alemán Zubieta. Cummings Calls on Coast Guard to Submit Designs for NSC 3

U.S. Congressman Elijah E. Cummings (D-MD), Chairman of the Subcommittee on Coast Guard and Maritime Transportation, called on the Coast Guard to submit the designs for National Security Cutter (NSC) 3 for analysis by the Naval Surface Warfare Center (Carderock Division) and to submit the results of the analysis to Congress. In a letter to the Commandant of the Coast Guard, Admiral Thad Allen, Chairman Cummings also called on the Coast Guard to commit to having the design and construction of all future NSCs certified by an independent, third party.
