Denmark Tops Paris MoU White List

The Paris MoU Committee has approved the 2022 inspection results and adopted new performance lists for flag States and Recognized Organizations (ROs), with Denmark topping the White List and Cameroon at the bottom of the Black List.The White List represents quality flags with a consistently low detention record. Paris MoU Publishes Performance Lists

Paris MoU Committee approved the 2018 inspection results and adopted new performance lists for flags and Recognized Organizations (ROs) at its 52nd meeting last month."These lists will take effect from 1 July 2019," said a release from the Paris Memorandum of Understanding (PMoU) on Port State Control (PSC).The “White, Grey and Black (WGB) List” presents the full spectrum, from quality flags to flags with a poor performance that are considered high or very high risk. The list is based on the total number of inspections and detentions over a 3-year rolling period for flags with at least 30 inspections in that period.Regarding the “White, Grey and Black list” for 2018, a total number of 73 flags are listed: 41 on the “White List”, 18 on the “Grey List” and 14 on the “Black List”.

12 Flags on Paris MOU Black List for 2016

At its 50th meeting last month, the Paris MoU Committee approved the 2016 inspection results and adopted new performance lists for flags and Recognized Organizations. These lists will take effect from 1 July 2017. The “White, Grey and Black (WGB) List” presents the full spectrum, from quality flags to flags with a poor performance that are considered high or very high risk. It is based on the total number of inspections and detentions over a 3-year rolling period for flags with at least 30 inspections in the period. On the “White, Grey and Black list” for 2016, a total number of 73 flags are listed: 42 on the “White List”, 19 on the “Grey List” and 12 on the “Black list”.

Passenger Ship HAVEC Report Considered at Paris MOU Meeting

The Paris Memorandum of Understanding on Port State Control (Paris MoU) Committee met in Vilnius, Lithuania, from 19 - 23 May 2014. Among other matters, the report of the Harmonized Verification Programme (HAVEP) on passenger ships (objective to obtain a view of emergency preparedness on passenger ships) was discussed. The meeting was attended by all members, the European Commission, EMSA, Montenegro, observers from the ILO, US Coast Guard, Black Sea MoU, Caribbean MoU, Mediterranean MoU, Tokyo MoU and Viña del Mar Agreement. Since the implementation of the new inspection regime on 1st of January, 2011, there is a clear indication that it is showing positive results.

RINA Tops Paris MOU Performance List

International classification society RINA has been recognized by the Paris MOU as the best performing Recognised Organisation in 2009.  At its 43rd meeting the Paris MOU Committee approved the 2009 Port State Control inspection results for ships and adopted new performance lists for Flag States and Recognised Organizations. These lists take effect from 1 July 2010 and show RINA as having the best performance in the high quality section of the list of classification societies.
