NAVSEA Warfare Centers Realign
As part of the Naval Sea Systems Command's efforts to become more efficient throughout the organization, the Naval Surface Warfare Center (NSWC) and the Naval Undersea Warfare Center (NUWC) are being realigned. This will allow the centers to operate across organizational boundaries and respond more quickly and effectively to the needs of the Fleet. The realignment is the result of NAVSEA's focus to support Sea Power 21 and the Chief of Naval Operations' unique challenge to NAVSEA's leadership to find ways to become more efficient and effective. This new concept of operations for the warfare centers will do that, and it will also improve the credibility and standing of the warfare centers within the Navy and meet Navy cost-savings targets. Naval Vessel Rules Agreement Signed Between ABS and NAVSEA
ABS has signed a formal Cooperative Agreement with the Naval Sea Systems Command (NAVSEA) further strengthening its longstanding relationship with the US Navy. The agreement calls for joint development of ABS Naval Vessel Rules (NVR) to support the design and acquisition of Naval Combatant Ships and Craft. The landmark agreement signed by VADM Phillip M. Rear Adm. Balisle Tapped as Next NAVSEA Commander
Navy Rear Adm. Phillip M. Balisle has been nominated as the next commander of Naval Sea Systems Command (NAVSEA) in Washington D.C., according to an announcement made by Secretary of Defense Donald Rumsfeld on June 11, 2002. Upon Senate confirmation, Balisle will also be promoted to the rank of vice admiral as he assumes command of the Navy's largest systems command. Balisle, a native of Idabel, Okla., is currently serving as Director, Surface Warfare Division on the Chief of Naval Operations staff at the Pentagon. He was commissioned in 1970 after graduating from Oklahoma State University. At sea, he commanded the destroyer USS Kidd (DDG 993), the cruiser USS Anzio (CG 68) and the USS Abraham Lincoln (CVN 72) Battle Group. He also previously served as NAVSEA's vice commander.

Navy Lab Hosts Patent Award Ceremony
Naval Sea Systems Command (NAVSEA) commander Vice Admiral Phillip M. Balisle USN was the honorary speaker at this year's patent award ceremony at NAVSEA’s Carderock Division in Bethesda. The event recognizes outstanding creativity in science and engineering accomplished by Navy civilian employees of the division. The vice admiral recognized the 1,640 patents awarded to the division since 1940 compared to other government agencies. "I am stunned at the number of patent recipients. This is not just an award but more a recognition of a culture, of a profession, on the leading edge of what we do for the nation.” He said he was overwhelmed by the relevance of the latest patents. He underscored the need to rapidly transition these technologies to the Navy.
COMNAVSEA Lauds NNSY Excellence as Part of One Shipyard for the Nation
In presenting the 2003 Commander-in-Chief's Installation of Excellence Award to Norfolk Naval Shipyard (NNSY) yesterday, Vice Adm. Phillip M. things necessary to build 21st century naval readiness.
