Regulations for Singapore's Kusu Pilgrimage Season

The 2015 Kusu Pilgrimage season will commence on 13 October 2015 and end on 11 November 2015. During this period, many ferries and harbour craft carrying passengers would cross the East Keppel Fairway when plying between the MSPand Kusu Island (Pulau Tembakul). Mariners shall keep a proper lookout for these craft and navigate with extra caution when in the vicinity of the recommended routes. The traffic movement within MSP has been divided in two routes. The ferries and bumboats shall use the recommended routes as indicated. Masters of harbour craft shall proceed at a safe speed and navigate with caution when approaching MSP and Kusu Island jetties. Jetty Construction near Lorong Halus Jetty, Singapore

From 28 November 2014 to 28 May 2015, work will be carried out for the construction of a jetty near Lorong Halus Jetty. Construction of the jetty will be carried out by piling barge, crane barges and work barges with the support of tug boats. Test piles will be installed by using testing method. This is followed by the permanent marine pile which will be installed by the piling barge or crane barges. Reinforcement work will be followed by pile cutting and pile head treatment before the head stock. Once the reinforcement concrete work is completed, the steel walkway will be installed to connect each of the jetty structure. Craft involved in the works will exhibit the appropriate local and international day and night signals.

Dredging at Jurong Port, Singapore

Dredging work will be carried out at Keppel Shipyard Benoi Road, off West Jurong Channel, from 28 July to 30 September. Dredging works will be carried out by the grab dredgers. The grab dredgers will be held by 4-point anchoring system and each anchor position will be marked by a yellow buoy, Fl Y 3s. The dredgers, with hopper barges in attendance, will have a circular safety working zone of 50-metre radius centred at the dredgers. Dredged materials will be transported to the designated dumping ground by the hopper barges. During the operation, the dredgers will be attended by tug boat. The tug boats will be used to shift the dredger. A safety boat will be deployed in the vicinity of the working area to warn other craft of the project.

Singapore Reclamation Work Off Temasek Fairway Revised

The working period and details of reclamation off Temasek Fairway, west of Jurong Island, have been revised. The work will now be conducted from 2 June to 1 December. Work will include reclamation, soil investigation & dredging. Dredging work will be carried out by grab dredgers. Each grab dredger will be held by 3 spuds as anchors. The dredgers, with hopper barges in attendance, will have a circular safety working zone of 50-metre radius centred at the dredgers. Dredged materials will be transported to the designated dumping ground by hopper barges. During operation, the dredgers will be attended by tug boats which will be used to shift the dredger. Soil investigation work will be carried out by means of borehole drilling using jack-up barges.

Jurong Port Upgrading Terminal Berths

According to the Maritime and Port Authority of Singapore Port Marine Notice No. Upgrading works will entail dredging, shore protection work, demolition and reconstruction of berth J10 & J11. A safety boat will be in attendance throughout the duration of the construction works to warn other craft of the works in the vicinity. Craft involved in the works will exhibit the appropriate local and international day and  night signals. (e) communicate with Pasir Panjang Control on VHF 25 for assistance, if required.

Jurong Port - Jetty construction off Stolthaven Terminal

The working period for jetty construction work at Jurong Island, off Stolthaven Terminal, has been extended. The work is now continuing until 30 September 2014. According to the Maritime and Port Authority of Singapore Port Marine Notice No. A) 1 deg. 16.518'N / 103 deg. B) 1 deg. 16.413'N / 103 deg. C) 1 deg. 16.495'N / 103 deg. D) 1 deg. 16.578'N / 103 deg. Construction of the proposed Jetty 2 will be carried out by piling barges,crane barges and working barges with the support of tug boats. The tug boats will also serve as safety boats.Piling barges and crane barges will be held in position by four anchors. Piling work will be carried out using piling barge. This is followed by steel and concrete work. The last sequence will be the installation of fendering and mooring facilities.

Works at Siloso Beach, Sentosa Island, Singapore

Repair and construction works are being carried out at Siloso Beach, Sentosa Island, until 15 June. Repair and construction work will entail removal of existing show towers and installation of new triangle frames. Craft involved in the works will exhibit the appropriate local and international day and night signals. (e) communicate with West Control on VHF 68 for assistance, if required.

Proposed upgrading of berthing facilities at Jurong Port

Jurong Port will carry out construction work from 15 May to 15 October at Chevron Oronite Jetty Osak 4, Jurong Island. The construction activities consist of crane barge lifting, installation and tightening of the fenders. All the machinery and equipment will be demobilized after all construction work is completed. Craft involved in the works will exhibit the appropriate local and international day and night signals. required.

Singapore Dredging at Pioneer Shipyard

Dredging works are underway at the Pioneer Shipyard off the West Jurong Channel Singpore and will continue until 31 July. According to the Maritime and Port Authority of Singapore Port Marine Notice No. Dredging work will be carried out by dredgers held in position with anchors. The dredgers, with hopper barges in attendance, will have a circular safety working zone of 50-metre radius centred at the dredgers. Dredged material will be transported to the designated dumping ground by the hopper barges assisted by pusher tugs. During the operation, the dredger will be attended by tug boats. The tug boats will be used to shift the dredger. A safety boat will be deployed in the vicinity of the working area to warn other craft of the project.

Construction of Changi East Finger Extension

The working period for the construction of Changi East Finger Extension has been extended, GAC said in its daily Hot Port News report. The works will now be conducted from April 25 to October 24, 2014. According to the Maritime and Port Authority of Singapore Port Marine Notice No. 50 of 2014, the works will be carried out 24 hours daily - including Sundays and public holidays - off Kuala Johor and its vicinity. The work will entail sand filling, installation of prefabricated vertical drain, vibro-flotation, stone revetment, scouring protection, construction and removal of instrumentation clusters. Installation and removal of silt barricades will be carried out by the work barges. Soil investigation works will be carried out by the jack-up barge within the working area.

Benoi Basin Dredging through March 2014

The Maritime and Port Authority of Singapore has advised that dredging works will be carried out at Benoi Basin from December 13, 2013-March 12, 2014. Singapore – Notification of Animal or Bird Onboard

The Singapore Maritime and Port Authority (MPA) issued a Notice stating that, effective immediately, the owner, master, or agent of a vessel arriving in Singapore must, prior to such arrival, report the presence of any animal or bird on board, whether that animal or bird is intended to be landed or not. The report is to be submitted to the Agri-Food and Veterinary Authority of Singapore (AVA). Animals and birds may only be landed in Singapore with a permit issued by the AVA. Lower Port Dues for ISPS-Compliant Ships

The Singapore Maritime and Port Authority (MPA) said that ships in compliance with the ISPS Code prior to July 1, 2004 will receive a 5% rebate on port dues when they call at Singapore between May 1 and June 30. The rebate may be claimed by producing a valid International Ship Security Certificate (ISSC) or a statement of compliance issued by the flag State. The Singapore Maritime and Port Authority (MPA) issued a Notice advising mariners navigating the Malacca and Singapore Straits to exercise extra vigilance and to have in place measures on preventing and suppressing acts of piracy and armed robbery against ships. Singapore Annual Marine Services Survey

The Singapore Maritime and Port Authority (MPA) issued a Port Marine Notice stating that it is conducting its Annual Marine Services Survey. The goal is to receive comments from masters to assist in enhancing services provided to ships in Singapore. Survey forms are being distributed to masters. The survey also maybe completed and submitted electronically at E-Survey.
