On March 3, the Coast Guard published a notice that Martin Midstream Partners (MMP), a petrochemical transport and storage company, was seeking approval to modify terminal operations in Beaumont, Texas, along the Sabine-Neches Waterway. If approved, MMP would expand its liquefied hazardous gas (LHG) operations, both in volume and products. Instead of just handling ammonia the change would allow shipments of butane, propane, ethane, ethylene and propylene.Critically, MMP’s expansion would increase LHG vessel transit from 24 ships to as many as 350 per year.

At the Port of Virginia in Norfolk and the Port of Lake Charles in Louisiana, Foss Maritime is loading hundreds of utility trucks onto barges bound for Puerto Rico this week. It’s all part of the on-going effort to restore power to nearly half of the population who are without electricity. Last Friday, Ricardo Rosselló, governor of Puerto Rico, announced that 1.5 million Puerto Ricans are still without power 100 days after Hurricane Maria hit Sept. 20. As part of the on-going power restoration effort, Foss is working with a coalition of 19 U.S. electric companies to deliver between 500 and 600 utility trucks, including bucket trucks, line trucks, pickups, aerial lifts, CAT skid-steer loaders, digger derricks, and pull trailers.

Conversely, inland players hope for maintenance dredging in the heartland to keep the nation’s 31,000 cargo barges afloat as they head for the coast. But, there is much more to it than that. Norwegian firm Det Stavangerske Dampskibsselskab AS (DSD Shipping), and four of its employees, are now under three-count indictment returned by a federal grand jury in Lafayette, LA, all relating to alleged environmental crimes and their cover ups. The company was indicted in a US court on May 13 charged with obstructing justice and with environmental crimes. DSD Shipping is a Norwegian-based shipping company that operates the oil tanker M/T Stavanger Blossom, a vessel engaged in the international transportation of crude oil. The employees named in the indictment are four engineering officers employed by DSD Shipping to work aboard the vessel: Daniel Paul Dancu, 51, of Romania; Bo Gao, 49, of China; Xiaobing Chen, 34, of China; and Xin Zhong, 28, of China.

Sen. U.S. Senator Mary L. Landrieu, D-La., a Senior member of the Senate Appropriations Committee, today announced a $10 million grant for the Port of Lake Charles through the Transportation Investment Generating Economic Recovery, or TIGER Grant Program. Today’s grant will expand the Port’s Bulk Terminal. In April, Sen. Landrieu wrote a letter in support of funding the Port of Lake Charles. Today’s grant will create 1,500 construction jobs and 200 permanent jobs at the Port. As a member of the Senate Appropriations Committee, Sen. Landrieu helped to secure $600 million in the FY14 Appropriations Act for the TIGER discretionary grant program despite strong opposition from the House of Representatives, which completely eliminated funding for this program.
