Coast Guard Pursues Enforcement Action against Bouchard

The U.S. Coast Guard said it is pursuing enforcement action against Bouchard Transportation Company after the shipping company failed to comply with a captain of the port order for one of its two vessels anchored in the Marine Safety Unit Port Arthur, Texas, area of responsibility.According to the Coast Guard, tugs Kim M. Bouchard and Danielle M. Bouchard and their associated barges have been anchored off Texas Point since mid-December with no known plans to move and crews unpaid since January, raising safety concerns for the crews remaining aboard as well as the public and other professional mariners, and environmental concerns for the region.Combined…

Intracoastal Waterway Reopened after Tug Crash

The U.S. Coast Guard has removed restrictions for Intracoastal Waterway traffic near the Black Bayou Bridge in Lake Charles, La. The waterway was restricted when a part of the bridge's fendering system was struck by a tug that lost steering with three barges Monday night. The bridge and waterway opened to all highway and vessel traffic at 12:26 p.m. Wednesday. At 10:27 p.m. Monday night, the bridge operator notified the Coast Guard that a towboat was pushing 3 hopper barges and struck the fendering wall that protects the pontoon bridge crossing the waterway.

Strategic Seaports

Port Arthur Vessel Collision

The Coast Guard and agency partners have formed a Unified Command in response to an oil spill in the Port of Port Arthur, on Jan. 23. Vessel Traffic Service Port Arthur received notification at 9:30 a.m. reporting a collision between the towing vessel Dixie Vengeance and the two barges it was pushing, and the 807-ft tank ship Eagle Otome. As a result of the collision, the Eagle Otome sustained damage in the vicinity of the number one starboard tank, which was reported to be loaded with crude oil. The initial estimate of spilled oil is 450,000 gallons.

TWIC - Final Ports Compliance Dates

The TWIC compliance date for owners and operators of facilities located within U.S. Coast Guard Captain of the Port Zone Port Arthur, Texas, has been extended until April 14, 2009, from the original compliance date of Nov. 28, 2008. This extension was granted due to disruption of enrollment and port activities in the wake of Hurricane Ike. Ports affected by the April 14, 2009 compliance date include, among others, San Juan, Arecibo, Mayaguez, Guanica and Ponce, Puerto Rico;St. Thomas and Christiansted, St. Croix, U.S. Virgin Islands; Port Arthur, Sabine Pass, Beaumont, Orange, Houston, Galveston, Freeport, Texas City and La Porte, Texas; Lake Charles, La.; Santa Barbara, Ventura, Port Hueneme, Los Angeles, Santa Monica and Newport Bay Harbor, Calif.; and Guam.

EMMF Enters Gulf Coast Barge Market

ExxonMobil Marine Fuels (EMMF) announced it is to offer a full range of marine fuels (HFO and MDO) for barge delivery in the ports of Beaumont, Port Neches, Port Arthur, Orange, and the Lake Charles area of the US Gulf Coast. This new service extends EMMF's previous USGC sales capability and improves its global supply network consistent with the efforts to meet the needs of its customers. Joe Rud, Manager of Marketing and Supply for EMMF, said: "This is good news for shipowners who wish to purchase high quality fuel in the US Gulf Coast region. It is also a good example of the combined strengths of ExxonMobil Refinery & Supply, EMMF and our barging partners coming together to expand product availability and services to customers."

Tideworks Oversees New Systems Deployment

Tideworks Technology Inc. announced the deployment of its Genoa Breakbulk Management System in Port Arthur, TX. Genoa is a suite of systems designed to help multi-purpose terminal operators more effectively plan, manage and control terminal processes. The Genoa system will be leveraged by SSA Marine, the Terminal Operator in the Port of Port Arthur, to control all its cargo related operations. Implementation of the Genoa Breakbulk Management System software suite includes Genoa Terminal(TM) (multi-purpose terminal system), Genoa Storage(TM) (warehousing and inventory control), Genoa Comm(TM) (communications server software), and Genoa Online(TM) (Web portal for real-time data). In addition, Tideworks is providing complete functionality for RF (radio frequency) hand-held devices.
