2024 marks another year for development of a biennial WRDA bill—Water Resources Development Act, critical legislation for the Nation’s waterways, ports and harbors. WRDA encompasses a range of issues, from environmental regs to energy use to agriculture and, of course, a focus on projects critical for economic growth.Because these are dynamic and timely issues, Congress and the maritime sector like to keep WRDA on a two-year reauthorization timeline. Indeed, the House Transportation & Infrastructure Committee, December and January, held three WRDA information hearings.

U.S. Army Corps of Engineers, Detroit District New Lock at the Soo Project in Sault Ste. Marie, Michigan is reauthorized in the Water Resources Development Act (WRDA) 2022 on Dec 23, 2022. The project reauthorization amount is $3.219 billion.An authorization sets how much money agencies and programs can receive, and how they should spend the money. This authorization makes it possible for the project to maintain efficient funding eligibility. The U.S. Army Corps of Engineers, Detroit District works on unlocking the Great Lakes by providing a much-needed resiliency at the Soo Locks with the construction of the New Lock at the Soo. The New Lock at the Soo will be the same dimensions as the Poe Lock, 1,200 feet long, 110 feet wide and 30 feet deep.Often called the “linchpin” of the Great Lakes navigation system, the Soo Locks are located in Sault Ste. Marie, Michigan between the upper Peninsula of Michigan and the Canadian province of Ontario. The Soo Locks enable bulk carrier vessels to safely bypass the swift-moving St.

The U.S. Army Corps of Engineers' Detroit District said it anticipates Phase 3 construction will start this summer following a $1.068 billion contract for the New Lock at the Soo Phase 3 awarded July 1, 2022.This contract allows the contractor Kokosing Alberici Traylor, LLC (KAT), a joint venture headquartered in Westerville, Ohio to begin constructing the largest phase, the new lock chamber and rehabilitation of the downstream approach walls. With continued funding, the remaining work, valued at $803.95 million may be awarded over the next three years.

National Transportation Safety Board Chair Jennifer Homendy on Friday praised the House of Representatives for passing a Coast Guard reauthorization bill that includes policies to improve the safety of amphibious vessels known as DUKW boats and holds the Coast Guard accountable to NTSB safety recommendations.DUKW boats, also known as duck boats, were designed and built in the 1940s for military use during World War II; some were later converted for commercial service. They are unique vessels with special challenges that must be addressed to ensure passenger safety.

Waterways Council, Inc.’s (WCI) Board of Directors unanimously elected Tracy R. Zea as the organization’s new President and Chief Executive Officer. He will assume the new duties effective today.With a broad range of Capitol Hill, policy development and government relations expertise, Zea most recently served as WCI’s Vice President-Government Relations, advocating for WCI’s goals for authorizations and appropriations which support a modern, efficient, reliable inland waterways transportation system.

Maritime Challenges in the 116th Congress.The 116th Congress, with its now Democrat-controlled House and 110 newly-elected members, faces a choice. On one hand, Congress can continue to pursue the status quo, supporting U.S.-flag vessel operators and domestic port infrastructure development through existing programs, with suboptimal results. On the other, the 116th Congress can choose to be bold. It can recognize that the U.S.-flag fleet, with only 83 vessels operating in international trade, clearly requires new mechanisms of support.

A Center of Excellence designation would allow San Jacinto College to expand maritime training. San Jacinto College is one step closer to having a Maritime Center of Excellence. The U.S. Senate recently voted to approve maritime workforce centers of excellence legislation as part of the FY 2018 National Defense Authorization Act (NDAA). This follows a vote made by the U.S. House of Representatives earlier this year to approve the legislation. The American Waterways Operators (AWO) said it welcomes the inclusion of the Commercial Vessel Incidental Discharge Act (CVIDA) and the recapitalization of the aging fleet of inland waterway tenders as part of the FY 2018 Coast Guard Reauthorization Act, which was approved today by the Senate Committee on Commerce, Science and Transportation by voice vote. CVIDA is bipartisan legislation that streamlines what is currently a broken regulatory system in which commercial vessels moving vital maritime commerce on U.S.

The American Association of Port Authorities (AAPA) today lauded leaders of the Senate Committee on Environment and Public Works (EPW) and the Senate’s Transportation and Infrastructure (T&I) Subcommittee for their success in advancing S.2848, the Water Resources Development Act (WRDA) of 2016. The Senate passed its version of the legislation today by a vote of 95 to 3. “AAPA commends EPW Committee Chairman James Inhofe (R-OK) and EPW Committee and T&I Subcommittee Ranking Member Barbara Boxer (D-CA), together with T&I Subcommittee Chairman David Vitter (R-LA), for their leadership in moving this crucial, bi-partisan legislation through the Senate,” stated AAPA President and CEO Kurt Nagle.

President Obama is today, expected to sign a five-year, $305 billion transportation reauthorization bill that Congress overwhelmingly passed yesterday which includes $11 billion in new freight funding grants and programs and other top priorities among America’s seaports. The Fixing America's Surface Transportation (FAST) Act (H.R. 22) is the first long-term transportation bill in 10 years, and the first ever to make freight a priority and significantly focus on port eligibility throughout the U.S. Department of Transportation’s (USDOT) funding and planning programs. U.S. Transportation Secretary Anthony Foxx has announced that applications to the U.S. Department of Transportation for its seventh round of Transportation Investment Generating Economic Recovery (TIGER) grants totaled $9.8 billion, almost 20 times the $500 million set aside for the program, demonstrating the continued need for transportation investment nationwide. The demand for infrastructure investments from across the nation, and for all types of transportation projects, has been overwhelming. Among the 625 applications received this year, 60 percent are road projects, 18 percent are transit projects, and 8 percent are rail projects; with port and bicycle-pedestrian applications each representing 6 percent of the total.

U.S. Transportation Secretary Anthony Foxx was joined by Vice President Joe Biden, and Maritime Administrator Chip Jaenichen at the Wando Welch Terminal Project in Charleston as part of the secretary’s four-day, five state GROW AMERICA Express bus tour aimed at encouraging Congress to act on a long-term transportation bill. Current surface transportation funding is set to expire on May 31st. “The infrastructure we’re helping to build here at the Wando Welch Terminal means a safer, more efficient, and economically competitive facility,” said Secretary Fox.

The U.S. Department of Transportation’s Maritime Administrator, Chip Jaenichen, today joined Senators Amy Klobuchar and Al Franken, Congressman Rick Nolan, Duluth Mayor Don Ness, local officials and port representatives in the groundbreaking of the Port of Duluth Intermodal project. A $17.7 million project, received $10 million from the U.S. Department of Transportation’s TIGER discretionary grant program. This project will connect water, road and rail infrastructure which will increase freight capacity and efficiency at the port. “When we invest in port infrastructure, we invest in an efficient transportation system that connects goods to Americans and American communities to opportunity,” said U.S. Transportation Secretary Anthony Foxx.

U.S. Senators Maria Cantwell (D-Wash.), Cory Booker (D-N.J.), Patty Murray (D-Wash.) and Edward Markey (D-Mass.) introduced legislation to establish a multimodal freight investment policy to keep America businesses, farmers and shippers competitive the 21st century global economy. The National Multimodal Freight Policy and Investment Act (S.1680) creates a comprehensive, strategic plan for multimodal freight investment and reduces freight bottlenecks and congestion by investing in the nation’s network of highways, railroads, ports and intermodal facilities. It would also reduce the impact of freight movement on communities and help ensure the vitality of important “last-mile” freight connections. The bill is based, in part, upon the recommendations of the nonpartisan U.S.

Last July, President Obama announced the Build America Investment Initiative, an Administration-wide effort aimed at boosting private investment in our nation’s infrastructure. And Friday, Vice President Biden announced new steps that federal agencies are taking to bring private sector capital and expertise to bear on improving our nation’s roads, bridges and broadband networks. These actions and announcements are the first steps that the Administration is taking as part of the Build America Investment Initiative’s two-year action plan. These steps highlight important progress within DOT.

The American Association of Port Authorities (AAPA), the recognized and authoritative voice of the seaport industry, yesterday noted some positive aspects but mostly disappointment over the funding levels and programmatic changes in federal port-related programs that were proposed today in President Obama’s fiscal 2016 budget. “International trade now accounts for fully 30 percent of the U.S. economy,” said Kurt Nagle, AAPA’s president and CEO.
