New LCO2 Cargo Tank Design Gets KR Approval

KR (Korean Register) has granted an approval in principle (AIP) for a liquefied carbon dioxide (LCO2) cargo tank design, developed by Hyundai Mipo Dockyard (HMD) and HD Korea Shipbuilding & Offshore Engineering (HD KSOE), during this weeks Gastech conference in Singapore.This AIP is the result of a joint project involving the three companies: HMD designed the cargo tank, HD KSOE conducted an engineering critical assessment (ECA), and KR ensured the design’s suitability by reviewing classification rules and international regulations.The demand for LCO2 carriers is projected to rise…

ARA Taps Coolbaugh as Ohmsett Facility Manager

Applied Research Associates, Inc. (ARA) announced Dr. Tom Coolbaugh has joined the team as the Program/Facility Manager for Ohmsett – The National Oil Spill Response Research & Renewable Energy Test Facility. He will have oversight of the day-to-day operations, maintenance and testing at the facility, while ensuring facility users’ needs are met.Dr. Coolbaugh recently retired after 32 years with ExxonMobil Corporation, most recently as the Technology and Advocacy Advisor in the Emergency Preparedness and Response organization.

Technology Readiness Levels Defined for Oil Spill Response

Bureau of Safety and Environmental Enforcement (BSEE) staff participated in a workgroup meeting at the bureau's Ohmsett facility in Leonardo, N.J., as part of the workgroup’s efforts to define Technology Readiness Levels for use in the oil spill response community. BSEE staff discussed the criteria that could be used to determine the readiness of technology with equipment manufacturers, industry, and facility representatives, drawing from their different perspectives and expertise. These discussions are part of the BSEE-funded project Technology Readiness Level Definitions for Oil Spill Response Technologies and Equipment. The project’s goal is to develop a uniform and objective method to quantify the maturity level of a new technology from concept to use offshore.

Rep. Markey Debuts “Stop Oil Spills” (SOS) Bill

Rep. Edward J. Markey (D-Mass.) last week introduced the “Stop Oil Spills Act,” a bill to fund research into new oil spill prevention and response technologies. New Effort to Collect & Review Oil Spill Solutions

The Interagency Alternative Technology Assessment Program workgroup, newly established by the National Incident Commander for the BP Deepwater Horizon oil spill, announced a new effort to collect and review oil spill response solutions from scientists and vendors. The Coast Guard’s Research and Development Center, in collaboration with interagency partners, issued a Broad Agency Announcement on www.FedBizOpps.gov, calling for the submission of white papers that cover: oil sensing improvements to response and detection; oil wellhead control and submerged oil response; traditional oil spill response technologies; alternative oil spill response technologies; and oil spill damage assessment and restoration.

CG Final Rule, Oil Spill Response Plans

The U.S. Coast Guard's Marine Safety, Security and Stewardship Directorate announced publication in the Federal Register of a final rule designed to improve pollution-response preparedness for vessels and facilities carrying or handling oil upon the navigable waters of the United States. This final rule, applicable upon all navigable waters of the U.S. including the exclusive economic zone and adjoining shorelines, updates Coast Guard requirements for oil-spill removal equipment associated with vessel response plans and marine transportation-related facility response plans. These regulatory updates add requirements for plan holders to use new response technologies and revise methods and procedures for oil spill response.

Ohmsett Offers Oil Spill Responder Training

Ohmsett, the National Oil Spill Response Test Facility will hold its first ever hands-on Dispersant Training Course to be held April 29 and 30, 2009. This two-day training session will take place at the Ohmsett facility, located in Leonardo, NJ. The training will emphasize practical experience in full-scale dispersant applications using the Ohmsett dispersant testing protocol and dispersant effectiveness monitoring methods using Special Monitoring of Applied Response Technologies (SMART) visual and fluorometry methods.
