German Ship Repair Jamaica Limited (GSRJ), a private joint venture of German, Turkish and Jamaican investors, has welcomed its first floating dock to Jamaica as part of plans to open a new shipyard later this year. The 215 meter-long Panamax-size dock was towed across the Atlantic by the deep-sea tug Titan from its previous home port in Bremerhaven, Germany. Captain Constance Solina relieved Capt. Jeff Deviney as commander, Naval Construction Group (NCG) 2, during a change of command ceremony on July 7 to become the first woman to commanded an NCG and all Atlantic-based Seabees. (The Seabee nickname is a heterograph of the initial letters "CB" from the words "Construction Battalion".)Deviney, from Freer, Texas, led 4,500 personnel over the course of two years and oversaw their manning, training, and equipment readiness needs to ensure they deployed on time to five separate combatant commands.

The Dredging Contractors of America (DCA) announced William P. Doyle will return to lead the trade association as chief executive officer and executive director.Doyle, a well-known figure in the U.S. maritime industry, most recently served nearly three years as the executive director of Maryland Port Administration, overseeing the six state-owned marine terminals at the Helen Delich Bentley Port of Baltimore. He resigned from the position on June 16.Doyle previously served as CEO for the DCA, and two terms as a U.S. Federal Maritime Commissioner, twice unanimously confirmed by the U.S. Senate.

REMEMBERING MY SHIPMATE JOHN MICHELWe met in January 1959 when I became the first Officer in Charge of the Navy’s newly acquired Bathyscaph Trieste and John was the first USN enlisted man to be assigned to the project. We were based at the Naval Electronics Laboratory in San Diego. Trieste was unique as there were only two deep diving manned submersibles in the world. The French Navy had the other. Our team learned about the bathyscaph more by ‘apprenticeship’ than through any sort of formal learning process.

The U.S. Department of Transportation and the Maritime Administration announced the appointment of Rear Admiral Joanna M. Nunan (U.S. Coast Guard, Ret.) as the next superintendent of the U.S. Merchant Marine Academy (USMMA). Nunan, who spent more than three decades in the U.S. Coast Guard, has commanded units at every level both afloat and ashore. She will begin work at the Academy in a few weeks.Rear Admiral Nunan retired earlier this year as the Coast Guard’s Deputy for Personnel Readiness.

In the 2021 National Defense Authorization Act, Congress established a commission to rename several military bases and ships that commemorate members of the Confederacy. One of these is the Naval oceanographic ship USNS Maury (T-AGS 66), named after oceanographer Matthew Fontaine Maury, who resigned his commission in the U.S. Navy to join the Confederacy at the outbreak of the American Civil War. The USNS Maury is an asset of the Naval Meteorology and Oceanography Command (NMOC), which I led from 2014-2017.

Norway-based Kongsberg Digital (KDI) and Maritime Industry Authority in the Philippines (MARINA) have signed a memorandum of understanding (MOU). Last week during testimony before the Subcommittee on Coast Guard and Maritime Transportation, MARAD Administrator Ann Phillips (Rear Admiral, USN, Ret.) announced two efforts intended to support federal compliance with cargo preference requirements. Administrator Phillips announced that MARAD will issue a Request for Information to solicit input from all stakeholders on cargo preference requirements. Administrator Phillips also announced that MARAD will resume publishing comprehensive federal cargo preference data.

The U.S. Department of Transportation announced that Rear Admiral (Rear Adm.) Ann Phillips, USN, Ret., has been confirmed and sworn in as the 20th Administrator of the Maritime Administration (MARAD). Nominated by President Biden on October 21, 2021, Rear Adm. Phillips was confirmed by the U.S. Senate on May 10, 2022. She is the first woman to lead MARAD as administrator.“From her distinguished naval service to her leadership on coastal infrastructure, Rear Admiral Ann Phillips has championed America’s maritime sector throughout her career,” said Transportation Secretary Pete Buttigieg.

The U.S. Coast Guard on Tuesday marked the end of the four-year Subchapter M certificate of inspection (COI) phase-in period for U.S.-registered towing vessels. Subchapter M, the United States regulatory code dealing with towing vessels and requirements for towing vessel safety, has officially been in place since July 2016, when the U.S. Coast Guard finalized the long-awaited Sub M rulemaking. The first COIs were issued in 2018, and all of the more than 5,000 U.S. domestic towing vessels must have valid COIs on board by July 19…
