NOAA Sued Over Whale Injuries from Drift Gillnets off California

Environmentalists on Thursday sued the agency overseeing U.S. fisheries, claiming it had failed to protect endangered humpback whales from entanglement in drift gillnets - sprawling curtains of nylon mesh - used in commercial fishing off California.The lawsuit accuses the National Marine Fisheries Service of violating the Endangered Species Act by allowing drift gillnets without safeguards and failing to take into account the harm posed to whales already at risk of extinction.The suit

Ukraine, Russia Sign Deal to Reopen Grain Export Ports

Offshore Wind Development Moves Forward in the New York Bight

The New York Bight auction is made up of six leases containing an estimated 5.6 GW of bottom-fixed offshore wind capacity that can serve New York and New Jersey offshore wind requirements, amongst others. Till now, New York and New Jersey have secured a combined capacity of 8.1 GW from offshore wind developers from a target to install 16.5 GW of offshore wind by 2035.On Wednesday, bidding started at $24,711 per square kilometer for all six leases, which translated to a total option payment of $49 million. By the end of the day and 21 rounds, the cumulative bids stood at over $1.5 billion.

Siem Offshore Sells AHTS Duo to Reduce Debt

Norwegian vessel owner Siem Offshore has agreed to sell two anchor handling tug and supply vessels Siem Garnet and Siem Diamond.Siem Offshore said that the vessels would be sold to an independent third party, for further trading outside the offshore shipping industry. "Siem Garnet” was delivered to the Buyer today and “Siem Diamond” is scheduled for delivery during next week," Siem Offshore said.Siem Offshore said its objective was to reduce debt, adding that the sale of the AHTS due was done "on market terms and at book values," without sharing the exact value."Surplus cash after debt repayment on the two vessels sold will be used for additional debt repayment on the 8 remaining AHTS vessels in accordance with the restructuring plan agreed with our secured lenders last month.

Asian Floating Storage Declines as Crude Market Tightens

Strong demand is tightening the market but rising US output could sap efforts to rebalance market. The amount of oil stored on tankers around Singapore has dropped sharply in the last months, the latest indication that OPEC-led supply cuts are successfully tightening crude markets even as U.S. exports have soared. Shipping data in Thomson Reuters Eikon shows around 15 super-tankers are currently filled with oil in waters off Singapore and western Malaysia, storing around 30 million barrels of crude. East Coast Refiners Mull Texas Oil as North Dakota Alternative

U.S. East Coast refiners are looking to buy increasing volumes of domestic crude oil from the Gulf Coast, two sources said, the latest twist in a trade flow upheaval in the wake of the opening of the Dakota Access pipeline. Major U.S. East Coast refiners profited from railing hundreds of thousands of barrels of discounted Bakken crude to their plants daily from 2013 until 2015. But as more and more pipelines were built in North Dakota, the discount began to disappear, and so did the rail cars. Now, at least two East Coast refiners, Phillips 66 and Delta Air Lines Inc's subsidiary Monroe Energy, are looking to move more crude by ship from Texas into the Philadelphia area.

Moller-Maersk missed fourth-quarter profit expectations on Wednesday as the world's largest shipping company pressed on with changes, taking impairments, slashing its dividend and announcing a new chairman. Hurt by low prices and oversupply in the oil and freight sectors, Maersk announced a major restructuring plan in September. "It was a bad and unsatisfying year," Chief Executive Soren Skou told journalists, adding the result was especially hurt by weak performance at container shipping business Maersk Line. Skou, former boss of Maersk Line, was promoted to group CEO in June.

Direct Cambodia-China Cargo on Course

Two Chinese shipping giants are likely to sign agreements with Cambodia's Sihanoukville Autonomous Port (SAP), paving the way for exporters to move cargo directly from Cambodia to China, Xinhua reported. Both Cosco and China Shipping are expected to sign with Sihanoukville Autonomous Port (SAP) shortly to commence direct services from Cambodia to China, a route that hitherto has been transhipped via Vietnam. Lou Kimchhun, director general of SAP, said that a rise in the kingdom's exports had drawn the attention of marine freight companies China Shipping Container Lines and China Ocean Shipping Group Company (COSCO), according to the Phnom Penh Post.
