Alaska Marine Lines expanded its fleet with the purchase of two cargo barges, the Kamakani and Namakani, from Oregon-based Sause Bros. More than $20 million in grant funding has been awarded to support capital improvement projects at 29 small shipyards in 22 states across the U.S.The funding, awarded through the U.S. Department of Transportation’s Maritime Administration (MARAD) Small Shipyard Grant Program, supports capital improvements that foster increased efficiency and economic growth.“These grants are an investment in our country’s small shipyards and will help create good jobs for America’s workers,” said U.S. Transportation Secretary Elaine L.

Marcon International, Inc. of Coupeville, Washington announced the sale of the 3,900BHP, U.S. flag twin screw tug Maria Brusco (ex-Ocean Service) from a U.S. owner to private overseas buyers for transfer to registry under foreign flag. The 127’ x 32’ x 14’ depth tug was originally built in 1967 by Burton Shipyard Inc. in Port Arthur, Texas as Hull 404 for International Bulk Transport of Wilmington, Delaware and operated for Sonat Marine of Philadelphia towing petroleum barges coastwise. The tug underwent a major reconstruction in 1987 under her previous ownership.

Many arguments about the capabilities of a tug can be quickly settled when you can conduct a full-ahead power, bollard pull test. “Many captains will argue about horsepower, hull design, rudder angles, and other variables, but the only thing that really matters is bollard pull and a test provides empirical data of pure power,” says Mark Babcock, VP of Machinery for Sause Brothers’ 200 tugs, barges and OSVs. While the bollard pull test has been around for many decades, recent changes in technique, technology and data-logging allow engineering and operations to fine tune the analysis and provide more accurate information. Providing accurate reports allows pilots, agents and customers to have confidence in towing and tug capabilities at the edge of the performance envelope.

ASTORIA, Ore. — The Coast Guard is coordinating actions to protect the Oregon Coast from any threat posed by the 648-foot, Singapore-flagged car-carrier Morning Spruce that lost all power and was adrift in 12-foot seas, for approximately 4 ½ hours, southwest of the Columbia River entrance Sunday. At approximately 3:30 p.m., Sunday, the Morning Spruce’s engineer was able to restore the ship’s power. The Coast Guard has directed the Morning Spruce to remain offshore until repairs to the ship have been verified.

On Monday, July 26, Foss Maritime, Harley Marine Services and Sause Bros. sponsored the 11th annual Towboat Invitational at The Golf Club at Newcastle. The tournament brings together almost 300 people in the towboat industry all raising money for two deserving organizations, The Heart Institute at Virginia Mason Medical Center and the Boys and Girls Club of Southwestern Oregon. Towboat 2010 was another sold out tournament despite the economic downturn within the marine industry.

On April 15, the U.S. Department of Transportation’s Maritime Administration (MARAD) announced $14.7m in grant awards to help improve 17 small shipyards in 16 states. The funds will help these shipyards become more competitive by purchasing modern equipment and training workers. “These grants will help modernize small shipyards and strengthen our economy by making sure we maintain the ability to build and repair ships in the United States,” said U.S. Transportation Secretary Ray LaHood. “Small shipyards are an important part of our nation’s shipbuilding industry,” said David Matsuda, Acting Maritime Administrator. On June 1, 2009, the Society of Naval Architects and Marine Engineers announced new additions to its rank of Fellows. The membership grade of Fellow is accorded to individuals who have contributed to significant achievements in naval architecture, marine and ocean engineering, and related fields in the form of advances in design, research, production, operation, education, and associated management. Russell Bowler: As the Chief Engineer/Vice President of the largest and most successful sailing yacht design company in America, Russell has served as the lead naval architect in numerous groundbreaking designs. Techcrane Global Corporation is a Covington, La.-based marine crane manufacturer/distributor who recently installed Techcrane Model F250-100 onboard Torch Offshore L.L.C.'s Midnight Wrangler. This was a crane custom-designed for Torch with a maximum capacity of 125 tons at 30-ft. reach. Time lapse between design conceptions to fabrication in Covington, La., was less than six months. The bid was awarded to Techcrane in December of 2002 for delivery in mid 2003 and is a part of the project to convert the Midnight Wrangler into a deepwater pipelaying vessel. In order to accommodate these deepwater arenas, a winch was specially designed by Lantec on behalf of Techcrane for the F250 to handle 8,000 ft. of two-in. wire rope.

Designed and built by Southern Oregon Marine (SOMAR) Shipyard, in Coos Bay, Ore., new Azimuth stern drive (ASD) tug Tira Lani was recently delivered to Sause Bros. The tug will join ASD Kamaehu and Pono for duty, assisting ships arriving and departing Honolulu Harbor and their own barge movements in the harbor. Tira Lani is the first tugboat constructed from the keel up by SOMAR. The vessel is powered by twin Caterpillar Model 3516B electronic controlled propulsion engines rated at 2,100 hp @ 1,600 rpm, driving through Ulstein Model 1650 Azimuth stern drives with 86 in. diameter propellers in nozzles. The propulsion system gives a service speed of 13 knots, a bollard pull astern of more than 100,000 lbs., and a bollard pull ahead of 120,000 lbs.

Elliot Bay Design Group (EBDG) recently completed a contract design, including an extensive model basin testing program, for an articulated tug and barge (ATB) for Sause Bros., Ocean Towing of Coos Bay, Ore. ATB has been designed specifically for oceangoing service in the North pacific petroleum product trade. The unit also incorporates many features requested by Sause Bros. Elliot Bay's design calls for 135.5 ft.(41.3 m) tug combined with a 543.7 ft. (165.7 m) barge, connected by an Intercon coupler. The coupler provides a secure attachment between the tug and the barge, while allowing free motion about the pitch axis. Both the tug and the barge are designed to meet SOLAS requirements, and will be classed by the American Bureau of Shipping.

The Senate Committee on Commerce, Science, and Transportation conducted a hearing on implementation of the Transportation Worker Identification Credential (TWIC) program. Chairman Inouye (D-HI) expressed concern about the extended delays in activation of the program. Vice-Chairman Stevens (R-AK) stated that congressional tolerance for further missed deadlines is waning. He stated that TWIC enrollment will begin at select ports and will proceed throughout the nation over the next 18-24 months. The Board of Harbor Commissioners this week approved spending $3.12 million over the next year on 16 customer projects aimed at reducing air emissions. In total, over their lifetime these projects reduce NOx emissions by more than 1,000 tons, and particulate matter by nearly 30 tons. The projects were reviewed by the Port's Technical Advisory Committee and the Port Community Advisory Committee, and the final 16 were recommended to the Board for funding consideration. "We received more than 30 applications for project funding from our customers for consideration," said Geraldine Knatz, Port of Los Angeles executive director. "This shows the level of commitment we all have to reducing the air emissions created by Port-related operations.
