BSEE Regs Update to Cut Burden on Operators
The Bureau of Safety and Environmental Enforcement (BSEE) – incorporating industry innovation, best science, and best practices – is proposing to update regulations covering offshore oil and gas drilling operations to improve reliability, safety, efficiency, and environmental stewardship, and reduce unnecessary burdens on operators. BSEE reviewed the existing regulations in response to Executive and Secretary’s Orders instructing it to identify ways to reduce unnecessary regulatory burdens while ensuring that offshore oil and gas drilling operations are conducted in a safe and environmentally responsible manner. Angelle Named BSEE Director
Former Louisiana state official Scott A. Angelle will head-up the U.S. Bureau of Safety and Environmental Enforcement (BSEE). Angelle, who most recently served as Vice Chairman of the Louisiana Public Service Commission, will assume his new position May 23. “Scott Angelle brings a wealth of experience to BSEE, having spent many years working for the safe and efficient energy production of both Louisiana’s and our country’s offshore resources,” Secretary of the Interior Ryan Zinke said.
Highly Successful IMCA Annual Seminar
USA hosted the nineteenth International Marine Contractors Association (IMCA) annual seminar from 9-10 November, with its theme ‘The future of marine and subsea operations’. This year’s seminar attracted over 340 delegates, and was endorsed by IADC, OGP, MTS dynamic positioning committee, API, ADC International, OCIMF, and OOC. The two days saw a range of presentations, workshops, social events, an exhibition with stands from 19 different companies, and some strong views from speakers and delegates alike.

BOEM Head Meets with Shallow Water Drilling Coalition
Prior to start of the eighth and final Public Forum on Offshore Drilling in Lafayette, La., Bureau of Ocean Energy Management, Regulation and Enforcement (BOEM) Director Michael R. Bromwich met this morning with Louisiana Lt. Governor Scott Angelle and members of the shallow drilling coalition to discuss the status of approval of Applications for Permits to Drill (APDs). BOEM senior leadership has held several meetings (on a weekly basis for many weeks) with companies who are seeking to explore, develop and produce oil or gas in shallow water. The meetings and discussions have provided technical assistance to companies that must now comply with NTL-05 and NTL-06, which require additional technical and environmental information prior to permit approval.
