The advent of industry wide tightening of allowable sulfur emissions is getting nearer. Suddenly, with the deadline now little more than one year away, the countdown clock will very soon be ticking much louder. Simply stated, the cap on allowable sulfur content in marine fuels, presently at 3.5 percent in many geographical regions, will be reduced to 0.5 percent in January 2020. USCG Approves JAX LNG for Ship-to-ship Bunkering

The joint venture between Pivotal LNG and Northstar Midstream, JAX LNG, LLC, has received a Letter of Acceptance (LOA) from the U.S. Coast Guard (USCG) for the operation of its waterfront LNG facility and the approval to conduct ship-to-ship LNG bunkering operations with TOTE Maritime’s Marlin Class ships and the LNG barge, Clean Jacksonville. Construction Set to Start on Jacksonville LNG Facility

JAX LNG said it has executed the remaining engineering and procurement contracts required to begin construction of a new liquefied natural gas (LNG) liquefaction and storage facility at Dames Point near the Port of Jacksonville. The JAX LNG liquefaction facility is expected to be operational in the fourth quarter of 2017. Once completed, it will be outfitted with a 2 million-gallon storage tank with the capacity to produce in excess of 120,000 gallons of LNG per day. JAX LNG’s Jacksonville plant will be North America’s first small-scale coastal LNG facility and will include marine distribution capabilities utilizing North America’s first LNG bunker barge, Clean Jacksonville. “The LNG industry is seeing a steady growth in demand,” said Tim Hermann, president of Pivotal LNG.

US Top Court Upholds Cross-State Air Pollution Rule

The U.S. Supreme Court handed President Barack Obama a victory on Tuesday by upholding a federal environmental regulation requiring some states to limit pollution that contributes to unhealthy air in neighboring states. By a 6-2 vote, the court said the U.S. Environmental Protection Agency acted reasonably in requiring 28 states to reduce emissions from coal-fired power plants of sulfur dioxide and nitrogen oxides, which can lead to soot and smog. Writing for the majority, Justice Ruth Bader Ginsburg called the EPA rule a cost-effective way to allocate responsibility for emission reductions among upwind states, and that the EPA need not consider each state's proportionate responsibility for the emissions in question.

MHI Awarded Concept Study of 3,400ton/day CO2 Recovery Facility

Mitsubishi Heavy Industries, Ltd. (MHI) has been awarded by Statoil, an international energy company with headquarters in Norway, to undertake a concept study for a technology qualification program (TQP) for one of the world's largest carbon dioxide (CO2) capture facilities. The approximately 3,400 tons-per-day (tpd) CO2 recovery system is targeted for installation at a 280 megawatt (MW) gas-fired combined heat and power (CHP) plant at Mongstad, on Norway's west coast. MHI will vie against other companies in a competition encompassing CO2 capture technology, facility performance, and construction and operation costs, towards facility construction slated to commence in 2016.
