Number of UK Seafarers Falls For Third Year

The total number of UK seafarers active at sea fell for the third consecutive year to 22,830 in 2013, according to the government's Department for Transport's Seafarer Statistics, 2013, representing a 5% annual decrease in numbers. There were 10,840 certificated UK officers active at sea, 1% less than in 2012, and the number of UK officers has been falling over the past seven years. The series peaked in 2006 before falling sharply in 2007 which may have been due to a surge in renewed certificates prior to February 2002, when the STCW95 regulations were fully implemented.

Counter Piracy Operations Training Program

The National Maritime Law Enforcement Academy offers this Anti-Piracy training program for corporations that desire to field counter piracy operators that understand and can work effectively in the merchant marine environment. This program will satisfy STCW95 requirements, and certify the operators as vessel security officers through the Maritime Institute of Technology and Graduate Studies, and in Maritime Domain Awareness training through the MARAD certified program Portstar. The operators will receive advanced training in use of force, judgmental shooting, and specialized classes in working effectively with Captains and Crews aboard commercial vessels.

Modern electronic navigation systems have the potential to improve vessel navigation safety and ruce accidents. The potential of these new systems is unlikely to be realiz, however, if the officers keeping the navigation watch are not fully train and properly qualifi in their use. Thus, fully realizing the potential in electronic navigation will require improv training, a wider spectrum of knowlge across the industry and better procures by vessel owners and managers to assess qualification and proper use. At the same time, as incidents relat to the use of AIS or ECDIS occur, courts are putting owners and managers on notice that such training and monitoring is requir to avoid or limit their liability for accidents.

BIMCO Releases Vessel CD-ROM 2002

Direct access to the internet from ships at sea can be costly. BIMCO has developed a solution to this problem. BIMCO has transferred a number of its databases from the BIMCO Website into a CD-ROM for use on board ships. The BIMCO Vessel CD-ROM 2002 provides senior officers at sea with BIMCO information and databases already available to shore-based staff with access to the Internet. In addition, the BIMCO Vessel CD-ROM 2002 includes details of the various IMO conventions to which each flag is a signatory, as well as information on flag state requirements for crews, including language skills and certification. Countries with restrictions against certain flags are also indicated. between 10-50 percent available for bulk orders.

Crowley Implements STCW95

After two-and-a-half years of preparation, Crowley Maritime Corporation has implemented International Maritime Organization (IMO) Standards of Training, Certification, and Watchkeeping (STCW95) for all mariners aboard Crowley-owned seagoing vessels in compliance with the IMO's February 1, 2002 training deadline. The STCW convention was drafted in 1978, establishing such things as the requirement for four years of experience for a Master 1600 gt license. Seven Foreign Ships Detained in U.K. in April

The Maritime & Coastguard Agency (MCA) announced that seven foreign ships were under detention in U.K. ports during April 2002 after failing port state control safety inspection. Latest monthly figures show that four foreign ships were detained in UK ports during April 2002 along with 3 other ships still under detention from previous months. The overall rate of detentions compared with inspections carried out over the last 12 months is 6.4 percent which is a decrease of 0.2 percent on the 12-month rate to March. MPA Launches ISC of Singapore

Developed in close cooperation with the Singapore Polytechnic at a cost of S$12 million, the Integrated Simulation Center (ISC) is one of the Maritime and Port Authority of Singapore's (MPA's) latest initiatives to meet the shipping industry's increasing demands for well-trained seafarers. The ISC employs some of the latest maritime simulation technologies available, covers all aspects of a ship's operations from ship-handling to crisis management and fully meets the requirements of STCW95. Speaking at the Ceremony, the Minister for Transport, Mr Yeo Cheow Tong, commented that such a facility will boost the quality and efficiency of maritime training in Singapore.

Paris MOU Enforces STCW95

The Paris and Tokyo MOU Committees have confirmed that when the IMO's period of grace ends on August 1 the provisions of the new STCW95 Convention will be strictly enforced by port States in the Regions. Ships issued with Letters of Warning since the Convention came into force in February 2002 will be given priority for inspection, but all ships inspected will be expected to comply. Port State Control Officers (PSCO's) will verify that all seafarers required to be certificated do hold a valid certificate or dispensation. In addition officers will be required to have an appropriate certificate from the Administration and endorsement from the flag State, or have documentary proof that an application for endorsement has been made.

First Transas ERS in Australia

Transas has recently been awarded a tender for the Supply and Delivery of an Engine Room Simulator for the WA Maritime Training Centre based in FREMANTLE, Western Australia. The WA Maritime Training Centre Fremantle is one of Challenger TAFE’s specialist training centres. According to the terms of the aforementioned tender, Transas will provide its first ERS 4000 simulator in Australia. The configuration includes 2 identical student stations with a separate instructor station, which allow the instructor to develop an exercise, as well as monitor the progress of a student during the conduct of an exercise and intervene with exercise variations while the conduct itself. The simulator provides two ship models, Tanker and Trawler, and is completed with SDPP, EPP and AS modules.

Training & Education: The Dilemma: Competent Crews vs. Costs

V.Ships is aware that the global shortage of seafarers is causing concern. "The increasingly strict regulatory environment, including the impact of the International Safety Management Code phase 2 provision for all vessels, together with STCW95, means that experienced and fully trained officers and ratings are more crucial than ever to the process of compliance if problems are to be avoided," says Robinson.
