When enough to meet the need is not enough to get the help.From my office window in downtown St. Louis, I can see a dramatic illustration of the inefficiency in how our country moves freight. My office faces east, and I look down on a stretch of Interstate 70, that major east-west highway that runs from Baltimore to Interstate 15 in Utah. It is not unusual to see the traffic on this highway heavily congested, even at a standstill at times. This congested traffic usually includes many tractor-trailer trucks.

U.S. Transportation Secretary Anthony Foxx today announced $4.85 million in grants to six Marine Highway projects along the waterways of 17 states and the District of Columbia. The goal of the Maritime Administration’s Marine Highway Program is to expand the use of U.S. navigable waterways to relieve landside congestion, reduce air emissions and generate other public benefits by increasing the efficiency of the surface transportation system. “These grants will help us take advantage of the economic and environmental benefits of one of America’s most crucial transportation assets – our coastal and inland waterways,” Foxx said. Nearly 85 years ago, Tidewater pioneered commercial transportation on the upper Columbia Snake River system and opened up one of the nation’s most isolated regions to global markets. Today, Tidewater Holdings is comprised of Tidewater Barge Lines, Tidewater Terminal Company, and since 2014, Tidewater Environmental Services, Incorporated. Tidewater Terminal Company works in conjunction with its Barge Lines, using key intermodal connections to railroads, highways and pipelines.

Container-on-barge services have returned to the Port of Greater Baton Rouge to provide the petrochemical industry with another option to move its products. Operated by SEACOR AMH, the service transports empty containers by barge into the Port of Greater Baton Rouge and loads them at the Inland Rivers Marine Terminal with products from nearby industries. The IRMT is located on a slack water canal off the Gulf Intracoastal Waterway in Port Allen. The second leg of the service delivers and returns containers to and from the Port of New Orleans, via the Mississippi River.

U.S. Transportation Secretary Anthony Foxx announced the appointment of 29 new members to the Marine Transportation System National Advisory Committee (MTSNAC). Established in 2010, MTSNAC is comprised of leaders from commercial transportation firms, ship construction, repair and recycling, trade associations, state and local public entities, labor organizations, academics, and environmental groups that advise the Secretary and the Maritime Administration on policies to ensure that the U.S. Marine Transportation System is capable of responding to projected trade increases. The Committee advises the Secretary on solutions to impediments hindering effective use of short sea transportation and other matters as the Secretary determines.

Short sea shipping is alive and well on America’s East Coast. In the United States, counties and states directly on the shoreline constitute less than 10 percent of the total land area (not including Alaska), but account for 39 percent of the total population. From 1970 to 2010, the population of these counties increased by almost 40 percent and are projected to increase by an additional 10 million people or 8 percent by 2020. Coastal areas are substantially more crowded than the U.S. as a whole, and population density in coastal areas will continue to increase in the future.

The American Association of Port Authorities (AAPA) said today it is encouraged by the potential of significant gains for landside freight transportation programs in President Obama’s fiscal 2017 budget, bit is disappointed, however, in the proposed funding levels for U.S. Army Corps of Engineers coastal navigation programs, the Environmental Protection Agency’s Diesel Emissions Reduction Act (DERA) grants, and the Federal Emergency Management Agency’s (FEMA) Port Security Grant program.

It takes nonstop work to maintain America’s position in today’s global economy. Every day we compete against strong international rivals for demanding foreign and domestic customers. Thankfully, the American economy has a large-scale, crucial asset that gives us an edge on the rest of the world: over 28,000 miles of inland river and coastal waterways with consistent navigation at suitable depths (9 feet during 9 months of the year) – more any other nation on earth. Although we have the world’s greatest industrially-useful waterway network, we are barely using its full capacity.
