Petronas in Game for a Third FLNG Unit

Malaysian oil and gas company Petroliam Nasional Berhad (Petronas) would build a third floating liquefied natural gas (FLNG)unit if there’s a demand.Petronas is the only company to own and operate two FLNGs, namely PFLNG Satu and PFLNG Dua.Bernama reported, quoting the gas and new energy business executive vice-president and chief executive officer Adnan Zainal Abidin, that if there is a reservoir with a sizeable amount of reserves and with the right gas composition that it is economically viable, it opens up a case for another floater.According to the Bernama report, while the first two FLNGs are Malaysia-bound, the third one might be deployed elsewhere…

Petronas Completes 3rd LNG Break Bulking STS Transfer

Petronas LNG Ltd (PLL), a subsidiary of Petroliam Nasional Bhd (Petronas),  has completed its second liquefied natural gas (LNG) cargo through its break bulking ship-to-ship (STS) transfer  to two buyers.The LNG break-bulking STS transfer took place in Brunei Bay, Sabah, Malaysia. It is the first for Petronas in expanding its customer base by providing solutions to two buyers, said the national oil and gas company.According to a report in Bernama, the delivering vessel, Seri Bijaksana, transferred 80,000 m3 of LNG to LNG vessel, Polar Spirit and 62,000 m3 to Lerici, which then made their separate deliveries to two separate receiving terminals in China.

MISC to Spend $4B Capex in 5 Years

MISC Bhd, the shipping arm of Petroliam Nasional Bhd or Petronas, which is optimistic of delivering better earnings in its financial year 2018, is setting aside a bigger capital expenditure (capex) totalling RM15.68 billion (US$4 billion) over the next five years to grow its four core businesses, reports Bernama. The core segments are liquefied natural gas (LNG) shipping; petroleum and product shipping; offshore business; and marine and heavy engineering. President and Chief Executive Officer Yee Yang Chien said US$500 million would be set aside for potential FPSO and shuttle tanker contracts yet to be secured this year. “However, that amount (US$500 million) can be increased if we bag more contracts this year.

Malaysia Passes Merchant Shipping Ordinance (Amendment) Bill 2016

The Dewan Rakyat (House of Representatives) of the 13th Parliament of Malaysia has passed the Merchant Shipping Ordinance (Amendment) Bill 2016 aimed at standardizing national maritime law with the international maritime community, reports Bernama. Deputy Transport Minister Datuk Ab Aziz Kaprawi, when winding up the debate on the bill, gave assurance that the government would ensure that all merchant shipping companies would adhere to the national maritime law in ensuring the wellbeing of seafarers. "The Marine Department will carry out annual audit on these merchant shipping companies to ensure compliance of the maritime law," he said.

A Hundred Chinese Boats Encroach in Malaysian Waters

About 100 Chinese fishing boats have been detected encroaching in Malaysia's waters in the disputed South China Sea, Malaysia's state news agency and a coastguard official said on Friday. The reported encroachment on Thursday is the latest action by Chinese vessels to raise concern in Southeast Asia, where four countries object to China's claim to virtually the whole of the South China Sea. A Hundred Chinese Boats Encroach in Malaysian Waters

Malaysia has said that more than 100 Chinese fishing boats have been spotted within its Exclusive Economic Zone (EEZ) off Sarawak in the latest incident involving Chinese vessels in the disputed waters. The boats were sighted near Beting Patinggi Ali, also known as Luconia Shoals, about 100km off the coast of Miri in Sarawak. Malaysia planned to take action against them. Minister in the Prime Minister's Department Datuk Seri Shahidan Kassim said the government has instructed the Malaysian Maritime Enforcement Agency (MMEA) to deploy its assets to monitor the situation. "Three MMEA vessels have been deployed to the area. The Royal Malaysian Navy (RMN) assets are also there.

Asean Sets up Maritime Crisis Hotline

The 10-member Association of South East Asian Nations (Asean) has established a hotline to resolve maritime disputes and to ensure the line of communications between the countries remain open during a crisis, reports the Star. The unveiling of the Direct Communications Link (DCL) took place as the region’s defence ministers continue efforts to bridge differences over the South China Sea maritime and territorial spat. The meeting’s chair, Malaysian Defence Minister Hishammuddin Hussein, told reporters at a press conference yesterday that having the direct and secure communication method in place will prevent “emotional” or “irrational” behaviour from spiralling out of control and affecting peace in the region.

Oil Tanker Seized by Indonesian Authorities

Indonesian authorities have seized the tanker, MT Joaquim, believed to have been used by pirates to siphon 3,500 tonnes of crude oil on Saturday, according to a report in Bernama. The tanker was detained at about 4pm today (August 11), in the waters off Dumai, Indonesia,Malaysian Maritime Enforcement Agency (MMEA) deputy director-general (operations) Vice-Admiral Ahmad Puzi Ab Kahar said. “The Indonesian authorities have informed us over the vessel’s seizure and detention of the suspected pirates,” Ahmad Puzi said. However, Ahmad Puzi said Indonesian authorities were still conducting investigations on the tanker and would identify whether the individuals on board were the pirates involved in seizing the MT Joaquim.

Hijacked Tanker Located in Cambodian Waters

MT Orkim Harmony, the fuel-laden Malaysian tanker that “disappeared” off the east coast of Johor last Thursday has been detected in Cambodian waters, according to Chief of Navy Admiral Abdul Aziz Jaafar says a report in Bernama. Abdul Jaafar said the tanker had been repainted and renamed. The tanker was being tailed from the air by aircraft of the Royal Malaysian Air Force (RMAF), Malaysian Maritime Enforcement Agency (MMEA) and the Royal Australian Air Force (RAAF), national news agency Bernama quoted Aziz as saying. The Malaysian-registered tanker was laden with 6,000 tonnes of RON95 petrol worth RM21 million when it went missing on June 12, while sailing from Malacca to Kuantan Port.

Malaysian Shipping Masterplan by Year-end

The Malaysian Shipping Masterplan draft, which seeks to identify issues and make recommendations on the criticality of the shipping industry, will be ready by 2015-end, Bernama reported as Transport Minister Datuk Seri Liow Tiong Lai saying. “The masterplan would elaborate and recommend appropriate strategies and measures to revitalise the shipping industry in particular and the supporting industry in general and it would change the entire spectrum of Malaysian shipping and propel the shipping industry to greater heights,” Tiong Lai said. Liow said shipping is crucial to Malaysia as it is the means of connectivity and a lifeline to the country's economy since more than 95 per cent of the country's trade is seaborne.

South-East Asian Migrant Crisis

Thousands of migrants from Bangladeshi and Rohingya Muslims from Myanmar Myanmar are still stranded at sea in south-east Asia in desperate need of food and water. Like Malaysia, Indonesia and Thailand, the Philippines will push back to sea undocumented Asian “boat people” despite a United Nations appeal to Southeast Asian countries to open their ports to the migrants from impoverished Myanmar and Bangladesh. Earlier, United Nations has called on Southeast Asian nations not to push back the boatloads of Rohingya Muslims from Myanmar and Bangladeshis - men, women and children who fled persecution and poverty at home, and now face sickness and starvation at sea.

China - Malaysia New Ports on the Anvil

Malaysia and China will establish a series of cooperative projects in the future including railway, industrial parks as well as ports as part of the 21st Century Maritime Silk Road (MSR) initiative, reports Bernama. Before the introduction of the MSR, China and ASEAN had been carrying out a series of cooperative projects together, including the twin parks namely Malaysia-China Kuantan Industrial Park and China-Malaysia Qinzhou Industrial Park, Liu Jinsong, Deputy Director-General of the Department of International Economic Affairs of the Ministry of Foreign Affairs, said. Last year, Chinese leaders repeatedly proposed making 2015 the year of ASEAN-China maritime cooperation.

Multinational Maritime Security Exercise in In Langkawi

Ten countries jointed together with its naval forces in Langkawi, Malaysia, to begin a two-day Multinational Maritime Security Exercise, says a report in Bernama. A total of 19 naval vessels of various classes are being used by the forces of Brunei Darussalam, India, Indonesia, Malaysia, Myanmar, Pakistan, Singapore, Thailand, South Korea and the United States in the exercise. The program includes discussions among the participants to resolve any obstacles that could hamper the smooth running of the mass field training, says Malaysia's Chief of Navy Admiral Tan Sri Abdul Aziz Jaafar, who launched the exercise at the Royal Malaysian Navy facility. The event is held in conjunction with the Langkawi International Maritime and Aerospace 2015 (LIMA'15) Exhibition.

Malaysia, Indonesia, to Ease Tension in Maritime border

Malaysia and Indonesia have agreed to establish a special mechanism to discuss and finalise the demarcation of maritime boundaries in the Sulawesi Sea, in an effort to avoid any tension that could arise between the two countries. Malaysian Deputy Foreign Minister Datuk Hamzah Zainuddin said the decision was made during a meeting between Indonesian President Joko Widodo and Prime Minister Datuk Seri Najib Tun Razak, Bernama News said. Zainuddin explained that once the mechanism is set up, both countries will appoint special consultants to hold exploratory talks to discuss the issue. On the encroachment of fishermen in the overlapping waters, Zainuddin said Malaysia and Indonesia had agreed that they would not be arrested but would only be chased out of the encroached area.

China's Assertiveness Hardens Malaysian Stance in Sea Dispute

The submerged reef would be easy to miss, under turquoise seas about 80 km (50 miles) off Malaysia's Borneo island state of Sarawak. But two Chinese naval exercises in less than a year around the James Shoal have shocked Malaysia and led to a significant shift in its approach to China's claims to the disputed South China Sea, senior diplomats told Reuters. The reef lies outside Malaysia's territorial waters but inside its 200 nautical mile exclusive economic zone. The latest incident in January, in particular, prompted Malaysia to quietly step up cooperation with the Philippines and Vietnam, the two Southeast Asian nations most outspoken over China's moves in the region, in trying to tie Beijing to binding rules of conduct in the South China Sea, the diplomats said.

Court Orders Argentine Tall Ship Detention

A Ghana court judge rejected plea to release the 'ARA Libertad' training ship, detained through complaint by a US hedge fund creditor. The sail training ship has been detained with more than 200 hundred crew members on board since 2, October 2012 in a port close to the West African port of Accra, reports Bernama. The ARA Libertad is a three-masted tall ship that stopped at Tema while training hundreds of Argentine navy cadets. The seizure of the flagship of Argentina's Navy stems from a complaint from a US hedge fund.

Pirates Abort Robbing Tanker

According to a report from Bernama.com, three pirates aborted their attempt to rob a Singapore-registered tanker anchored off Tanjong Ramunia, Johor early August 15 after they saw the ship's crew was ready for them. The Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia Information Sharing Centre (ReCAAP ISC) said pirates climbed onboard the tanker Kirana Tritya, then departed after the general alarm was raised. Destini Marine To Build Cruise Ships

Destini Marine Sdn Bhd and Conoship International B.V (Conoship) of the Netherlands inked a cooperation agreement to build 20 luxury cruise ships for the European market, according to a report on www.bernama.com.my. The deal was signed by Destini Marine chairman Datuk Abdul Malek Abdul Hamid while Conoship was represented by its general manager, Philippe Swolfs. The ceremony was witnessed by Prime Minister Datuk Seri Abdullah Ahmad Badawi and Terengganu Menteri Besar Datuk Seri Idris Jusoh. Port Plans $105M Investment

Malaysia's Port of Tanjung Pelepas (PTP) intends to buy more than 400 million ringgit ($105 million) of equipment to handle an expected rise in container shipments. PTP's chief executive Mohd Sidik Shaik Osman was quoted by national Bernama news agency as saying he expected volume to triple to 150,000 TEUs by March after averaging 40,000 to 50,000 in the second-half of last year. PTP, a deep-sea port located at the south-western tip of Peninsular Malaysia, created a stir in the shipping world last year when it snatched away Maersk-Sealand, neighboring Singapore's prized client, as its anchor customer and shareholder. Maersk-Sealand, the world's largest shipping line, now owns 30 percent of PTP and is expected to channel some two million TEUs to the port.

Trials of Tanker Completed in Japan

The running trials of the tanker Prisco Alcor, built in the Republic of Korea for the Primorsky shipping company (PSC), have been completed in the Sea of Japan on Tuesday, Itar-Tass reported. A ceremony marking an official handover of the newly built tanker is scheduled for this weekend. Dimensions of the Prisco Alcor are as follows: length – 935 ft., width – 164 ft., and total displacement -- 193,000 tons. The cruising capacity of the tanker is 20,000 miles. As of now, the Prisco Alcor is the largest vessel in Russia along with a similar tanker, the Prisco Mitsar, which joined the PSC fleet two months ago. The PSC fleet now comprises 22 tankers, with eight of them having a deadweight of over 100,000 tonnes each.

Boustead Hopes to Secure Contracts

Boustead Heavy Industries Corporation Bhd hopes to secure shipbuilding contracts. The company, formerly known as PSC Industries Bhd and currently undergoing restructuring, expects to know the results by year-end, he told reporters after the company's annual general meeting. Part of the negotiations was for the construction of leisure vessels which are currently handled by its shipyard in Langkawi. The company also planned to tap the oil and gas sector, driven by the growing global demand for services related to oil vessels. The exercise, which also included rebranding, was likely to see the company focusing on heavy engineering and electronics. The restructuring exercise is expected to be completed by August this year. GL Sees 20-25% Revenue Contribution From Maritime Sector

Germanischer Llyod (Malaysia) Sdn Bhd expects the maritime sector to contribute 20 to 25 percent to its turnover in the region. Germanischer Llyod is a provider of consultancy and certification services to the oil and gas sector, production plants, pipelines and wind energy facilities. Country manager Chandran Thambirajah said the company would not only participate in the local maritime sector but also expand its business to the East Asia region. He also said that the performance of the local maritime sector will depend on the country's economy. Thambirajah said the company was one of the few independent certification companies in the country, specialising in maritime and recognised by the Department of Occupational Safety and Health for industrial statutory inspections.

PSC Gets $42m Contract To Build Chemical Tankers

Penang Shipbuilding and Construction Sdn Bhd (PSC) inked an agreement to build three chemical tankers valued at $42m for Gagasan Carriers Sdn Bhd.
