BOEM gives more time to submit plans OCS

The Bureau of Ocean Energy Management (BOEM) announced today the publication of its Final Rule to extend time requirements for submitting a Site Assessment Plan (SAP) or a General Activities Plan (GAP) for renewable energy development on the Outer Continental Shelf (OCS). Effective 30 days after Federal Register publication, all OCS renewable energy lessees and grantees will have 12 months from lease or grant issuance in which to submit a SAP or GAP. Previously, BOEM regulations required lessees and grantees to submit a SAP or a GAP either 60 days after BOEM determined there was no competitive interest in the lease or grant, or six months after the lease or grant was issued competitively. BOEM Assesses Prospects of Wave Energy off Oregon

Oregon Offshore Wind Project: Key Step Forward

On the heels of President Obama’s State of the Union address where he laid out actions to move the economy toward clean energy sources, reduce carbon pollution and create jobs, Secretary of the Interior Sally Jewell has announced an important step forward for the first offshore wind project proposed for federal waters off the West Coast. US Secretary of Interior Honors BOEM Ocean Research Teams

Secretary of the Interior Sally Jewell has presented the 'Partners in Conservation Awards' to two science teams conducting ocean research sponsored by the Bureau of Ocean Energy Management (BOEM) at a Department of the Interior ceremony. The research involved collaboration with about two-dozen federal, academic and private sector partners over the past four years through the bureau’s Environmental Studies Program, with both projects leveraging the National Oceanographic Partnership Program, or NOPP, framework.

BOEM Proposes Central Gulf of Mexico Lease Sale

As part of President Obama’s all-of-the-above energy strategy to continue to expand safe and responsible domestic energy production, the Bureau of Ocean Energy Management (BOEM) today announced that it will hold Gulf of Mexico Central Planning Area (CPA) oil and gas lease sale 231 in New Orleans on March 19, 2014. The sale is the second CPA lease sale and the fourth overall sale under the 2012 – 2017 Outer Continental Shelf Oil and Natural Gas Leasing Program. The auction will offer 39 million acres offshore Louisiana, Mississippi, and Alabama, include all available unleased areas in the CPA.

BOEM Completes Enviro Review for Proposed Oil &Gas Sales in Eastern GOM

The Bureau of Ocean Energy Management (BOEM) completed the Final Environmental Impact Statement (FEIS) for two proposed oil and gas lease sales in the Gulf of Mexico's Eastern Planning Area. "This analysis evaluates baseline conditions and potential environmental impacts of oil and natural gas leasing, exploration, development and production in the Eastern Planning Area, and updates information already published," said BOEM Director Tommy P. Beaudreau. Lease Sales 225 and 226, scheduled for 2014 and 2016, are part of the Outer Continental Shelf Oil and Gas Leasing Program: 2012-2017 (Five Year Program). The Five Year Program makes all areas with the highest-known resource potential available for oil and gas leasing.

Gulf of Mexico Lease Sale Yields $102.4 Million in High Bids

As part of President Obama’s all-of-the-above energy strategy to continue to expand safe and responsible domestic energy production, the Department of the Interior’s Bureau of Ocean Energy Management today held Western Gulf of Mexico Lease Sale 233, which offered 20.7 million acres and attracted $102,351,712 in high bids for 53 tracts covering 301,006 acres on the U.S. Outer Continental Shelf (OCS) offshore Texas. A total of 12 offshore energy companies submitted 61 bids. The Western Gulf of Mexico Lease Sale builds on the first two auctions in the current Five Year Program – a 39-million-acre Central Gulf offering held in March, which netted almost $1.2 billion high bids and a 20-million-acre Western Gulf offering held last November that netted nearly $134 million.

Western Gulf of Mexico: 21 Million Acres up for O&G Development

As part of President Obama’s all-of-the-above energy strategy to continue to expand safe and responsible domestic energy production, Bureau of Ocean Energy Management (BOEM) Director Tommy P. Beaudreau announced that BOEM will hold a lease sale tomorrow that will make nearly 21 million acres offshore Texas available for oil and natural gas exploration and development. U.S. Auctions Renewable Energy Sites in Federal Waters

As part of President Obama’s comprehensive plan to move our economy toward domestic clean energy sources and cut carbon pollution, Secretary of the Interior Sally Jewell and Bureau of Ocean Energy Management (BOEM) Director Tommy P. Beaudreau has held the nation’s first-ever competitive lease sale for renewable energy in federal waters. The provisional winner of the lease sale, which auctioned two leases for a Wind Energy Area of 164,750 acres offshore Rhode Island and Massachusetts for wind energy development, is Deepwater Wind New England, LLC. When built, these areas could generate enough combined energy to power more than one million homes. “When you think about the enormous energy potential that Atlantic wind holds, this is a major milestone for our nation,” said Secretary Jewell.

Western Gulf of Mexico Lease Sale Yields $133.8 Million in High Bids on Over 652,520 Acres, Only Latest in a Series of Recent Major Offshore Oil and Gas Sales. As part of President Obama’s all-of-the-above energy strategy to continue to expand safe and responsible domestic energy production, the Department of the Interior’s Bureau of Ocean Energy Management today held Western Gulf of Mexico Lease Sale 229, which offered over 20 millions acres and attracted $133,767,074 in high bids for 116 tracts covering 652,522 acres on the U.S. Outer Continental Shelf (OCS) offshore Texas. Beaudreau announced that BOEM will offer 38 million acres in the Central Gulf of Mexico for oil and gas exploration and development. Thesale will build on two major Gulf of Mexico lease sales in the last year – a 21 million acre sale held last December and a 39 million acre sale held in June. Proposed Lease Sale 227, scheduled to take place in New Orleans on March 20, 2013, will offer all unleased areas in the Central Gulf of Mexico Planning Area, offshore Louisiana, Mississippi, and Alabama and could lead to the production of up to nearly a billion barrels of oil and nearly 4 trillion cubic feet of natural gas.

Public Hearings scheduled for Central and Western Gulf of Mexico Lease Sales. The Bureau of Ocean Energy Management has completed a draft environmental impact statement regarding multiple oil and gas lease sales tentatively scheduled between 2012 and 2017 in the Western and Central Gulf of Mexico planning areas, offshore the states of Texas, Louisiana, Mississippi and Alabama. BOEM Solicits Comments on Oil and Gas Lease Sales

New Orleans, La. — The Bureau of Ocean Energy Management announced that it will open a comment period and hold a series of public scoping meetings to gather information to be used in preparing an Environmental Impact Statement for two proposed oil and gas lease sales in the Gulf of Mexico’s Eastern Planning Area. As the President discussed in his State of the Union address, BOEM has issued a Proposed Outer Continental Shelf Oil and Gas Leasing Program for 2012–2017, which would make more than 75 percent of undiscovered, technically recoverable oil and gas estimated on the OCS available for development. Final Details for Upcoming Central GOM O&G Lease Sale

New Orleans -- Today the Obama Administration provided final details for the Central Gulf of Mexico lease sale announced by President Obama in January 2012, as part of his administration’s ongoing focus on expanding safe and responsible production of our domestic energy sources. Secretary of the Interior Ken Salazar and Bureau of Ocean Energy Management (BOEM) Director Tommy P. Beaudreau today announced the Final Notice of Sale for a June 20, 2012 lease sale that will make available all unleased areas in the Central Gulf of Mexico Planning Area, offshore Louisiana, Mississippi and Alabama, including 7,276 blocks on about 38.6 million acres. The sale will take place at the Mercedes-Benz Superdome in New Orleans.

U.S. Offshore Wind Energy Project – BOEM Seeks Commercial Interests

The Bureau of Ocean Energy Management has issued a request to determine whether there is competitive interest in the construction of a transmission system between the Rhode Island coastline and Block Island, an important step in evaluating a transmission project proposed by Deepwater Wind that would deliver electrical power from its proposed 30 megawatt Block Island Wind Farm in state waters. BOEM received an application from Deepwater Wind requesting a right-of-way grant for an eight nautical mile-long, 200-foot wide corridor in federal waters on the Outer Continental Shelf to connect their proposed offshore wind farm, located in Rhode Island state waters approximately 2.5 nautical miles southeast of Block Island, to the Rhode Island mainland.
