Survey shows U.S. In its just-released 2016-2020 Port Planned Infrastructure Investment Survey, the American Association of Port Authorities (AAPA) asked its U.S. member ports how much they and their private-sector partners plan to spend on port-related freight and passenger infrastructure over the next five years. The answer was a whopping $154.8 billion. AAPA then contrasted that number with what it believes is the “best-case” scenario for investments by the federal government into U.S. ports, including their land- and water-side connections, through 2020.

President Obama is today, expected to sign a five-year, $305 billion transportation reauthorization bill that Congress overwhelmingly passed yesterday which includes $11 billion in new freight funding grants and programs and other top priorities among America’s seaports. The Fixing America's Surface Transportation (FAST) Act (H.R. 22) is the first long-term transportation bill in 10 years, and the first ever to make freight a priority and significantly focus on port eligibility throughout the U.S. Department of Transportation’s (USDOT) funding and planning programs. After evaluating 627 applications, 50 of which were from ports, for the FY 2015 Transportation Investment Generating Economic Recovery (TIGER) grants, U.S. Department of Transportation (USDOT) Secretary Anthony Foxx today announced 39 awards for $500 million in funding to be made in the seventh round of this multimodal, discretionary grant program. Of those, five awards totaling $44.3 million, or about 9 percent of total funding, are going to commercial seaports or to projects that directly aid the efficient movement of goods to and from America’s ports.

U.S. U.S. Transportation Secretary Anthony Foxx today joined Virginia Gov. Terry McAuliffe, and other Federal, state and local officials to break ground on two major infrastructure projects at the Port of Virginia. Supported by nearly $200 million in federal funding, the projects will relieve congestion and delays at the port terminals and naval base, while reducing harmful emissions and increasing safety in adjacent neighborhoods. “Ports like this one show us that having a first-class transportation system can attract first-class jobs and enable American businesses to ship goods all across the world,” said Secretary Foxx. Today’s vote is a necessary step to keep federal transportation programs in operation, but quick fixes are not the answer. “The supply chain is the lifeblood of any retailer. The U.S. Department of Transportation’s Maritime Administrator, Chip Jaenichen, today joined Senators Amy Klobuchar and Al Franken, Congressman Rick Nolan, Duluth Mayor Don Ness, local officials and port representatives in the groundbreaking of the Port of Duluth Intermodal project. A $17.7 million project, received $10 million from the U.S. Department of Transportation’s TIGER discretionary grant program. This project will connect water, road and rail infrastructure which will increase freight capacity and efficiency at the port. “When we invest in port infrastructure, we invest in an efficient transportation system that connects goods to Americans and American communities to opportunity,” said U.S. Transportation Secretary Anthony Foxx.

Our transportation network consists of different modes like roads, railroads, ship channels and ports. But when it comes to transporting food, building materials, bulk commodities, items used in manufacturing and finished products, each of those modes must be firing on all cylinders and in sync with the others. It is hard to overstate America’s reliance on a safe and efficient freight network. This network is the circulation system that fuels our economy health and helps secure our Nation, and the Obama Administration has consistently emphasized the importance of improving our infrastructure.

U.S. Transportation Secretary Anthony Foxx was joined by Vice President Joe Biden, and Maritime Administrator Chip Jaenichen at the Wando Welch Terminal Project in Charleston as part of the secretary’s four-day, five state GROW AMERICA Express bus tour aimed at encouraging Congress to act on a long-term transportation bill. Current surface transportation funding is set to expire on May 31st. “The infrastructure we’re helping to build here at the Wando Welch Terminal means a safer, more efficient, and economically competitive facility,” said Secretary Fox.

The U.S. Department of Transportation’s Maritime Administrator Paul ‘Chip’ Jaenichen today visited the future site of a marine cargo dock at the Port of Brownsville made possible, in part, through a $12 million Transportation Investment Generating Economic Recovery (TIGER) discretionary grant from the U.S. Department of Transportation (DOT). “By developing its facilities, the Port of Brownsville will accommodate more cargo, create new regional jobs, and grow the South Texas economy,” said U.S. Transportation Secretary Anthony Foxx.

 (AAPA) say that after evaluating 797 applications totaling requests for $9 billion for FY 2014 Transportation Investment Generating Economic Recovery (TIGER) grants, U.S. Department of Transportation (USDOT) Secretary Anthony Foxx has announced 72 awards totaling $584 million will be distributed in the sixth round of this multimodal, discretionary grant program. Another $54,469,652 comprising five awards, which is equal to about 9 percent of the total funding, is going to what USDOT classifies as “freight rail” projects. Like freight rail, millions more are being awarded to various road and planning projects which aid in the movement of freight into and out of America’s seaports. The National Freight Advisory Committee yesterday unanimously approved a recommendation to pass legislation that will ensure that the Harbor Maintenance Tax is utilized for its intended purpose - to keep the nation's harbors and channels dredged and maintained at their maximum authorized depth for the safe shipping of commerce. The resolution was championed by Paul C. LaMarre III, Executive Director of the Port of Monroe, Michigan. The Harbor Maintenance Tax is a user fee collected by the U.S. Government to ensure the adequate maintenance and operations of the national waterway infrastructure. In recent years, more fees have been collected than expended and the Harbor Maintenance Trust Fund contains a surplus of $8.2 billion.

DOT Announces Proposal to Establish ‘National Freight Network’. U.S. Transportation Secretary Ray LaHood has announced the establishment of a National Freight Advisory Committee to provide recommendations aimed at improving the national freight transportation system. A strong freight transportation system is critical to the nation’s economy and essential for helping meet President Obama’s goal of doubling U.S. exports by 2015. “Our freight system is the lifeblood of the American economy,” said Secretary LaHood.

The dredging crisis on the Great Lakes will again dominate Lake Carriers’ Association’s efforts in 2013. LCA’s 2012 Annual Report released today stressed that inadequate dredging took a real toll on Great Lakes shipping in 2012. “The drought has pushed water levels on Lake Michigan and Huron to record lows,” the Association noted. “The water level in the St. Marys River also declined as 2012 wore on; by year’s end ships were loading to less than 26 feet. In 1997, the last period of high water, ships routinely locked through the Soo drafting 28 feet or more.

Hinge-Ship is a patented concept designed to combine the advantages of both deep draft and shallow draft shipping within the confines of a single vessel. The concept, if proven viable, could help to further the mandate of shaving valuable time from the transportation of goods from "point A to point B," as it would literally eliminate the need for storage at transshipment points and the transfer of cargo to other vessels, and all of the time and cost inherent in both. Silt accumulation and dredging that's been postponed for years have prevented the full use of U.S. waterways and ports, maritime industry leaders said last month. Hundreds of U.S. ports and harbors are meant to be maintained by the U.S. Army Corps of Engineers to foster navigation. But many of the country's channels are not kept at their authorized depths, and last year the backlog of needed dredging projects swelled.
