USCG Towboat Licensing Rules Are Still Pending

The saga of the USCG modification of the towing licensing rules continues. On Oct. 27, 2000 the USCG delayed by six months the implementation of the new towboat licensing requirements published November 19, 1999. They were to go into effect on Nov. 20, 2000. As you may recall, these rules make far reaching changes to the licensing system for towing vessels. They completely split towboat license off from the rest of the maritime licensing system. In general terms towboat licenses will not be accepted in non-towing service and visa versa. In the future, mariners without a specific endorsement for Towing on their license will not be able to operate a towing vessel.

Coast Guard Tries to Fix Towboat Licensing Rule Problems

The USCG published Interim Rules concerning new licensing regulations for Towing Vessels on November 19, 1999. These rules were generated in order to improve the safety record of the towing industry. There was great controversy over the evolution of these rules. Licensed individuals and operating companies considered these rules to be unnecessary overkill and were extremely reluctant to actively support the process. The Coast Guard aggressively pursued their objective and probably became so inured or jaded by industry’s vocalizations that the USCG failed to hear many legitimate concerns. As a result the Interim Rules published in 1999 were at best incomplete or at worst defective.

Implementation Issues Key to Effectiveness of Licensing Rule, AWO Tells USCG

Ensuring the smooth and effective implementation of new licensing requirements for towing vessel officers will be the most critical USCG-industry challenge as the November 2000 effective date approaches, AWO told the USCG. In its comments, AWO reiterated its support for the new approach to towing vessel officer licensing contained in the agency's November 1999 interim rule. "We believe the interim rule, with its emphasis on practical demonstration of operational proficiency, will enhance industry safety by ensuring that newly licensed towing vessel operators meet rigorous standards of training and experience," AWO wrote.
