Bollinger Lays Keel for USNS Muscogee Creek Nation

US Bolsters Its Sealift and Tanker Support Fleets

The United States has bolstered its fleet of U.S.-flagged sustainment sealift vessels and product tankers to support the Department of Defense (DoD) during times of armed conflict or national emergency.The U.S. Department of Transportation’s Maritime Administration (MARAD) in recent months has been building up fleets of commercial vessels under its Maritime Security Program (MSP) and Tanker Security Program (TSP), and on Tuesday it announced full enrollment in each.The newly selected MSP vessels Liberty Power and Tulane operate under Liberty Global Logistics, LLC of Lake Success, N.Y. and American Roll-On Roll-Off Carrier Group Inc.'s (ARC) shipowning component Fidelio Limited Partnership of Ponte Vedra Beach, Fla., respectively.

MARAD Approves First Ships for Its Tanker Security Program

The U.S. Maritime Administration (MARAD) has approved the first vessels for participation in its Tanker Security Program (TSP), a newly created public-private partnership program that makes U.S.-flag commercial product tankers available to support U.S. armed forces.Modeled from MARAD's Maritime Security Program (MSP), the TSP assures the Department of Defense has access to U.S.-registered product tankers that may be used to supply the armed forces with fuel during times of armed conflict or national emergency.

Bill to Honor U.S. Merchant Mariners of WWII Introduced

Rep. John Garamendi introduced House Resolution 550, aka the Merchant Mariners of World War II Congressional Gold Medal Act, in Congress Tuesday.The bill aims to award a Congressional Gold Medal to merchant mariners who served in World War II. The Gold Medal is one of the highest honors awarded in the United States.“Throughout the Second World War, our armed forces relied on the Merchant Marine to ferry supplies, cargo and personnel into both theaters of operation, and they paid a heavy price in service to their country,” said Garamendi.“The Merchant Marine suffered the highest per capita casualty rate in the U.S. Armed Forces during World War II. Coast Guard Icebreaker Completes 129-day Arctic Deployment

The crew of the U.S. Coast Guard Cutter Healy returned home Friday to their homeport in Seattle following a four-month deployment in the Arctic. In addition to providing presence and access in the Arctic during the 129-day summer deployment, the Healy crew completed three research missions in partnership with the National Science Foundation, the National Oceanic and Atmospheric Administration and the Office of Naval Research, conducting physical and biological research in the Arctic Ocean.

Gulftainer Signs 50-year Lease for Port of Wilmington

Merchant mariner numbers may be at a low in the U.S., but the men and women of the Ready Reserve Force (RRF) have increased their operating days by 245 percent from Fiscal Year (FY) 2016 to FY 2017.This year’s missions have included some of the largest ammunition movements since the Vietnam War – which the RRF crane ships are exceptionally cut out for; unit resupply to various theaters around the world, and movement of rotating forces including supporting the Canadian military.

LGL Brings US-flag RO/RO into Service

Liberty Global Logistics LLC (LGL) said its newest U.S.-flag Roll-On/Roll-Off (RO/RO) vessel, the M/V Liberty Peace, has commenced service. The flag of the vessel was transferred from Norwegian flag by the captain of the M/V NOCC Baltic to Jeffrey M. Raider, the U.S. Captain of the vessel. The M/V Liberty Peace was delivered to its owners in March 2017. The pure car/truck carrier (PCTC) will proceed to the U.S. West Coast to load cargo, then continue westbound across the Pacific to destinations in the Far East and Middle East. The vessel was designed to transport commercial vehicles, rolling stock and project cargo, as well as military wheeled and containerized equipment such as M-ATVs, HUMVEEs, MRAPs, armored personnel carriers, tanks, helicopters and unit equipment.

If the news that Louisiana-based boatbuilder Metal Shark is ramping up production to build an inventory of stock vessels, with the goal of reducing lead times and enhancing service sounds familiar, but perhaps not on this side of the big pond, that’s because the move truly represents an innovative concept for North American builders. Savvy shipbuilding stakeholders everywhere, of course, know that Netherlands-based Damen has been doing it (successfully) for years. U.S. Coast Guard Commandant Adm. Paul Zukunft delivered the 2017 State of the Coast Guard Address at the National Press Club Thursday. This was Adm. Zukunft's third State of the Coast Guard Address and he emphasized the service as a unique instrument of national security. First and foremost an armed service, the Coast Guard is the only branch of the U.S. armed forces that has broad law enforcement authorities and a portfolio of more than 60 bi-lateral agreements that extend around the globe, Zukunft said.

World Refugee Crisis to Worsen with Climate Change

A historic 52 million people are fleeing conflict worldwide, a trend that will intensify over the next two decades because of climate change, International Rescue Committee chief David Miliband said on Friday. "One of the drivers of displacement and potential conflict over the next 10 to 20 years will be climate (change) - resource scarcity," said Miliband, a former United Kingdom foreign minister. Miliband said there were 16 million refugees and 36 million people displaced in their own countries, typically by civil war. That is the largest number of people fleeing persecution since World War Two, he said during a Reuters Newsmaker event in New York. "Do I think the current level is a blip or a trend?" Miliband said.
