US Names New Members to Maritime Transportation System National Advisory Committee

U.S. Transportation Secretary Pete Buttigieg this week announced the appointment of 25 new members to the Maritime Transportation System National Advisory Committee (MTSNAC). The MTSNAC Charter will advise the Secretary, through the Maritime Administration (MARAD) Administrator, on ways to identify and address impediments hindering the effective use of short sea transportation. In 2007, scholar Nassim Nicholas Taleb, who holds a doctorate from the University of Paris, wrote a bestselling book titled â€śBlack Swan,” which proposed a theory involving unpredictable events with significant impact. Taleb believed that a black swan event was an outlier with significant impact and, once it occurs, is the source of deep reflection and rationalization. Since the book’s publication, a significant number of research efforts have been developed to consider possible black swan events that significantly impact the Maritime Transportation System (MTS) and the Maritime Global Commons.

MARAD Awards $9.5 Mln for Marine Highways Projects

The U.S. Department of Transportation’s Maritime Administration (MARAD) awarded $9.5 million in grants to eight marine highways projects across the Nation under the America’s Marine Highway Program. Maintaining the system of buoys and beacons that guide mariners through our nation’s waterways is the United States Coast Guard’s oldest mission. Tracing its roots to the ninth law passed by Congress in 1790 that moved lighthouses under Federal control, the U.S. Lighthouse Service and its vast portfolio of buoys, beacons, buoy tenders and lightships were a founding part of the U.S. Coast Guard in 1939. Along with the mission, many of the beacons the Coast Guard maintains today date back centuries.

Foxx Names New Members to Maritime Industry Advisory Panel

U.S. Transportation Secretary Anthony Foxx announced the appointment of 29 new members to the Marine Transportation System National Advisory Committee (MTSNAC). Established in 2010, MTSNAC is comprised of leaders from commercial transportation firms, ship construction, repair and recycling, trade associations, state and local public entities, labor organizations, academics, and environmental groups that advise the Secretary and the Maritime Administration on policies to ensure that the U.S. Marine Transportation System is capable of responding to projected trade increases. The Committee advises the Secretary on solutions to impediments hindering effective use of short sea transportation and other matters as the Secretary determines.

US Coast Guard Expands AIS Requirements

The U.S. Coast Guard has expanded Automatic Identification System (AIS) requirements to include additional commercial vessels.    The change, which applies to U.S.- and foreign-flagged vessels that are 300 gross tons or less, went into effect this month.   Most commercial vessels operating on U.S. waterways are required to have AIS, a navigation safety communications system designed to mitigate collisions.   AIS increases situational awareness across the U.S. Marine Transportation System, the vital economic arteries that enable the continuous flow of overseas trade, sustain 13 million jobs and facilitate $3.2 trillion in commerce

AAPA Elect Kristin Decas as Next Chairman

The American Association of Port Authorities (AAPA) informs it has elected Kristin Decas, CEO and port director for the Port of Hueneme (Calif.) as its incoming chair for AAPA’s 2014-2015 activity year. Ms. Decas will take office at the conclusion of the association’s annual convention in Houston in November. “The upcoming activity year will be an exciting one and we look forward to Kristen’s leadership as AAPA continues to address the issues of most relevance and importance to all our member ports,” said Kurt Nagle, AAPA president and CEO. “Kristin is a proven leader and will be a great asset to AAPA, and to the port industry. Help Wanted: U.S. Maritime Industry

There are plenty of job openings in the American maritime industry for qualified people, according to a survey issued by the U.S. Department of Transportation’s Maritime Administration. Almost two-thirds of the operators of U.S.-registered vessels who responded said they had trouble in the past year finding enough qualified people to fill all their jobs. “The maritime industry is a great place to look for long-term employment now,” noted Maritime Administrator Sean T. Connaughton. “It used to be that there were too few jobs and too many people looking. The survey results were drawn from self-administered questionnaires returned to the Maritime Administration from U.S.-flag vessel operators.

Financing Sources for U.S. Government Programs

Recent growth in ferry construction, particularly in the U.S., has been significant. The U.S. Department of Transportation recently reported that the U.S. marine transportation system annually transports 134 million passengers by ferry. Although the U.S. fleet represents a small percentage of the worldwide fleet, the U.S. fleet has recently experienced one of the largest and most rapid growth rates. This growth represents an increase both in sheer numbers as well as in the size of new vessels. New Government Statistics Show Larger, Diverse Fleet

New statistics released by MarAd reveal a much larger and more diverse U.S.-flag fleet than ever before reported. The data, unveiled by MarAd Administrator Clyde Hart, shows the American fleet actually totals more than 37,000 vessels, and paints a picture of a robust and diverse fleet, with great capacity to meet U.S. shippers' transportation needs while also meeting strict U.S. environmental and safety standards. MarAd Charters MTS Advisory Council

The Maritime Administration has chartered the Marine Transportation System National Advisory Council (MTSNAC), an outgrowth of Secretary of Transportation Rodney Slater's 1999 report to Congress, "An Assessment of the U.S. The council will provide advice to the Secretary of Transportation, via the Maritime Administrator, on the current and future needs of the marine transportation system (MTS) and recommended strategies, policies, and goals for meeting them. The council will consist of no more than 30 representatives from non-federal organizations representing a broad cross-section of MTS stakeholders, including: vessel owners and operators…
