Maritime Partners, a Louisiana-based provider of maritime financing solutions primarily focused on Jones Act vessels, announced that on September 20, 2023, one of its managed funds acquired Norfolk, Va.-based U.S. Marine Management LLC (USMMI) from Maersk Line, Limited.USMMI owns and operates U.S. flag vessels—including one owned maritime support vessel, three owned tankers, and one bareboat chartered tanker—for charter to the U.S. Navy's Military Sealift Command. It also performs operation and maintenance of U.S. government-owned vessels, and currently has one O&M contract supporting U.S.

Kinder Morgan's shipping arm, American Petroleum Tankers, has been awarded a $28,548,000 charter contract option for one of its MR tankers, Empire State.The U.S. Department of Defense (DOD) announced the deal earlier this week, stating the option is the third of the current contract, which includes a 12-month base period with three 12-month options and one 11-month option. Austal USA finalized a deal to establish a repair facility in the Port of San Diego. The deal, first announced in November, includes a long-term lease of a waterfront site in National City adjacent to Naval Base San Diego, and the 15-acre site will focus on ship repair for U.S. Navy, Military Sealift Command and U.S. Coast Guard ships. The site will be centered on a newly-built dry dock designed to efficiently dock small surface combatants and similar sized ships.“This agreement marks a major milestone in the continued growth of Austal USA’s services business.

The U.S. Navy Military Sealift Command (MSC) has awarded GE Power Conversion an indefinite-delivery/indefinite-quantity (IDIQ) contract to maintain the electric and hybrid electric power and propulsion systems aboard its vessels. The five-year contract potentially could be worth $125 million.The contract covers maintenance, modernization and upgrades, training, repairs, parts, remote technical support, and program management on 35 vessels, with more ships to be added as they are built and turned over to MSC after commissioning.

ABS has announced it is engaged in a two-year project with the U.S. Navy’s Military Sealift Command (MSC) to deliver the industry’s first bow-to-stern Condition-based Class asset management program. The objective of the two-year joint project is a landmark advancement in the classification industry—enabling the move from purely calendar-based surveys to an entirely condition-based classification model—using digital solutions to increase MSC’s operational availability and flexibility. Throughout the project, ABS is collecting data from newly installed hull sensors, as well as from sensors on all classed machinery on board three MSC vessels.

As Congress wrestles with the budget, there is at least a bipartisan consensus that defense spending should grow, and that includes growing the Navy’s fleet. The current goal is 355 ships, an admirable goal, but an objective that faces many cost hurdles. The surface fleet (which excludes submarines and aircraft carriers) needs to grow in capability and capacity. The numbers of ships being procured or envisions would increase as the total n umber of ships increases, but the number in this story represents current program status.

U.S. Navy’s Sealift Body Accepting OSVDPA DPO Certificates. The Offshore Service Vessel Dynamic Positioning Authority, Inc. (OSVDPA) announced the U.S. Navy’s Military Sealift Command (MSC) is accepting OSVDPA DPO Certificates for mariners seeking employment by MSC. Dynamically positioned vessels are a growing part of MSC’s fleet and operations and are being utilized at a higher rate in recent years in an effort to conduct operations, often times dive and salvage operations, in a safer and more efficient manner. MSC currently has three DP-equipped vessels in its fleet, charters DP vessels from industry, and anticipates adding several more DP-equipped vessels in the coming years to aid in their operations.
