German Shipbuilding Prospects are Fair & Partly Cloudy

There are few maritime sites as spectacular as seeing a newly built cruise ship, in this case Celebrity Reflection, make the journey from the Meyer Shipyard, Papenburg up the river Ems to the North Sea.

While economies across Europe have essentially bumbled, stumbled and fumbled in the wake of the global economic meltdown, Germany has remained comparitively strong. Despite the general migration of shipbuilding to the Far East, we decided to check in on the current status of this proud nation with a strong maritime heritage. German shipbuilders concentrated in 2012 on building cruise ships, megayachts, freight ferries and additional high-value, specialty ships. In total, nine German shipyards across 12 shipbuilding sites supplied 21 sea going ships with a total tonnage of 473,700.

Rescue Aid for German Shipbuilder Approved by EC

The European Commission has authorised under EU state aid rules, a state guarantee backing a rescue loan of €152.4 million for the German shipbuilder P+S Werften in Mecklenburg-Vorpommern. The aid is in line with EU rules on rescue aid because it is limited in time and scope. The Commission approved the measure temporarily, until it can take a position on the restructuring plan to be submitted by Germany within maximum six months. The Commission authorised a short-term measure to tackle liquidity problems and enable P+S Werften to pay creditors and properly maintain production pending the implementation of a restructuring plan. P+S Werften GmbH was created in 2010 through the merger of the two long-established German shipbuilding companies Volkswerft Stralsund GmbH and Peene Werft GmbH.

EC Extends State Aid for Shipbuilding

The European Commission has prolonged the Framework on state aid rules for shipbuilding for three more years, until 31 December 2011. This extension follows an earlier extension in 2006 (see IP/06/1452). The Commission has concluded that the Framework, which came into effect on 1 January 2004 (see IP/03/1607) has been applied without any problems and does not need to be revised at this stage. The Framework's main principle is that horizontal state aid rules apply to shipbuilding except where specific provisions apply that reflect the specific characteristics of the shipbuilding industry and market. The specific provisions contained in the Framework concern regional aid, closure aid, export credits, development aid, employment aid and aid for research, development and innovation.

A Helping Hand in Stralsund

The Stralsund ship lift reportedly breaks all records, as nowhere in the world is there a lifting and lowering facility on a larger scale than this 754 x 115 ft. (230 m x 35 m) lift. Equally impressive is its power, which enables it to raise and lower a ship of up to 20,700 tons to a maximum of 36 ft. (11 m) without difficulty, the Maersk Valencia in December 1999, serving as an example. The bow of the oceangoing giant peers out of the 36 ft. (75 m) high shipyard bay, its steel hull follows: the Maersk Valencia, a 682 ft. (208 m) containership, edges slowly forward. On 432 wheels, a strange vehicle trundles along the rails like a steel centipede, at two meters a minute.

EU Approves State Aid to Modernize German Shipyard

The European Commission said it has approved a $5.5m regional investment aid package for the German shipyard Volkswerft Stralsund. The total investment will be $24.8m, with $5.5m paid as state aid, corresponding to 22.5 pct -- the maximum aid intensity allowed under the Framework on State aid to Shipbuilding. Germany said it would provide aid to Volkswerft Stralsund, situated on the Baltic coast in Mecklenburg-Vorpommern, in August 2005. The region has a standard of living is below the EU average and serious unemployment.

EC Opens Aid Investigation

The European Commission has launched a formal investigation under EC Treaty state aid rules into proposed regional investment aid of around $6.9 million to two German shipyards, Rolandwerft and Volkswerft Stralsund. The Commission needs to verify that the aid is limited to the modernization and upgrading of existing installations, as required by the rules governing state aid to shipbuilding, and that there will not be capacity increases in a sector cyclically suffering from over-capacity. The opening of a formal investigation will give interested parties an occasion to comment on the measures. It does not prejudge the outcome of the procedure. The proposed aid would be for investment to enable Volkswerft Stralsund to build larger ships. Investment costs amount to $22.3 million.
