The Coast Guard is urging people to use extreme caution when venturing onto the ice across Lake Superior, St. Marys River, and the northern parts of lakes Michigan and Huron with the forecasted rain and snow predicted this weekend. The snow-covered ice will give a false appearance that the ice is safe. Ice is unpredictable and the thickness can vary, even in small areas. Water currents, particularly around narrow spots, bridges, inlets and outlets, are always suspect for thin ice. Stay away from cracks, seams, pressure ridges, slushy areas and darker areas since these signify thinner ice. Obstructions such as rocks, logs, vegetation and pilings affect the strength of ice. Heat from these obstructions slows ice formation.

Coast Guard crews at Station Burlington, Vermont, are urging Lake Champlain locals and visitors to use extreme caution on the lake and surrounding waters this weekend. With more snow forecasted, unsafe ice may be hidden from view and poses greater danger than normal as the added weight of the snow decreases density of the ice. Rescues in Saginaw Bay, Michigan, Sunday evening and Lake Erie Monday morning are the latest in an alarmingly high number of Great Lakes ice rescues since Saturday, prompting a Coast Guard reminder of the risk of venturing out onto the ice and of the importance of taking appropriate safety precautions. The names and hometowns of the rescued and assisted are not being released. At about 7:30 p.m. Sunday, a 911 operator contacted search-and-rescue controllers at the Coast Guard Sector Detroit Command Center to report a disoriented man on Saginaw Bay in blizzard conditions. The man called 911 from his cell phone, allowing the dispatchers to determine his coordinates before losing communication with him.

At least 129 people are dead in the Democratic Republic of Congo after an overcrowded vessel sank on Lake Tanganyika in the early hours of Friday morning.   According to Laurent Kahozi Sumba, the transport minister for Katanga province, 129 bodies have been recovered and there are 232 known survivors – though the true death toll is unknown, AP reported.   Kahozi said an investigation into the cause of the sinking is underway. The Coast Guard rescued eight people after their vessel sank in Kaiwi Channel, Molokai, Sunday. Watchstanders at Joint Rescue Coordination Center Honolulu received an unregistered signal for possible persons in distress approximately 12 miles west of Molokai. The JRCC launched an MH-65 Dolphin helicopter crew from Coast Guard Air Station Barbers Point to search the area. Shortly after the initial unregistered signal notification, watchstanders at Coast Guard Sector Honolulu received a call from a father stating his son and seven others were in distress in the vicinity of the signal. SCC issued an Urgent Marine Information Broadcast to mariners in the area.

On July 1, 2003 the Coast Guard published in the Federal Register the long anticipated regulations concerning maritime port and vessel security. This is a major rulemaking printed in seven separate individual rulemakings. These rulemakings concern compliance with provisions of the Maritime Transportation Security Act of 2002 (MTSA) and implementation of the International Maritime Organization's (IMO's) International Ship and Port Facility Security (ISPS) Code. The regulations incorporate the ISPS Code into the domestic maritime trade. The ISPS Code applies to all port facilities and vessels (MODUs, cargo & passenger vessels subject to SOLAS) in international trade. Any vessel not on the above list must still comply with the new security provisions of 33 CFR Parts 101 and 103.
