Recent articles addressing artificial intelligence (AI) have questioned the value of experience and intuition versus computed logic based upon data and logarithmic differentiations.

Former US Navy Attaché Sentenced for Taking Bribes

A Retired U.S. Navy Captain was sentenced in federal court today to 41 months in prison for his role in a massive bribery and fraud scheme involving foreign defense contractor Leonard Glenn Francis and his firm, Singapore-based, Glenn Defense Marine Asia (GDMA). Acting Assistant Attorney General Kenneth A. Blanco of the Justice Department’s Criminal Division, Acting U.S. Attorney Alana W. Robinson Southern District of California, Director Dermot O'Reilly of the Defense Criminal Investigative Service and Director Andrew Traver of the NCIS made the announcement. In addition to the 41-month prison sentence, U.S. District Judge Janis L. Sammartino ordered Michael Brooks, 59, of Fairfax Station, Virginia, to pay a $41,000 fine and $31,000 in restitution to the U.S. Navy.

You have either been hacked... or just didn’t know you have been hacked. I predict that the first catastrophic maritime cyber incident will not be the result of a direct attack on a safety critical specific piece of equipment. It will be the result of an infection on a random PC, perhaps an unassuming email to a crew member, whose PC is either connected to the vessels internal super highway or he transmits the infection internally whilst it lies dormant. Some positive market indicators could presage an investment revival in the U.S. Gulf of Mexico – and beyond. The good news, reported by Bloomberg, is that in the third quarter of 2016, the largest oil companies increased cash from operations by nearly $26 billion. This reflects a 67 percent increase from the previous quarter and more than twice the amount of the first quarter of 2016. Exxon Mobil, Royal Dutch Shell, Chevron, Total and BP indicated that the increase was due to lower spending, increased output and rising crude prices, although the numbers were still below last year’s numbers.

Obama Announces Actions On Renewable Energy

President Barack Obama announced steps on Friday to increase the use of solar panels, boost energy efficiency in federal buildings and train more people to work in the renewable energy field. "It's the right thing to do for the planet," Obama said, standing in the outdoor lighting display section of a WalMart store that features roof-top solar panels and a charging station for electric vehicles, among other energy-saving retrofits. The president used the stop to show how major corporations have committed to increasing the generation of solar power at their facilities. Wal-Mart Stores Inc, Apple Inc , Yahoo Inc, Google Inc and Ikea were among the companies that have made such commitments.

GE In Talks To Buy Alstom's Power Arm

U.S. industrial conglomerate General Electric Co is in advanced talks to buy the global power division of struggling French engineering group Alstom SA for about $13 billion, sources familiar with the matter said on Friday. Sources said a deal was backed by Alstom's main shareholder, French conglomerate Bouygues with 29 percent, and could be announced in the coming days after an Alstom board meeting on Friday afternoon. The board was due to meet again on Sunday to discuss the transaction, French daily Le Figaro said. "Talks are going ahead swiftly, the deal's structure is defined and everything is almost ready," one of the sources said. Alstom Chief Executive Patrick Kron confirmed to union representatives there were talks about an "industrial deal," but did not name GE.

I hope that this headline, if you saw it, scared you as much as it did me. Although I have some confidence about the future of shipping, or I wouldn’t be here, my topic today is about forecasting. Forecasting, to the ancient Greeks and Romans, had a lot to do with omens. The ancient Greeks sought their guidance from the stars, which they believed help them predict the course of future events. The Romans, on the other hand, sought to predict the future in the flight of birds, the cackling of geese, and most famously in the examining of entrails of poultry and domestic animals. The experts who did this kind of thing were called augurs. Today, we rely on Alan Greenspan and Ben Bernanke. History, however, is on the side of the ancients.

Castle Shipboard Security Program at University

The Castle Shipboard Security Program is now affiliated with Nova Southeastern University providing university certificates and continuing education units in Vessel Defense and Shipboard Security. The program is consistent with current national and international conventions including SOLAS and the ISPS Code. In order to meet the needs of the working learner, the program consists of three modules, each one week in duration. The modules consist of the prerequisite Basic Course, the Shipboard Security Team Officer Course, and a Practical Course which deals with training in both non-lethal and lethal defensive techniques in a real world environment. The program's fused training is intended for professional mariners, law enforcement officers, and maritime security contractors.

2010 Norm Manly YMTA Scholarship

The Youth Maritime Training Association (YMTA) is a non-discriminating nonprofit organization dedicated to promoting and supporting students who wish to pursue careers in the maritime industry including the marine sciences. The YMTA offers an annual scholarship which may be used by students pursuing maritime training and education in community colleges, technical and vocational programs, colleges, universities, maritime academies or other educational institutions. Scholarships will be awarded in the amounts of one $5,000, one $3,000, and two $1,000 in the Spring of 2010.     Must plan to pursue a post-secondary training or educational program leading to a maritime or marine related career.

China's Shipbuilding Picks up Speed

China's shipbuilding sector has picked up speed, with economic performance, product quality and manufacturing capability improving rapidly. According to Asia Pulse via Yahoo!, the output value of the industry has been growing at an average annual rate of 26 percent in the 2000-2004 period. Since the 10th five-year plan period, the industry has realized 31 per cent growth in total output value and 35 per cent growth in sales revenue. At present 70 per cent of the vessels built will be exported. The industry has exported vessels to more than 110 countries, including the United states, Japan, Germany, France and Canada, with 2004 exports hitting 5.6 million deadweight tons, valued at US$3.16 billion. Of the orders in hand, 85 per cent are placed by foreign ship owners.

China Shipping Devt To Buy Eight Oil Tankers

Hong Kong-listed China Shipping Development Co. agreed to buy eight oil tankers for $556m from two Chinese shipbuilders. According to Yahoo! News, China Shipping Development, a unit of state-owned China Shipping (Group) Co., said it would buy four oil tankers for $408m from Dalian Shipbuilding Industry Ltd. It said the four vessels would enter operations between June and December 2009. China Shipping Development also said it would buy four oil tankers for $148m from Guangzhou Shipyard International Ltd. The first of these vessels will enter operations October 2007, while the last would be delivered in November 2009.The company said it would finance the purchases through bank borrowing and internal resources. Keppel Corp Increases Stakes in O&M

Keppel Corporation Limited increased its stake in Norway's Offshore & Marine ASA to 61.87%. The deal was executed through Keppel Corp's wholly owned subsidiary FELS Offshore, which bought a total of 1,648,000 O&M shares from Norestraen Industrier AS and Norestraen Investering AS for a total cash consideration of $448,000. The book value of the O&M shares was approximately $297,913 as at Dec. 31, 2005, but the deal took into account the future business prospects of O&M and was done on a willing buyer and willing seller basis. Through the acquisition, FELS' shareholding in O&M will increase to 6,960,500 shares - representing 61.87% of the issued share capital - from 5,312,500 shares, which represented 47.22% of the issued share capital.

Guangzhou’s 2005 Net Pft to Rise Over 40%

Hong Kong-listed Guangzhou Shipyard International Co. expects its 2005 net profit rose more than 40% on improved profitability in shipbuilding and a writeback of provisions. The company's net profit for the year ended December 2004 totaled $7.6 million. In a statement to the Hong Kong stock exchange, Guangzhou Shipyard attributed the expected increase in 2005 earnings to higher ship prices and cost control measures. It said it expects gross margins in the shipbuilding business to be higher in 2005 than in 2004. The company's board of directors also approved a writeback of about $3 million of provisions made for bad debt, which will be included in the 2005 consolidated profit and loss account. Guangzhou Shipyard is 43%-owned by state-owned China State Shipbuilding Corporation.

Freedom of the Seas En Route to NY

The world’s largest and most innovative cruise ship, Royal Caribbean International’s Freedom of the Seas, left Southampton, England today to make her transatlantic voyage to New York where she will make her U.S. debut on Wednesday, May 10. Freedom of the Seas was reported to be the second most popular search term on yahoo.com last week. Now the ship is set to make her mark on the United States where she will introduce a shipboard surf park, cantilevered whirlpools suspended 112 feet above the ocean, a full-size boxing ring and a 14-person family suite to an eager American audience.
