Singapore, Malaysia Joint Chemical Spill Exercise at Sea

The Maritime and Port Authority of Singapore (MPA) and the Marine Department of Malaysia (MDM) conducted a joint chemical spill exercise at sea along the East Johor Strait to test the Joint Emergency Response Plan (ERP) for Chemical Spill Incidents in the East Johor Strait. 2Jointly developed by MPA, MDM, the National Environment Agency (NEA) and Johor Department of Environment (DOE), the objective of the joint ERP is to respond to and mitigate chemical accidents involving the seaborne transportation of hazardous chemicals along the East Johor Strait. The emergency response exercise is part of the bilateral cooperation programme under the Malaysia-Singapore Joint Committee on the Environment (MSJCE).

Singapore, Malaysia Conduct Joint Chemical Spill Drill

The Maritime and Port Authority of Singapore (MPA) and the Marine Department of Malaysia (MDM) conducted a joint chemical spill exercise at sea along the East Johor Straits to test the Joint Emergency Response Plan (ERP) for chemical spill incidents and the communication linkages between the Operation Liaison Officers (OLOs) and the Environment Liaison Officers (ELOs) in both countries. Jointly developed by the Maritime and Port Authority of Singapore (MPA), the Marine Department of Malaysia (MDM), the National Environment Agency (NEA) and Johor Department of Environment (DOE), the ERP seeks to tackle potential chemical accidents involving the seaborne transportation of hazardous chemicals along the Straits of Johor.

U.S. House: Chemical Safety Board in Disarray

The U.S. Chemical Safety Board is in disarray and has struggled to finish investigations into serious accidents at chemical plants and refineries that in one case killed seven people, according to a draft report by two Congressional committees. The report, prepared by the House Committee on Oversight and Government Reform and the Committee on Science, Space and Technology, said CSB Chairman Rafael Moure-Eraso and two other officials have created an "abusive and hostile work environment" at the board's offices. The report, seen by Reuters, will be issued later Thursday. As a result, experienced investigators have left, according to the report, and delayed probes such as the one into the 2010 explosion at Tesoro Petroleum Corp's refinery in Anacortes, Washington, that killed seven.

STX Finland’s Rauma Shipyard Launches OPV

The offshore patrol vessel UVL10, currently being built for the Finnish Border Guard at STX Finland Oy’s Rauma shipyard, was named Turva at a festive naming and launching ceremony on Friday 2 August. Minister of the Interior Päivi Räsänen acted as godmother for the ship, wishing the vessel and its crew luck and success in their future maritime operations. In her speech as the ship’s godmother, Minister Räsänen stated that taking delivery of the ship is an important part of the preparation for the risks of increasing maritime transport and prevention of environmental damage…

MOUs to Govern Investigations

In December of last year, the National Transportation Safety Board (NTSB) and the US Chemical Safety and Hazard Investigation Board (CSB) stated that the two agencies had signed a Memorandum of Understanding providing that the NTSB would be the lead agency for investigating transportation-related accidents involving the processing, handling, or storage of a chemical substance that result in death, serious injury, or substantial property damage. The CSB is an independent, scientific investigatory agency (not a regulatory or enforcement body) created by the Clean Air Act Amendments of 1990, whose mission is to promote the prevention of major chemical accidents at fixed facilities.
