US Navy-owned FLIP Research Platform Retired from Service

A dynamic era in naval oceanography recently ended as the iconic Floating Instrument Platform — popularly known as FLIP — was officially retired from service.Built in 1962 with funding from the Office of Naval Research (ONR), FLIP helped generations of scientists and oceanographers better understand the mysteries of the sea, including internal waves, air-sea interaction and long-range sound propagation. NPS Research on Coast Guard Icebreaker to Enhance Arctic Readiness

During a seven-week Arctic transit aboard the U.S. Coast Guard icebreaker USCGC Healy (WAGB 20), Dr. Nita Shattuck from the Naval Postgraduate School (NPS) will study the impact of the extreme environment on crew performance and potential mitigations. During a seven-week Arctic transit aboard the U.S. Coast Guard icebreaker USCGC Healy (WAGB 20), researchers from the Naval Postgraduate School (NPS) will study the impact of the extreme environment on crew performance and potential mitigations, as well as advanced Additive Manufacturing (AM) technologies in adverse sea conditions.The studies, which commenced with Healy’s departure from Kodiak, Alaska on Aug. 26, will be led by principal investigator Dr. Nita Shattuck, a professor in the NPS Operations Research (OR) department.

The U.S. Navy has long valued the potential of additive manufacturing (AM) and 3D Printing.AM refers to the depositing of material layer by layer to create an object. For the Navy, it’s not practical to carry every replacement part for every system on a ship, and it can be difficult to forecast if or when parts will fail. AM provides a flexible source of supply in being able to make parts instead of ordering them and waiting for them to arrive, especially for warships at the far end of the supply chain.

US Navy, Coast Guard Extend Maritime R&D Partnership

The Naval Postgraduate School (NPS) in Monterey, Calif. and the U.S. Coast Guard Research and Development Center (RDC) in New London, Conn. agreed to a memorandum of understanding (MOU) on April 14 extending for five more years their previous three-year direct collaboration on joint research projects and exchanges. The extension is a result of the Tri-Service Maritime Strategy (TSMS) released in December, which underscored the need for joint cooperation in today’s security environment.

Reiss Named Director of NOAA's Ocean Prediction Center

NOAA has selected Arthur John “A.J.” Reiss, as the director of NOAA’s Ocean Prediction Center (OPC) in College Park, Maryland. OPC provides marine forecasts and critical decision support services for mariners, ensuring the safety of lives and vessels at sea by alerting to hazards like hurricane-force winds and high seas.“The nation’s maritime shipping industry is a $2.1 trillion economic activity for the U.S., making accurate and reliable weather forecasts at sea economically critical,” said Grant Cooper, Ph.D., acting NCEP Director.

2018 Maritime Risk Symposium – Energy and Maritime Risk

Energy.It seems that energy touches every aspect of our lives from heating our homes to ensuring that fresh produce is available at grocery stores. It powers our cars and allows industry to move products around the world. U.S. shipbuilder Huntington Ingalls Industries (HII) has promotedf Garry Schwartz to president of its Mission Driven Innovative Solutions (HII-MDIS) group, part of its Technical Solutions division. Perez Joins Hepburn and Sons

Hepburn and Sons has hired Rear Admiral Sam Perez as Chief, Advisory Services. Rear Admiral, a graduate of the U.S. Naval Academy, earned his Masters of Art degree in Strategic Planning from Naval Postgraduate School and completed a year-long tour of the Federal Executive Fellowship (FEF) Program at the Massachusetts Institute of Technology. Perez served in the U.S. Navy for 36 years, following commissioning from the United States Naval Academy in 1980. His at-sea commands included command of Destroyer Squadron (DESRON) 15 and command of Carrier Strike Group (CSG) 1. During his tour as the Deputy Director Joint Interagency Task Force South (JIATFS), Perez was assigned to Operation Unified Response as part of the U.S. response to the Haiti earthquake in 2010.

Landay Joins Gibbs & Cox Board of Directors

Naval architecture and marine engineering firm Gibbs & Cox, Inc. said that William E. "Bill" Landay III, President of W.E. LANDAY Consulting LLC, has been elected to its Board of Directors effective June 20, 2017. "[VADM Landay’s] expertise in the areas of foreign military sales, DoD acquisition, and science and technology programs will be a tremendous addition to the future growth of Gibbs & Cox," said President and Chief Executive Chris Deegan. Vice Admiral Landay retired in 2013 after more than 35 years of Naval service. His final assignment was as Director of the Defense Security Cooperation Agency (DSCA) where he was in charge of the $400 billion DoD program responsible for the sale of equipment, defense technologies, training and other services to foreign governments.

Last Port of Call for the U.S. Merchant Marine?

Part II in a two-part series, continued from the January 2017 edition of Maritime Reporter & Engineering News. Read Part I here. If reliance on the foreign commercial market is risky because of uncertain reliability, then what of U.S. Government ownership of a fleet of vessels? That has also been on the menu since the early 20th century. President Woodrow Wilson proposed in September 1914 that the U.S. Government acquire commercial cargo vessels. Congress disagreed, which delayed enactment of the President’s proposal until the Shipping Act, 1916. A compromise was struck to permit U.S. Government ownership as a war time measure – but all vessels so acquired had to be sold to private owners within five years of the end of the war.

Last Port of Call for the US Merchant Marine?

The privately owned U.S.-flag foreign trading fleet, which is an essential component of U.S. sealift capability, stands on the edge of a precipice. The fleet – roughly stable in terms of cargo carrying capacity from 2000 to 2012 – has declined from 106 vessels in 2012 to 78 vessels at October 30, 2016 primarily because of a substantial decline in available U.S. Government-reserved cargo. The size of the fleet has reached a point where the viability of the U.S.-flag industry involved in foreign trade – including its trained mariners…
