Crowley Liner Services is expanding at Port Everglades with a new 10-year terminal lease that calls for additional acreage and increased container guarantees. The U.S. Navy has exercised contract options funding Austal’s acquisition of long lead-time equipment associated with the construction of two additional 338 ft Joint High Speed Vessels (JHSV). As the prime contractor, Austal currently has contracts to build the first three JHSVs as part of a 10-vessel program valued at up to $1.6b. The most recent award funds the acquisition of long lead time material for JHSV 4 and 5. Austal was awarded the initial contract to design and build the first 338 ft JHSV in November 2008, with contracts for an additional two vessels awarded in January this year.

Austal USA and Bath Iron Works (BIW) have agreed to revoke their current teaming arrangement. This strategic decision allows Austal USA to act as prime contractor in the upcoming bid for 10 U.S. Navy Littoral Combat Ships (LCS). The U.S. Navy is expected to award the contract for two LCSs, including options for an additional eight vessels, by the end of US FY10. In the event that Austal USA is awarded the FY10 contract, potentially worth up to $4.8b, it will continue to act as Prime Contractor for future LCS bids. Northrop Grumman Shipbuilding, Inc., Pascagoula, Miss., was awarded on Feb. 10 a $41,288,005 cost-plus-fixed-fee contract for life cycle engineering and support services on the LPD 17 class amphibious transport dock ship program. Work will be performed in Pascagoula, Miss., and is expected to be completed by December 2010. Contract funds in the amount of $186,963 will expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Sea Systems Command, Washington, D.C., is the contracting activity (N00024-10-C-2203). BAE Systems Norfolk Ship Repair, Norfolk, Va., is being awarded a $21,853,550 modification to previously awarded contract for the USS Bataan (LHD-5) FY10 phased maintenance availability.

Austal has officially opened its new Modular Manufacturing Facility (MMF), equipping its U.S. shipyard with the ability to build up to three 328-ft-plus vessels each year. Phase One of the new $88m facility boasts 35,000m2 of manufacturing space under one roof, including a 7900m2 warehouse, as well as paved parking for more than 2000 vehicles. An official ribbon-cutting ceremony celebrating the completion of Phase One was held at Austal’s Mobile, Ala. shipyard. The Lockheed Martin (NYSE:LMT) -led industry team submitted its proposal for the Littoral Combat Ship (LCS) fiscal year 2010 contract to the U.S. Navy on July 31. The Program Executive Office, Ships, is expected to award a contract this coming fiscal year for additional Littoral Combat Ships. The U.S. Navy is proceeding with a limited competition with winners of the Flight 0 phase of the program, Lockheed Martin and General Dynamics. The U.S. Navy awarded the Lockheed Martin team a fixed price incentive fee contract in March 2009 to build the Navy's third LCS. LCS 3, the Navy's future USS Fort Worth, is being built in Marinette, Wis., with more than half of the ship's modules currently under construction.

During the Subcommittee on Coast Guard & Maritime Transportation hearing on President Obama’s Fiscal Year 2010 Budget Requests for the United States Coast Guard, United States Maritime Administration and Federal Maritime Commission, Chairman Elijah E. “The Subcommittee convenes today to examine the fiscal year 2010 budget requests for the Coast Guard, Federal Maritime Commission, and the federal Maritime Administration. The President has requested just under $9.5 billion in fiscal year 2010 to fund the U.S. Coast Guard. This request would provide an increase of approximately $371 million – 4.1 percent – over the service’s enacted fiscal year 2009 budget.

The Great Lakes Maritime Task Force said the Great Lakes came up short when the U.S. Army Corps of Engineers decided how to divvy up the $4.6b Congress gave it for job creation and infrastructure improvements under the American Recovery and Reinvestment Act. The Corps allocated only two percent of its stimulus dollars to the Great Lakes, leaving navigation and environmental projects in America’s heartland high and dry. The Task Force said the eight Great Lakes states received $94m for Lakes projects out of the $4.6b Congress gave the Corps, despite the fact cargo movement can top 200 million tons a year and supports hundreds of thousands of family-sustaining jobs.

The Great Lakes Maritime Task Force (GLMTF) has expressed its disappointment that the second Poe-sized lock at Sault Ste. Marie, Michigan did not receive any Federal stimulus dollars. GLMTF stated that Congress has strongly supported the project, authorizing the lock at full Federal expense in 2007, and approving tens of millions of dollars in Federal construction funding, including $17 million recently in the FY09 Appropriations Bill. “It is incomprehensible that the U.S. Army Corps of Engineers did not include the new Soo lock in projects that will be funded from its share of the American Recovery and Reinvestment Act (ARRA),” said Donald Cree, President of Great Lakes Maritime Task Force, the largest coalition promoting waterborne commerce on the Great Lakes.

Thanks to a significant increase in funding for dredging on the Great Lakes in FY08, the U.S. Army Corps of Engineers was finally able to start reducing the backlog of sediment that is clogging the Great Lakes Navigation System announced Great Lakes Maritime Task Force in its 2008 Annual Report released March 20. “Congress really stepped up to the plate and gave the Corps nearly $140m to dredge Great Lakes ports and waterways in FY08. The outlook for FY09 initially was not as positive. The Bush Administration’s final budget proposed to slash the Lakes’ dredging appropriation by nearly $50m. “Thanks to the Great Lakes delegation, the omnibus bill did bring the Lakes’ dredging appropriation back up to $125m, an increase of $35m over what the Bush Administration had proposed.

Swiftships Shipbuilders, LLC, Morgan City, La., is being awarded a $13,414,450 firm-fixed price contract for the design and construction of two 28 meter coastal patrol craft for the government of Egypt. The coastal patrol craft is used for coastal surveillance, search and rescue, response to emergency situations, and security assistance. Work will be performed in Morgan City, La., and is expected to completed by May 2010. Contract funds will not expire at the end of the current fiscal year.
