Oversight Committee Discusses Marine Safety

The Senate Committee on Commerce, Science and Transportation conducted an oversight hearing regarding transportation security. Senator John McCain (R-AZ), Committee Chair, noted that maritime security remains a daunting task. Mr. Jeffrey Shane, Under Secretary of Transportation Policy, discussed the role of the Department of Transportation regarding security and its coordination with the Department of Homeland Security. Admiral Thomas Collins, Commandant, U.S. Coast Guard, discussed the agency's strategy to reduce maritime security risks through: (1) increasing maritime domain awareness, (2) implementing preventative measures, (3) securing borders and protecting infrastructure, and (4) preparing to respond quickly if necessary.

Customs and DOT Launch 'Operation Safe Commerce' Program

Associate Deputy Secretary of Transportation Jeffrey Shane and Deputy Customs Commissioner Douglas Browning jointly announced the launch of Operation Safe Commerce (OSC), a program to fund business initiatives designed to enhance security for container cargo moving throughout the international transportation system. Operation Safe Commerce will provide a test-bed for new security techniques that have the potential to increase the security of container shipments. DOT and Customs will use the program to identify existing vulnerabilities in the supply chain and develop improved methods for ensuring the security of cargo entering and leaving the United States. Those security techniques that prove successful under the program will then be recommended for implementation system-wide.

Nominations Approved

The Senate Commerce Committee has approved a number of nominations, including Ellen Engleman to be a Member and Chairman of the NTSB, Richard Healing and Mark Rosenker to be Members of the NTSB, Jeffrey Shane to be Under Secretary of Transportation for Policy, and Emil Frankel to be Assistant Secretary for Transportation Policy.
