Eastern Hires Adm. Papp as President Washington Ops

Eastern Shipbuilding Group, Inc. has appointed Admiral Robert J. Papp, Jr., U. S. Coast Guard (Retired), as President of Eastern Shipbuilding Group, Inc., Washington Operations. Admiral Papp served as an Officer in the Coast Guard for nearly 40 years, completing his career as the 24th Commandant of the U. S. Coast Guard from 2010 to 2014. The Coast Guard is the largest component of the Department of Homeland Security (DHS). He was a career cutterman, serving in six cutters, commanding four of them, including the Coast Guard’s square rigged sailing ship, USCG Barque EAGLE. House Subcommittee Hearing Highlights “Dismal State” of U.S. Icebreaking Capability

At the July 23, 2014, hearing of the House Subcommittee on Coast Guard and Maritime Transportation on “Implementing U.S. Policy in the Arctic” the committee chairman, Rep. Duncan Hunter (R-CA), opened the proceedings by holding up a graphic of the icebreaker fleets of the world—which depicts nearly 40 Russian icebreakers—and then commented on the “dismal state” of the U.S. icebreaker situation. Alaska Welcomes USCG Admiral Papp Arctic Assignment

Alaska Senate Majority informs that it welcomes news that Admiral Robert J. Papp Jr., the 24th Commandant of the U.S. Coast Guard since May 25, 2010, has been appointed by the U.S. State Department as a Special Representative for the Arctic Region. Kerry Announces U.S. Assistance for Maritime Capacity in SE Asia

On December 16, Secretary of State John Kerry announced an initial commitment of $32.5 million in new regional and bilateral assistance to advance maritime capacity building in Southeast Asia. Including this new funding, our planned region-wide funding support for maritime capacity building exceeds $156 million for the next two years. As an example of our commitment to strengthen maritime capacities in Southeast Asia, the United States intends to provide up to $18 million in new assistance to Vietnam to enhance the capacity of coastal patrol units to deploy rapidly for search and rescue…

The National Security Cutter (NSC) 'Hamilton' was christend by Linda Kapral Papp, the wife of the US Coast Guard Commandant, at a ceremony attended by nearly 1000 guests at the shipyard. Adm. Robert J. Papp Jr., commandant of the Coast Guard, served as the keynote speaker. "As a sailor myself, I've learned that when you're sailing against the wind and the tide, getting to your desired destination often requires a great amount of effort and sometimes takes longer than you thought it might," he said.

Coast Guard Commandant Honors Wisconsin Auxiliarist

Chris Bandy, a Coast Guard auxiliarist in Bayfield, Wis., was recognized as the 2012 Coast Guard 'Auxiliarist of the Year' at a recent ceremony held in San Diego, Calif. Adm. Robert J. Papp Jr., commandant of the U.S. Coast Guard, formally recognized Bandy and awarded him the Coast Guard Auxiliary Commendation Medal during the Auxiliary National Conference. Bandy enrolled in the Coast Guard Auxiliary in June 2010 and quickly earned the reputation as an enthusiastic volunteer, subject matter expert, and Paddle Smart Program manager in the Apostle Island National Lakeshore area of Lake Superior.

Huntington Ingalls Industries' (HII) Ingalls Shipbuilding division launched the company's fourth U.S. Coast Guard National Security Cutter (NSC), Hamilton (WMSL 753), on Saturday. "Launching a ship involves quite a bit of logistics, and our team pulled this off in a very safe and efficient manner," said Ingalls' NSC Program Manager Jim French. "It's a weeklong process to first translate the ship across land into our floating drydock and then going through an extensive ship-wide check-out process to launch.

Counter Piracy Firm's Vessels Join AMVER

The AdvanFort Company has volunteered its counter-piracy vessels in the waters in and around the Gulf of Aden and Indian Ocean to join the U.S. Coast Guard-coordinated Automated Mutual Assistance Vessel Rescue System (AMVER). The AdvanFort fleet, which has vessels strategically positioned in key sea lanes surrounding the High Risk Area (HRA), is now “on plot” in the official USCG program, a computer-based voluntary global ship reporting system that is used by search and rescue authorities around the world to arrange for assistance to persons in distress at sea.

Surface Warriors to Meet at Annual Symposium

The Surface Navy Association (SNA) National Symposium will be held January 15-17, 2013, at the Hyatt Regency Hotel, Crystal City, VA. The National Maritime Historical Society will host its 2012 Annual Awards Dinner on Wednesday, 10 October 2012 at the New York Yacht Club in New York City. The NMHS Distinguished Service Award, for outstanding contributions in the maritime field, will be presented to Admiral Sir Jonathon Band GCB DL, Captain Brian A. McAllister, and Captain Don Walsh, USN (Ret.), PhD. The David A. O’Neil Sheet Anchor Award, recognizing the contributions of those who further the work of the Society, will be given to Thomas F. Daly.

Ingalls Shipbuilding authenticates the keel of U.S. Coast Guard National Security Cutter 'Hamilton' (WMSL 753) with sponsor's intitials welded in. Mrs. Linda Kapral Papp, wife of Adm. Robert J. Papp Jr., commandant of the U.S. Coast Guard, is the ship's sponsor. Her initials were welded on a keel plate that will be part of the ship as long as it remains in the operational fleet. Ingalls has delivered three NSCs, the flagships of the Coast Guard's cutter fleet. They are designed to replace the 378‐foot Hamilton-class high-endurance cutters, which entered service during the 1960s.

Change of Watch for Coast Guard Vice Commandant

Vice Adm. Sally Brice-O’Hara was relieved by Vice Adm. John P. Currier as vice commandant of the U.S. Coast Guard during a military change of watch ceremony held here Friday morning at Fort Lesley J. McNair. Brice-O’Hara retired from the Coast Guard after more than 37 years of service as part of the same ceremony. Brice-O’Hara assumed the duties of the 27th vice commandant May 24, 2010. As second in command she was responsible for executing the commandant’s strategic intent, managing internal organizational governance and serving as the component acquisition executive. Coast Guard Foundation Funds Conference on the Arctic

Stonington, Conn. – The Coast Guard Foundation announced the financial support of the U.S. Coast Guard Academy and the Law of the Sea Institute of California's Berkeley School of Law’s Leadership for the Arctic conference, which will take place on April 12 and 13, 2012, in New London, Connecticut. The two-day conference will focus on the issues global leaders face concerning the shaping and implementing of policies pertaining to the rapid emergence of human activities in the Arctic. Bringing together the best and brightest scientists and policy makers from around the country, the interdisciplinary conference will play a key role in discussing Arctic procedural strategy for the coming decade.

USCG to Station Ships in Arctic

For the first time in history the Coast Guard will be stationing responders at Alaska’s North Slope this summer, when Shell Oil begins drilling in the Chukchi and Beaufort seas. Coast Guard Commandant Adm. Robert J. Papp Jr. said that the Arctic doesn't represent a security threat for at least the next decade, but that the Coast Guard has "a much wider aperture," beyond strictly defense. Papp told the Pentagon Channel and American Forces Press Service that the Arctic has economic, energy and environmental implications for national security.

USNI Appoints VAdm Daly Chief Executive Officer

On July 27, 2011, the U.S. Naval Institute (USNI) begins an important new chapter with the appointment of Vice Admiral Peter H. Daly, U.S. Navy (Ret.) as the professional society’s Chief Executive Officer. Daly served from August 2008 until June 2011 as Deputy Commander and Chief of Staff, U.S. Fleet Forces Command. He brings more than 30 years experience as a commissioned naval officer, to include command of the destroyer USS Russell (DDG 59); Commander, Destroyer Squadron 31; and Commander, Carrier Strike Group 11. He has also served as Deputy for Resources and Acquisition (J-8), Office, Chairman of the Joint Chiefs of Staff; and as Senior Military Assistant to the Secretary of the Navy.
