ATSB: Fatal Pilot Ladder Accident Has Enduring Lessons

Managers of the two vessels involved in a fatal crew transfer accident off Brisbane, Australia, had not ensured personnel had a common and complete understanding of how the transfer would be conducted, an Australian Transport Safety Bureau (ATSB) investigation has concluded.On 9 August 2021, crew were being transferred to and from the bulk carrier Formosabulk Clement via the launch boat PT Transporter in the Port of Brisbane anchorage, about five nautical miles off the coast.The operation involved multiple visits from PT Transporter to transfer crew on and off the anchored bulk carrier.

APL England Detained After Dropping Containers off Australia

A Singapore-flagged containership that lost at least 40 containers overboard off the coast of Sydney has been detained by authorities in the Port of Brisbane after Australian inspectors found inadequate lashing arrangements for cargo and heavily corroded securing points for containers on deck.APL England had been en route from Ningbo, China to Melbourne on Sunday when it rerouted to Brisbane after a temporary propulsion loss left the 277-meter vessel rolling in heavy seas and caused several container stacks to topple over about 73 kilometers south east of Sydney.

Face Masks Washing Ashore After Cargo Ship Loses Boxes

Surgical masks and other items have been found washing up onto Australian beaches Tuesday after the Singapore-flagged APL England lost at least 40 containers overboard in heavy seas off the coast of Sydney.The medical supplies have been found on shores between Magenta Beach and The Entrance, according to the Australian Maritime Safety Authority (AMSA), which said the locations and contents are consistent with its debris drift models and items listed on the ship’s cargo manifest.

New Cruise Terminal for Brisbane

A new international cruise terminal will be operating in Brisbane within two years after Port of Brisbane and Carnival Australia announced they had reached a commercial agreement. The Brisbane International Cruise Terminal (BICT) at Luggage Point will be operating by mid-2020 and is expected to generate almost $5 billion in economic value for the Queensland economy alone within 15 years. The amended commercial agreement between Australia’s Port of the Year, Port of Brisbane Pty Ltd (PBPL) and Australia’s leading cruise organisation, Carnival Australia, follows the Australian Competition and Consumer Commission’s (ACCC) conditional approval of the project last month.

Australia Wants to Recycle Trash from Ships

The Port of Hay Point in Queensland, Australia has kicked off a pilot program to investigate the feasibility of recycling garbage from international ships.Currently, ships' crews separate recyclable garbage on board, but have limited opportunity to offload these materials at Australian ports for recycling. Any garbage that is separated on board is combined when offloaded in Australian ports and has to undergo treatment by autoclave or deep-burial to meet Australia’s biosecurity requirements.

Australia Bans Containership over Unpaid Wages

Liberian-flagged containership MSC Kia Ora has been banned from Australian ports for three months after the operator failed to ensure crew were paid their wages in full and on time, and that critical equipment was maintained. The ban was issued by the Australian Maritime Safety Authority (AMSA), who inspected the ship in the Port of Brisbane on March 14, 2018 after receiving a complaint which alleged that crew had been underpaid. During the inspection AMSA found evidence that crew had been underpaid from November 2017 to February 2018 and were owed more than AU$53,000 (US$40,800).

Cargo Ship Banned from Australian Ports

A Papua New Guinea-flagged cargo ship Kiunga Chief has been banned from entering or using Australian ports for three months after the ship was detained for a third time in less than 18 months due to the failure of its operators to safely and effectively manage the operations of the vessel. “Substandard ships will not be tolerated in Australia,” said Stephen Curry, acting general manager of operations at the Australian Maritime Safety Authority (AMSA). AMSA issued an official direction banning Kiunga Chief to the master in the Port of Brisbane, and the ship has now gone to an anchorage within the port to undergo an inspection by its class society before it continues its voyage. The three month ban will take effect once the vessel leaves the port.

Brisbane Pilots Receive Simrad Radar Upgrade

Pilots in the Port of Brisbane, one of Australia’s fastest growing container ports, are using the word “unmatched” when describing the performance of new navigational equipment from electronic navigation specialist Simrad, a brand within the Navico group. Installed during the recent refit of the pilot boat Amity, the equipment installations include an NSS12 evo2, 12-inch chart-plotter and multifunction display with GPS positioning, supported by a Simrad GS25 GPS antenna, as well as the recently-launched Simrad Halo 3ft Radar operating with the latest Pulse Compression technology.

Brisbane Port Picket over Sacked Workers Continues

A picket of Hutchison ports in Sydney and Brisbane has entered fourth day after the Maritime Workers Union vowed to continue defying a Fair Work order to cease industrial action. The picketers say that the power to the site has been cut in a bid to move them off. At least 29 unions have been picketing the Hutchison Ports Australia site since the company sacked 97 workers in Brisbane and Sydney via text message and email four days ago, reports The News. Maritime Union of Australia Queensland state secretary Bob Carnegie says the company has now cut power to a substation near their site to try to break the picket. “That’s the sort of animals we’re dealing with,” he told picketers. Protesting workers have refused to unload the cargo ship to arrive at Hutchison Port operations.

Tokyo based Perses Maritima Ltd and the master of its Japan registered vehicle carrier Asteria Leader were found guilty on May 18 in the Brisbane Magistrates Court on one charge each of illegally discharging garbage under the Protection of the Sea (Prevention of Pollution from Ships) Act 1983.

AMSA Prosecutes Shipping Cos, Masters for Pollution

The Australian Maritime Safety Authority (AMSA) has prosecuted two shipping companies and their masters for two separate marine pollution incidents within the Great Barrier Reef. Tokyo based Perses Maritima Ltd and the master of its Japan registered vehicle carrier Asteria Leader were found guilty on May 18 in the Brisbane Magistrates Court on one charge each of illegally discharging garbage under the Protection of the Sea (Prevention of Pollution from Ships) Act 1983. A routine Port State Control inspection conducted by an AMSA marine surveyor at Fisherman Island in the Port of Brisbane revealed a record of the discharge of 0.03m3 of food waste within the Great Barrier Reef on October 8, 2014.

Two ASC Kalmar Cranes for DP World Brisbane

Kalmar, part of Cargotec, has received an order from DP World Australia to deliver two new Kalmar automatic stacking cranes (ASCs) for its semi-automated terminal in Brisbane. The cranes will join a fleet of 14 Kalmar ASCs at Fisherman Islands Terminal, bringing the number of modules servicing container trade to eight and increasing capacity by 14 percent to 720,000 TEU. The new ASCs will be delivered fully erected in 2016 and they are expected to be commissioned in January 2017. DP World Australia's Managing Director and CEO, Paul Scurrah, said the investment at the Port of Brisbane is a strong signal of the company's commitment to Queensland trade. "Productivity at our Fisherman Islands Terminal has grown from strength to strength," Mr Scurrah said.

Massive Rent Hike at Port of Melbourne

The Port of Melbourne Corporation has told DP World Australia that it wants to increase rent at the terminal by up by 800 per cent of the current amount, reports local media. It also comes as the Victorian government prepares the Port of Melbourne for sale. The move by the Victorian Government has sparked warnings of job cuts as well as economic damage to the state. The trucking industry fears it may have to carry much of the weight of the possible hefty rent hike. The port currently charges about $40 million dollars a year in rent to DP World and Asciano. It is understood that DP World has previously paid about $16 per square metre and the increase will take it to $120 per square metre.

ITF Port Unions Resolve to Campaign Against DP World

ITF (International Transport Workers’ Federation) dockers’ union representatives meeting in Chicago, USA, resolve to organise a global campaign highlighting the need for global network terminal operator (GNT) DP World to engage with unions over trade union rights/representation in a number of countries. The representatives agreed that action is required, particularly with regards the situation at London Gateway terminal, UK, where Unite the Union’s offer of cooperative working is being snubbed.

To be launched on September 1, 2013, the New Zealand-Asia Express (NAX) will operate through a Vessel Sharing Agreement (VSA), with the three partners each contributing two container ships and allocating a combined capacity of up to 2,200 TEU for every weekly sailing. Connections through Southeast Asia for the Indian Subcontinent, Middle East and European destinations. “The NAX will provide more competitive options to shippers moving dry and reefer cargoes between New Zealand, Australia, Asia and beyond; particularly New Zealand reefer exports destined for key Asian markets,” the VSA partners said in a joint announcement.

Cargotec Gets Major Order from DPWorld Brisbane

Cargotec receives an order to deliver 14 Kalmar automatic stackingcranes & 14 Kalmar one-over-one shuttle carriers to DP World Brisbane Pty. The equipment will be taken into use at the Port of Brisbane. DP World Brisbane will also be using Navis Sparcs N4 TOS in their Brisbane terminal expansion.
