India has extended the benefit of nil custom and production tax on bunker fuels to domestic coastal movement of containers, in a move to decongest its roads and reduce carbon emissions, a government statement said on Wednesday. Earlier exemptions form the customs and production tax on bunkering fuel - 180 and 380 centistoke grade fuel oil - was available to Indian flag vessels carrying export-import cargoes and empty containers. India, the world's third largest polluter, last week announced a plan to slow the rate at which it emits greenhouse gases as its economy grows, including promoting the use of renewable energy, investing in clean coal technology and planting more trees.

A chemical tanker collided with a moored barge near the San Jacinto Monument on Dec. 15. The Captain of the Port Houston/Galveston closed the ship channel from San Jacinto Port Dock 4 to Light 133 due to oil spilled from the collision. The tanker Ievoli Splendor , a 544-ft. chemical tanker, was mooring up at the Vopak Terminal in Deer Park, Texas, when the collision with the Kirby Marine barge happened causing a spill of heavy grade fuel oil C5. Containment boom has been deployed around the ship and the dock to contain the fuel/oil. The extent of damage to the ship and barge is not known. The Ievoli Splendor is presently moored at San Jacinto Port Dock 5. Coast Guard Marine Safety Office Houston and the Texas General Land Office are responding to the incident.

Coast Guard personnel were on scene at an oil spill in Guayanilla, Puerto Rico that occurred late Sunday night when an estimated 7,000 barrels or 294,000 gallons of #6 grade fuel oil leaked from a 24 inch transfer pipe used to move product from the shore side facility to tanker ships. All but 50 gallons were contained in the facilities secondary containment area and around the clock operations continue to contain and remove the oil. The incident occurred when a transfer pipe burst 5,000 yards inland from shore at the Commonwealth Oil Refining Company CORCO facility in the port of Guayanilla. The oil was being transfer to the motor vessel Sorokaletie Pobedy, a Liberian flagged tank ship. The National Response center notified the Coast Guard Command Center of the spill Sunday at 11:30 p.m.

The Manitowoc Company, Inc. won a new construction contract from Harley Marine Services, Inc. to build an ocean-class, double-hull, hot oil tank barge. The 80,000-barrel capacity barge, which is scheduled for delivery in the fourth quarter of 2006, will measure 369 ft. (112 m) in length, 78 ft. (24 m) in width, and 33 ft. (10 m) in molded depth. The contract includes an option for a second identical vessel. The Harley barge is the tenth double-hull tank barge built by the Manitowoc Marine Group. The vessel features a flush deck design and is equipped with an onboard heating system to maintain consistent cargo temperatures of 160 degrees. It will also be ABS, U.S. Coast Guard, and OPA-90 compliant.
