Frank Manning has quickly risen through the ranks during his eight years in the shipyard business, today serving as president and COO at Diversified Marine, Inc. (DMI) in Portland, Ore. Crucial along the way has been a passion for the business itself and the people that make it all possible.“The first day I walked in a shipyard I knew that I was in the right industry,” Manning said. “DMI has always been a relationship-based business. All of our customers are close friends, and we have relationships that are second to none,” he said.

U.S. Army Mariners assigned to 7th Transportation Brigade (Expeditionary) aboard the LCU 2032 Palo Alto rescued an overboard fisherman 10 miles off the western coast of Obi Island, Indonesia Sept. 1, 2023.Sgt. Seth Leonard, a watercraft engineer, was on the bridge of the ship when he observed the typical calm waters in the path of the ship were more active than usual.“I noticed what looked like someone waving their arms, which is the signal for distress in water,” said Leonard.

NASSCO Delivers USNS Harvey Milk (T-AO 206)

The General Dynamics NASSCO shipyard in San Diego on Tuesday delivered the future USNS Harvey Milk (T-AO 206) to the U.S. Navy.The ship is the second of the Navy’s John Lewis-class fleet oiler program, following the series' lead vessel, USNS John Lewis (T-AO 205), delivered in July 2022.Operated by Military Sealift Command (MSC), the 742-foot-long oilers are designed to transfer fuel to U.S. Navy carrier strike group ships operating at sea. Foss Chooses Markey Machine for Winch Upgrades

Foss Maritime recently elected to refurbish two existing Markey winches aboard the Foss tug Hawaii.Though other options were considered, “these winches have been ideal for bringing the barge up tight against the stern of the tug,” noted Foss’ Danny Riser, Captain. “The brake-holding capacity of the 32s (Markey model DEPC-32) is well-suited for mounting on our 5200 HP Z-drive tugs. I’ve been a lifelong fan of Markey winches, so for us it was an easy decision.”The tandem electric models had served so well historically that only refurbishment made sense.

NASSCO Awarded $736 Million to Build T-AO 213

San Diego shipbuilder General Dynamics NASSCO announced it has been awarded a $736 million modification to the existing T-AO contract for construction of a ninth ship (T-AO 213) in the John Lewis-class fleet oiler program. Foss Charters Vessel from Tug Construction

Foss Maritime has reached a deal to bareboat charter the tug Earl W Redd from Tug Construction, LLC for use in the U.S. offshore wind industry.The Earl W Redd will sail from Portland, Ore. to Massachusetts later this month to begin work on Foss 's offshore wind projects, including Vineyard Wind, the first large-scale offshore wind installation in the U.S. "The Earl W Redd is a great addition to the Foss fleet and will allow our skilled mariners to safely accomplish complex projects," said Joel Whitman, President of Business Development Foss Offshore Wind.

NASSCO Awarded $1.4 Billion to Build US Navy Ships

Shipbuilder General Dynamics NASSCO, a subsidiary of aerospace and defense company General Dynamics (GD), announced on Friday that it received $1.4 billion in U.S. Navy contract modifications for construction of a sixth Expeditionary Sea Base ship (ESB 8) and two additional John Lewis-class fleet oilers (T-AO 211 and 212). The U.S. Navy announced it has accepted delivery of the lead ship of its new class of fleet replenishment oilers, USNS John Lewis (T-AO 205), built by General Dynamics NASSCO in San Diego.T-AO 205’s July 26 delivery follows the completion of Acceptance Trials with the Navy’s Board of Inspection and Survey to test the readiness and capability of the craft and to validate requirements.“USNS John Lewis will provide much needed capability to the fleet as the primary fuel pipeline at sea,” said John Lighthammer, program manager, Auxiliary and Special Mission Shipbuilding Program Office.

Ingram Barge to Acquire Cheryl K and San Jacinto River Fleet

Nashville-based Ingram Barge Company announced Tuesday that its wholly-owned subsidiary Houston Fleeting Services has reached a deal to acquire the business assets Houston-based Cheryl K and San Jacinto River Fleet. According to Ingram Barge, the purchase allows it to expand its footprint into the Houston area and along the Texas Gulf Coast while simultaneously growing its logistics, dry barge and liquid barge businesses by adding critical infrastructure, vessels and personnel.

Shipbuilder General Dynamics NASSCO on Thursday laid the keel for the future USNS Harvey Milk (T-AO 206), the second of six vessels in the John Lewis-class fleet replenishment oiler program for the U.S. Navy.At 746-feet in length and displacing 49,000 tons, the future USNS Harvey Milk will provide logistics support to carrier strike groups around the world. Military Sealift Command hosted a ribbon cutting ceremony to signify the opening of its new Center for Excellence located on Joint Base Langley-Eustis, March 25.The Military Sealift Command Center for Excellence provides MSC-centric basic training for newly employed civil service mariners (CIVMAR).“Ultimately, the new Military Sealift Command Center for Excellence is replacing the MSC training center in Earl, New Jersey,” said Military Sealift Command Total Force Management Director Mike Morris, who co-officiated the ribbon cutting ceremony.

U.S. Ethanol Makers Snap Up Cheap Sorghum after China Tariffs

U.S. ethanol makers have joined global livestock producers to snap up discounted American sorghum supplies after buyers in China backed out of deals due to stiff anti-dumping tariffs on the grain imposed by Beijing in a mounting trade dispute. Sorghum is used to feed animals and represents a fraction of the billions of dollars of goods that move between the world's two largest economies. The trade conflict between the United States and China has already hit shipments of agricultural produce and threatens to disrupt the flow of everything from steel to electronics. China is the biggest buyer of U.S. sorghum, and the exit of Chinese buyers from the market caused sorghum prices to fall.

Harley Marine Welcomes First US EPA Tier 4 Tractor Tug

Harley Marine Services accepted delivery of its newest tractor tug, Earl W Redd, a first-of-its-kind workboat equipped with Caterpillar's Tier 4 emissions technology. The vessel enters the Harley fleet as one of the most efficient and environmentally conscious vessels in the world, exceeding the toughest marine EPA standards. Built at Diversified Marine of Portland, Ore., the Earl W Redd measures 120 feet by 35 feet, with a loaded draft of 19 feet 3 inches. The tug features twin Cat 3516 Tier 4 Final main engines that will each produce 2,675 horsepower at 1,600 rpm.

Harley Marine Services christened its newest tractor tug Earl W Redd, officially welcoming her to the fleet on Friday, February 10. Built at Diversified Marine of Portland, Ore., the Earl W Redd features twin Cat 3516 Tier 4 Final main engines that will each produce 2,675 horsepower at 1,600 rpm. Each of the engines is paired with a selective catalytic reduction (SCR) after treatment system that uses a urea-based solution to reduce NOx contained in diesel exhaust down to nitrogen and water vapor.

Navigating the ABCs of SCR

On the way to Tier IV compliance, it turns out that experience counts. In late February, the nation’s first Tier IV, Selective Catalytic Reduction (SCR) tugboat was christened. That’s probably not earthshaking news all by itself – after all, SCR isn’t all that new – but the event likely ushers in a new era of powerful domestic workboats that also come with a greener environmental footprint. How all of that comes together is a bigger story, and one which will play out again and again in the coming year or two. At the heart of it all is Crowley subsidiary Jensen Maritime Consultants, who today lead the design field with no less than seven Tier IV, SCR versions in development. Digging deeper, it isn’t hard to see why. The new Tier IV hull comes with a silver lining.

Best Workboats of 2017

Marine News showcases the best of North America’s 2017 workboat deliveries. There is something for everyone. Notwithstanding the lingering offshore energy downturn, there were plenty of bright spots for North American shipyards in 2017. If a hull was delivered in 2017, we took a look at it, with several areas as a focus for inclusion into this edition. For starters, it is always exciting when a domestic yard delivers a vessel – or multiple vessels, for that matter – to foreign buyers. We can compete in a foreign arena; on price, quality and on-time delivery. This year was no different. No less important is the environmental footprint of a vessel, and there was plenty to report on from that angle in the past 12 months. The domestic waterfront is indeed getting greener and cleaner.
