Many Different Vessels but One Goal – Passenger Safety

Because there are so many different kinds of passenger vessels, the critical topic of passenger safety can sometimes appear as a set of niche topics, each one just distantly connected to another. After all, passengers aboard a cruise ship in the Caribbean face safety issues that are much different than a commuter going from Jersey City to Manhattan or a tourist crossing from the Mukilteo, Wash. ferry terminal to Whidbey Island or a family on a fishing vessel in Miami.Importantly, though, for passenger vessel operators, a commitment to safety is not siloed.

NTSB Calls for Action on Safety Following Conception Dive Boat Tragedy

The National Transportation Safety Board (NTSB) says more progress is needed on the safety recommendations it issued in the wake of the Conception dive boat tragedy.The Conception was anchored in Platts Harbor, off Santa Cruz Island, Calif., when it caught fire in the early morning of Sept. 2, 2019. The vessel burned to the waterline and sank less than 100 feet from shore. The 34 people asleep below deck were trapped in the bunk room: 33 passengers and one crew member lost their lives.Following the investigation, the NTSB issued 10 new safety recommendations: seven to the U.S.

The Valdez Spirit: Repowering for a Promising Future

A true family business, Stan and Mary Helen Stephens started operating fishing and hunting charters out of Valdez, Alaska on their first vessel the 26-foot m/v Mary Helen, in 1971. Soon after, the rest of the family joined in, operating tours on the waters around Valdez and in Prince William Sound. Even as the minimum Random Drug Testing Rate is raised to 50 PCT, the Coast Guard wants its mission to consist of 90% outreach and just 10% enforcement. Really.The domestic waterfront got some less-than-happy news when the U.S. Coast Guard announced that the calendar year 2019 minimum random drug testing rate had been set at 50 percent of covered crewmembers. It’s safe to say that nobody is happy about it, much less the Coast Guard itself.In truth, the Coast Guard had little to say about the matter. 46 CFR part 16.230(f)(2) requires the Commandant to set the minimum random drug testing rate at 50 percent when the positivity rate for drug use is greater than one percent.

Metal Shark Introduces New Line of Passenger Vessels

At the same time, Metal Shark also announces reduced lead times for newbuild vessels. Louisiana-based shipbuilder Metal Shark has partnered with design firm Incat Crowther to develop an entirely new line of passenger vessels. At last week’s Passenger Vessel Association (PVA) Maritrends Conference in Savannah, Georgia, Metal Shark introduced its new “Endurance PV-X” passenger vessel lineup, with 26-meter (150-passenger) and 32-meter (350-passenger) models now available and additional offerings to follow. The welded-aluminum, high-speed, low-wake, catamaran Endurance PV-X models are touted by Metal Shark as “next-generation passenger vessels” and feature thoroughly proven Incat Crowther hull designs well-regarded among passenger vessel operators for their efficiency and performance.

Gaspardo is President of Padelford Packet Boat Co. Inc., St. Paul, Minn. Founded in 1969 by Capt. William Bowell Sr., Padelford provides a wide variety of public cruises and private events on the Mississippi River with three passenger subchapter K vessels at Harriet Island Regional Park in downtown St. Paul.
