IACS Council Elects new Chair

The IACS Council met in Gdansk, Poland, last week for its 87th session (C87) and elected Roberto Cazzulo of RINA as the incoming Chair of IACS as from 1 Jan 2024.C87 IACS Chair, Nick Brown of Lloyd’s Register, congratulated Cazzulo on his election, and responding, Cazzulo said “It is an honour for me to be elected, and I look forward to building on the excellent work done by Nick Brown in ensuring IACS is well positioned to meet the environmental and technological challenges faced by shipping.”Decarbonisation was high on the agenda at C87.

Bulk Carriers, Oil Tankships: GBS Verification Underway

The International Maritime Organisation says that its audit teams will shortly be established to verify construction rules for bulk carriers and oil tankers of classification societies which act as recognized organizations (ROs), following the receipt of requests for verification by the 31 December 2013 deadline. A new SOLAS regulation II-1/3-10 on Goal-based ship construction standards (GBS) for bulk carriers and oil tankers was adopted by IMO’s Maritime Safety Committee (MSC), at its eighty-seventh session in May 2010, by resolution MSC.290(87).

IACS Council Adopts New Common Structural Rules

At its 68th session of the IACS Council meeting, held December 18-19 in London, IACS has unanimously adopted new harmonized Common Structural Rules (CSR) for oil tankers and bulk carriers. The new rules will apply to all oil tankers larger than 150 meters and bulk carriers larger than 90 meters in length contracted for construction on or after July 1, 2015. The CSR will be presented to the IMO which will verify their compliance with the IMO GBS that will be compulsory for new building contracts signed on or after July 1, 2016. IACS Renews Call for Evidence-based EEDI Database

Chairman of the International Association of Classification Societies (IACS) Roberto Cazzulo, speaking at the IMO World Maritime Day Symposium on 'Sustainable Maritime Transportation System', noted that IMO had recently supported in principle his organization's proposal for establishing an (Energy Efficient Design Index) "EEDI Database" for new ships being constructed in accordance with new IMO GHG regulations. In a detailed paper Mr Cazzulo observed that action by IMO on climate change would lead to significant emission reductions, between 9 and 16% in 2020 and between 17 and 25% by 2030 compared with current practice. IACS Chairman Calls for Evidence-Based Ship Efficiency Assessments

Roberto P. Cazzulo, Chairman of the IACS Council and of RINA Services S.p.A., speaking at the IMO World Maritime Day Symposium on Sustainable Maritime Transportations System, noted that IMO had recently supported in principle an IACS proposal for establishing an (Energy Efficient Design Index) “EEDI Database” for new ships being constructed in accordance with new IMO GHG regulations. “This will create an evidence base on which to judge the success of the regulations and to help design more efficient new ships,” he said. IMO Secretary-General Meets New IACS Chairman

​IMO Secretary-General Koji Sekimizu  met with the new Chairman of IACS, Roberto Cazzulo, Chairman of RINA Services. Mr. Sekimizu congratulated Mr. Cazzulo on his appointment and expressed his appreciation to IACS for its long and ongoing support of IMO’s work on maritime safety, security and the prevention of marine pollution by ships and stated that he looked forward to their continued cooperation. IACS has held consultative status with IMO since 1969. At the meeting, held at IMO Headquarters in London, Mr. Cazzulo informed Mr. Sekimizu that IACS has agreed to instruct an advisory group of its experts to have an open discussion and exchange of information on the state of the art of containership structural design, construction, operation and survey. Italian Shipyared Gains RINA Certification

RINA-Fincantieri ISO 14001 Presentation

Fincantieri's Muggiano shipyard awarded RINA "Environmental Protection" certification under ISO 14001. The yard in Riva Trigoso (Genoa), which together with Muggiano forms Fincantieri's specialist naval shipbuilding centre, is expected to be certified within the next month. In order to qualify for ISO 14001 certification, applicants must, amongst other things,  draw up programs to improve their systems that manage environmental aspects and the related impacts, and they must introduce internal guidelines and controls to regulate and monitor activities from an environmental perspective.

Shipping Leaders Debated Economic Impact

The impact of the current financial crisis topped the agenda at the inaugural Seoul International Maritime and Shipbuilding conference held during the week of Nov. 3. Organized by the Korean Register of Shipping and attended by around 150 leading industry representatives from the owning, building and classification sectors, this event was a forum to debate the current issues facing the industry. RINA Launches ILO Notation

RINA has introduced a new voluntary notation which will help shipowners meet the new international standards for crew accommodation. RINA Invests in Crew Training

RINA has invested in crew training in a bid to help owners overcome the major challenge of manning their growing fleets. Today marks the opening of the Manila-based Italian Training Academy Phils Inc, a training school which will provide top-level training and assessment for up to 480 crew members per year. Roberto Cazzulo, Deputy Director of the Marine Division and responsible for International Affairs for RINA says, “The biggest challenge facing shipowners today is a shortage of high-quality crew. Italian owners have been investing heavily in new ships and their fleets are growing, but they need a reliable source of high-quality manpower to crew the ships. RINA has invested in the Academy along with Italian shipowners’ association CONFITARMA, and Manila-based Elburg Ship Management.

RINA and RS Strengthen Cooperation

The Russian Maritime Register of Shipping (RS) and Italian classification society RINA signed a new agreement on cooperation in performing surveys of ships and floating structures under construction and in service, as well as certification of materials and products. The agreement has significantly broadened the scope of existing cooperation, which began in June 1979. RINA and RS will now cooperate in the surveying of both seagoing ships and floating structures as well as offering dual classification at the request of shipowners, and also certification of materials and products outside the marine field. The agreement was signed by Sergey Koshchy, Senior Vice-General Director of RS, and Roberto Cazzulo, Deputy Director Marine Division of RINA.
