Two Ocean Shipping Companies to Pay $3.4M

Sea Star Line LLC and Horizon Lines LLC have agreed to resolve allegations that they violated the False Claims Act by fixing the price of government cargo transportation contracts between the continental United States and Puerto Rico, the Department of Justice announced today. Dorsey Named a VP of Maersk Line North America

Maersk Line North America has named Gordon Dorsey as Vice President of Global Contract Execution for U.S. Military and Government Cargo Services effective July 1, 2011. In his new role, he will be responsible for ensuring effective and efficient execution of U.S. Military and Government cargo business throughout the Maersk Line global organization. Mr. Dorsey has been the Regional Manager of North American Inland Operations since 2008. He joined Maersk in 2004 and previously held positions in Corporate Communications and Health, Safety and Environment Compliance for the organization. Prior to joining Maersk, he was a member of the management team at the Exelon Dresden Nuclear Power Station and he completed a career in the U.S. Navy at the rank of Captain.

Ring, Director at CMA CGM (America)

CMA CGM (America) LLC has named Timothy Ring Director, Inbound Trade and Government Cargo. In his new role, Tim will be responsible for the growth and development of inbound cargo volumes for the company’s transatlantic, Oceania, and Indian Subcontinent services. He will also continue to oversee all U.S. government shipments. Tim joined the Washington, D.C. office of CMA CGM in November 2005. Since then, he has developed and managed the company’s PL-480 / Title II program for the carriage of food aid worldwide.

Columbia Coastal Transport Joins MARAD’s VISA Program

Columbia Coastal Transport, LLC, has been notified by Maritime Administrator, Captain William G. Schubert, that its application was approved for MARAD’s Voluntary Intermodal Sealift Agreement (VISA) program. Its acceptance into the VISA program allows Columbia Coastal to receive top-tier award priority for Department of Defense peacetime cargo. Columbia Coastal has also completed the contingency contracts for both the Military Traffic Management Command and Military Sealift Command which dictate terms and rates in the eventits vessels are utilized in time of war. “All of Columbia Coastal’s 14 barges are committed into the VISA program,” said Mr. Donovan Murray, General Manager Government Affairs at Columbia Coastal.

U.S., Brazil Sign Maritime Agreement

U.S. ship operators will gain greater access to Brazil’s government cargo business while Brazil’s carriers seeking access to U.S. markets will be assured equal treatment, under an agreement signed today by U.S. Transportation Secretary Norman Y. Mineta and Brazilian Ambassador Roberto Abdenur in Washington, D.C. “Free trade helps everyone – shippers, carriers and most of all consumers,” Secretary Mineta said. The new agreement requires both sides to provide equal treatment for the other’s carriers in maritime-related services and facilities, including shipping taxes. It also provides unlimited access for U.S.-flag carriers to government-controlled cargoes whose shipments are arranged by the Brazilian government…
